Security Zone; On the Waters in Kailua Bay, Oahu, HI
The Coast Guard is establishing a temporary security zone on the waters south of Kapoho Point and a nearby channel in Kailua Bay within the Honolulu Captain of the Port (COTP) Zone. This security zone is necessary to ensure the safety of the President of the United States.
Drawbridge Operation Regulation; Upper Mississippi River, Rock Island, IL
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Rock Island Railroad and Highway Drawbridge across the Upper Mississippi River, mile 482.9, at Rock Island, Illinois. The deviation is necessary to allow the St. Patrick's Day Road Race to cross the bridge. This deviation allows the bridge to be maintained in the closed-to-navigation position for two hours.
Assessment Framework and Organizational Restatement Regarding Preemption for Certain Regulations Issued by the Coast Guard
The Coast Guard proposes to issue a rule containing its assessment framework for, and restating its position regarding, the federalism implications of regulations issued under the authority of various statutes within Titles 33 and 46 of the United States Code. This notice requests comments on the proposal and, pursuant to Executive Order 13132, invites State and local governments to consult during its development.

Safety Zone; Allied PRA-Solid Works, San Diego Bay; San Diego, CA
The Coast Guard is establishing a temporary safety zone on the navigable waters of the San Diego Bay in support of a fireworks display on the evening of January 28, 2014. The zone is necessary to provide for the safety of the participants, crew, spectators, participating vessels, and other vessels and users of the waterway. Persons and vessels are prohibited from entering into, transiting through, or anchoring within this safety zone unless authorized by the Captain of the Port or his designated representative.
Waiver for Marking Sunken Vessels With a Light at Night
The Coast Guard is revising its regulations to implement section 301 of the Coast Guard and Maritime Transportation Act of 2004. This Act authorized the Commandant to waive the statutory requirement to mark sunken vessels with a light at night if the Commandant determines that placing a light would be impractical and waiving the requirement would not create an undue hazard to navigation. The Commandant has delegated to the Coast Guard District Commander in whose district the sunken vessel is located the authority to grant this waiver.
Drawbridge Operation Regulation; Albemarle Sound to Sunset Beach, Atlantic Intracoastal Waterway (AICW), Wrightsville Beach, NC
The Coast Guard has issued a temporary deviation from the operating schedule that governs the operation of the S.R. 74 Bridge, at mile 283.1, over the AICW, at Wrightsville Beach, NC. The deviation is necessary to facilitate bearing replacement to the bridge. This temporary deviation allows one span of the double leaf bascule drawbridge to remain in the closed to navigation position at a time.
Drawbridge Operation Regulation; Shark River, NJ
The Coast Guard has issued a temporary deviation from the operating schedule that governs the bascule span of the Route 71 Bridge across Shark River (South Channel), mile 0.8, at Belmar, NJ. The deviation is necessary to facilitate the replacement of motor seals and instrumentation on the drawbridge. This deviation allows the bridge to remain in the closed to navigation position during the rehabilitation project.
Safety Zone; Barge Launches; Gulfport Lake; Gulfport, MS
The Coast Guard is establishing a safety zone for Gulfport Lake, Gulfport, MS. This action is necessary for the protection of persons and vessels on navigable waters during the launching of barges in Gulfport Lake, Gulfport, MS, particularly small craft in the area that risk being swamped. Entry into, transiting or anchoring in the zone during the launching of barges is prohibited for all vessels, mariners, and persons unless specifically authorized by the Captain of the Port Mobile or a designated representative. The Coast Guard also requests comments on this interim rule before establishing a final rule.
Safety Zone; Lower Mississippi River Mile 94.1-Mile 95.1; New Orleans, LA
The Coast Guard is establishing a temporary safety zone for all waters of the Lower Mississippi River from mile marker 94.1 to mile marker 95.1 above head of passes (AHP). This safety zone is necessary to protect persons and vessels from potential safety hazards associated with a fireworks display in the Lower Mississippi River at mile marker 94.6 AHP. Entry into this zone is prohibited unless specifically authorized by the Captain of the Port New Orleans or a designated representative.
Implementation of the Amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, and Changes to National Endorsements
The Coast Guard issues this final rule to implement the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended (STCW Convention), as well as the Seafarers' Training, Certification and Watchkeeping Code (STCW Code), to address the comments received from the public in response to the supplemental notice of proposed rulemaking (SNPRM), and to incorporate the 2010 amendments to the STCW Convention that came into force on January 1, 2012. In addition, this final rule makes other changes not required by the STCW Convention or Code, but necessary to reorganize, clarify, and update these regulations.
Special Local Regulations and Safety Zones; Recurring Events in Northern New England
