This Order rescinds Public Land Order Nos. 7899 (see 86 FR 5236), and 7900, 7901, 7902, and 7903 (unpublished), which purported to revoke Alaska Native Claims Settlement Act (ANCSA) 17(d)(1) withdrawals affecting approximately 28 million acres of public lands within the Bay, Bering Sea-Western Interior, East Alaska, Kobuk-Seward Peninsula, and Ring of Fire planning areas.

30-Day Extension of the Call for Nominations for the Avi Kwa Ame National Monument Advisory Committee
The Bureau of Land Management (BLM) is seeking nominations for membership on the Avi Kwa Ame National Monument Advisory Committee (MAC). The MAC will advise the Secretary of the Interior through the BLM regarding the development of the management plan and management of the monument. Direct Sale of Public Lands in Barstow, San Bernardino County, California
The Bureau of Land Management (BLM) is proposing a non- competitive (direct) sale of public lands near Barstow, San Bernardino County, California, to Burlington Northern Santa Fe (BNSF), LLC, a Delaware Corporation, under the provisions of the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, and BLM land sale regulations. The purpose of the non-competitive land sale to BNSF is to support development of the Barstow International Gateway project, which would facilitate the transfer of goods between different modes of transportation throughout the United States, including rail, truck, and ocean carriers. The sale will be for no less than the appraised fair market value (FMV) of $98,000.

The Bureau of Land Management (BLM) is publishing this notice in accordance with the Federal Land Policy and Management Act, as amended (FLPMA), the Federal Advisory Committee Act (FACA), and Presidential Proclamation 10606, "Establishment of the Baaj Nwaavjo I'tah Kukveni-Ancestral Footprints of the Grand Canyon National Monument". The BLM gives notice that the Secretary of the Interior is establishing the Baaj Nwaavjo I'tah Kukveni-Ancestral Footprints of the Grand Canyon National Monument Advisory Committee (MAC) and is seeking nominations for individuals to be considered as MAC members.
Filing of Plats of Survey, Wyoming
The Bureau of Land Management (BLM) is scheduled to file plats of survey 30 calendar days from the date of this publication in the BLM Wyoming State Office, Cheyenne, Wyoming. These surveys, which were executed at the request of the U.S. Forest Service, the Bureau of Reclamation and the BLM are necessary for the management of these lands.
Notice of Application for Withdrawal Extension for Base Camp and Opportunity for Public Meeting; Nevada
The United States Air Force (USAF) has filed an application requesting that the Secretary of the Interior extend the withdrawal established by Public Land Order (PLO) No. 7634 for an additional 20- year period. PLO No. 7634 withdrew 1,979 acres of public lands from settlement, sale, location, or entry under the general land laws, including the United States mining laws, but not from leasing under the mineral leasing laws, subject to valid existing rights, for a period of 20 years and reserved the land for use by the USAF to protect support facilities for the safe and secure operation of national defense activities at the Nevada Test and Training Range (NTTR). This notice advises the public of a 90-day opportunity to comment on the withdrawal extension application and to request a public meeting.
Notice of Application for Withdrawal Extension for Halligan Mesa and Opportunity for Public Meeting; Nevada
The United States Air Force (Air Force) has filed an application requesting the Secretary of the Interior extend the withdrawal at Halligan Mesa for an additional 20 years. In 1985, Public Land Order (PLO) No. 6591 withdrew approximately 600 acres of public lands from settlement, sale, location, or entry under the general land laws, including the United States mining laws, but not the mineral leasing laws, subject to valid existing rights for a period of 20 years, and reserved the land for the use of the Air Force for a communication site and support