The Coast Guard proposes to update special local regulations and permanent safety zones in the Coast Guard Sector Northern New England Captain of the Port (COTP) Zone for annual recurring marine events. When enforced, these proposed special local regulations and safety zones would restrict vessels from portions of water areas during certain annually recurring events. The proposed special local regulations and safety zones are intended to expedite public notification and ensure the protection of the maritime public and event participants from the hazards associated with certain maritime events.
Eighth Coast Guard District Annual Safety Zones; New Year's Eve Celebration/City of Mobile; Mobile Channel; Mobile, AL
The Coast Guard will enforce the City of Mobile New Year's Eve Celebration safety zone in the Mobile Channel, Mobile, AL from 11:30 p.m. December 31, 2013 until 12:30 a.m. January 1, 2014. This safety zone has been implemented in past years but the fireworks display will move to a new location in the Mobile Channel beginning with the December 31, 2013 display. This safety zone is necessary for the safeguard of participants and spectators, including all crews, vessels, and persons on navigable waters during the City of Mobile New Year's Eve Celebration fireworks display. During the enforcement period, entry into, transiting or anchoring in the Safety Zone is prohibited to all vessels not registered with the sponsor as participants or official patrol vessels, unless specifically authorized by the Captain of the Port Mobile or a designated representative.
Notice of Statute of Limitations on Claims; Notice of Final Federal Agency Action on the Interstate 5 Bridge across the Columbia River
This notice announces the Coast Guard's final action on the issuance of a Coast Guard bridge permit, adoption of the bridge related portions of the Federal Highway Administration (FHWA)/Federal Transit Administration (FTA) prepared Final Environmental Impact Statement (FEIS) and issuance of a Record of Decision (ROD) for the Interstate 5 bridge across the Columbia River between Vancouver, Washington and Portland, Oregon.
Overhead Clearance (Air-Draft) Accidents
The Coast Guard seeks public comment on a petition that requests the Coast Guard to initiate a rulemaking to address the problem of overhead clearance (air-draft) accidents. In its petition, which calls for vessel masters to be provided with accurate vertical air draft information, a maritime organization has described 16 overhead clearance accidents that it says were avoidable and that resulted in damage to or destruction of waterway infrastructure and inconvenienced the public. The Coast Guard will consider all comments received in response to this notification in determining whether or not to initiate the requested rulemaking.
Drawbridge Operation Regulation; Chambers Creek, Steilacoom, WA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Burlington Northern Santa Fe (BNSF) Chambers Creek Railway Bridge across Chambers Creek, mile 0.0, at Steilacoom, WA. The deviation is necessary to allow BNSF to perform maintenance and upgrade items to this vertical lift bridge in support of Positive Train Control requirements per the Rail Safety Improvement Act of 2008. This will require locking the bridge in the closed position and locking out the power to the drive system while the work is conducted. This deviation allows the bridge to remain in the closed position for 45 days during the maintenance and upgrade work.
Drawbridge Operation Regulation; Upper Mississippi River, Clinton, IA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Clinton Railroad Drawbridge across the Upper Mississippi River, mile 518.0, at Clinton, Iowa. The deviation is necessary to allow the bridge owner time to perform preventive maintenance that is essential to the continued safe operation of the drawbridge. This deviation allows the bridge to open on signal if at least 24 hours advance notice is given.
Safety Zone; Vessel Launch; Menominee River; Marinette, WI
The Coast Guard is establishing a temporary safety zone on the Menominee River in Marinette, Wisconsin. This zone is intended to restrict vessels from a portion of the Menominee River during the launching of a 400-foot vessel from Marinette Marine Corporation on December 18, 2013. This temporary safety zone is necessary to protect the surrounding public and vessels from the hazards associated with the launching of a large vessel.
Merchant Marine Personnel Advisory Committee: Intercessional Meeting
A working group of the Merchant Marine Personnel Advisory Committee (MERPAC) will meet to work on Task Statement 80, concerning crew training requirements onboard vessels subject to the International Code of Safety for ships using gases or low flash-point fuels (IGF Code). This meeting will be open to the public.
Drawbridge Operation Regulation; New Jersey Intracoastal Waterway, Barnegat Bay, Seaside Heights, NJ
The Coast Guard proposes to temporarily change the operating schedule that governs the S37 Bridge, at NJICW mile 14.1 over Barnegat Bay, at Seaside Heights, NJ. Over the span of two and half years, the bridge will be closed to navigation for three four-month closure periods. Extensive replacement of parts and repairs to the bridge necessitate these closures.
Drawbridge Operation Regulations; Passaic River, Newark and Harrison, NJ
The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the National Railroad Passenger Corporation (AMTRAK) Dock Railroad Bridge across Passaic River, mile 5.0, between Newark and Harrison, New Jersey. This deviation allows the AMTRACK Dock Bridge, mile 5.0, across the Passaic River to remain closed during the Super Bowl XLVIII weekend to facilitate the movement of more than 150,000 visitors, guests and area residents to various public events and activities in New York and New Jersey.

The Commander, First Coast Guard District, has issued a temporary deviation from the regulations governing the operation of the Port Authority Trans-Hudson Corporation (PATH), National Railroad Passenger Corporation (AMTRAK) and New Jersey Transit Rail Operation (NJTRO) Railroad Bridges. This deviation allows the PATH Bridge, mile 3.0; Amtrak's Portal Bridge, mile 5.0; and NJTRO's Upper Hack and HX Bridges, miles 6.9 and 7.7, respectively, all across the Hackensack River, NJ to remain closed during the Super Bowl XLVIII weekend to facilitate the movement of more than 150,000 visitors, guests and area residents to various public events and activities in New York and New Jersey.

The Coast Guard will enforce the 1,000 foot safety zone in the navigable waters of the Sacramento River in Sacramento, CA on December 31, 2013 during the Sacramento New Years Eve Fireworks Display. The fireworks display will occur from 9 p.m. to 9:20 p.m. on December 31, 2013 for the annual Sacramento New Years Eve Fireworks Display. This action is necessary to control vessel traffic and to help protect the safety of event participants and spectators. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or anchoring in the safety zone, unless authorized by the Patrol Commander (PATCOM).
Safety Zone; 2013 Holiday Boat Parades, Captain of the Port Miami Zone; FL
The Coast Guard is establishing two temporary safety zones during the month of December when holiday boat parades are scheduled to occur on the navigable waterways in the vicinity of Palm Beach and Miami, Florida. The safety zones consist of a series of moving zones around participant vessels as they transit the navigable waters of the United States during these events. The safety zones are necessary to provide for the safety of the participants, participant vessels, and general public on the navigable waters of the United States during the events. Non-participant persons and vessels will be prohibited from entering, transiting through, anchoring in, or remaining within the safety zones unless authorized by the Captain of the Port Miami or a designated representative.
Waterway Suitability Assessment for Construction and Operation of Liquefied Gas Terminals; Orange, TX
In accordance with Coast Guard regulations, INVISTA, S.a.r.l. has submitted a Letter of Intent and Preliminary Waterway Suitability Assessment to the Coast Guard Captain of the Port, Port Arthur, TX regarding the company's plans to construct, own and operate a waterfront facility handling and storing Liquefied Hazardous Gas (LHG) at its Orange, Texas facility. The Coast Guard is notifying the public of this action to solicit public comments on the proposed increase in LHG marine traffic on the Sabine-Neches Waterway.

The Coast Guard is establishing temporary safety zones in the navigable waters of the San Francisco Bay near the breakwater in Alameda, CA in support of Google's Night at Sea Fireworks Displays on December 7, 2013 and December 14, 2013. These safety zones are established to help protect the participants and spectators from the dangers associated with pyrotechnics. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zones without permission of the Captain of the Port or their designated representative.
Safety Zone; Nike Fireworks, Upper New York Bay, Ellis Island, NY
The Coast Guard will enforce a safety zone in the Captain of the Port New York Zone on the specified date and time. This action is necessary to ensure the safety of vessels and spectators from hazards associated with fireworks displays. During the enforcement period, no person or vessel may enter the safety zone without permission from the Captain of the Port (COTP).

Eleventh Coast Guard District Annual Fireworks Events
The Coast Guard proposes to amend several permanent safety zones located in the Eleventh Coast Guard District that are established to protect public safety during annual firework displays. These amendments will standardize the safety zone language, update listed events, delete events that are no longer occurring, add new annual fireworks events, and establish a standardized format using a table to list these recurring annual fireworks events. When these safety zones are activated, and thus subject to enforcement, this rule would limit the movement of vessels within the established firework display area.

The Coast Guard is establishing a temporary safety zone in the navigable waters of the San Francisco Bay off of Spinnaker Point near Sausalito, CA in support of the Sausalito Lighted Boat Parade Fireworks Display on December 14, 2013. This safety zone is established to help protect participants and spectators from the dangers associated with pyrotechnics. Reorganization of Sector Baltimore and Hampton Roads; Conforming Amendments
The Coast Guard is amending the Code of Federal Regulations (CFR) to reflect changes it has made to the boundaries of Sector Baltimore's and Sector Hampton Roads' Marine Inspection Zone and Captain of the Port Zones. These conforming amendments are necessary to ensure the CFR accurately reflects these boundary changes that were made November 22, 2013. These amendments are not expected to have a substantive impact on the public.
Drawbridge Operation Regulation; Gulf Intracoastal Waterway, Near Moss Lake, LA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Black Bayou pontoon bridge across the Gulf Intracoastal Waterway, mile 237.5, near Moss Lake, Louisiana. The deviation is necessary in order to drive piles for 2 sheave platforms, 2 winch platforms, a walkway, and a hydraulic unit housing platform. These repairs are essential for the continued safe operation of the bridge. This deviation allows the bridge to remain temporarily closed to navigation during daylight for ten consecutive hours, Monday through Thursday for three weeks.
Drawbridge Operation Regulation; Chef Menteur Pass, New Orleans, LA
The Coast Guard has issued a temporary deviation from the regulation that governs the U.S. Highway 90 bridge across Chef Menteur Pass, mile 2.8, at New Orleans, Orleans Parish, Louisiana. The deviation is necessary to affect repairs and maintenance that is required for safe operation of the bridge. This deviation allows the bridge to remain closed to navigation for 18 consecutive days, except that the bridge will open twice daily during the middle 14 days of the repair period.

The Coast Guard will enforce the Mission Bay Parade of Lights special local regulations during this year's parade held on December 14, 2013. This event occurs on Mission Bay in San Diego, CA. These special local regulations are necessary to provide for the safety of the participants, crew, spectators, sponsor vessels of the parade, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering into, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Drawbridge Operation Regulation; Genessee River, Rochester, NY
The Coast Guard is removing the existing drawbridge operation regulation for the CSX Transportation Bridge across Genessee River, mile 0.9, at Rochester, NY. The drawbridge was removed in 2013 and the operating regulation is no longer applicable or necessary.
Drawbridge Operation Regulation; Atlantic Intracoastal Waterway, Wrightsville Beach, NC
The Coast Guard has issued a temporary deviation from the operating schedule that governs the S.R. 74 Bridge, across the Atlantic Intracoastal Waterway (AICW), mile 283.1, at Wrightsville Beach, NC. This deviation is necessary to accommodate the 2014 Quintiles Wrightsville Beach Full and Half Marathon. This deviation allows the bridge to remain in the closed position during the race.
Drawbridge Operation Regulation; Upper Mississippi River, Dubuque, IA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Illinois Central Railroad Drawbridge across the Upper Mississippi River, mile 579.9, at Dubuque, Iowa. The deviation is necessary to allow the bridge owner time to perform preventive maintenance that is essential to the continued safe operation of the drawbridge. Maintenance is scheduled in the winter and when there is less impact on navigation; instead of scheduling work in the summer, when river traffic increases. This deviation allows the bridge to open on signal if at least 24 hours advance notice is given.
Security Zones; Naval Base Point Loma; Naval Mine Anti Submarine Warfare Command; San Diego Bay, San Diego, CA
The Coast Guard is increasing a portion of an existing San Diego Bay security zone at Naval Base Point Loma to support the construction of a new Naval fuel pier. Concurrent with the construction of the new pier, the Coast Guard is also establishing a new security zone at the Naval Mine and Anti-Submarine Warfare Command to protect the relocated marine mammal program throughout the temporary construction process. The security zone modifications are intended to restrict vessels from portions of the San Diego Bay in order to ensure the safety and security of Naval assets. Both security zones will safeguard Naval assets, such as vessels, property and waterfront facilities from destruction, loss or injury from sabotage or other subversive acts. No persons or vessel may enter or remain in the security zones without permission of the Captain of the Port, the Commander of Naval Base Point Loma, the Commander of the Naval Mine Anti Submarine Warfare Command, and the Commander of Naval Region Southwest, or a designated representative of those individuals.
Drawbridge Operation Regulation; Passaic River, Kearney and Newark, NJ
The Coast Guard is temporarily modifying the operating schedule that governs the operation of the Route 1 & 9 (Lincoln Highway) Bridge across the Passaic River, mile 1.8, between Kearny and Newark, New Jersey. The bridge owner, New Jersey Department of Transportation, submitted a request to restrict bridge openings during the morning and afternoon rush hour periods to alleviate traffic congestion resulting from area roadway closures. It is expected that this change to the regulations would provide relief to vehicular traffic while continuing to meet the reasonable needs of navigation.
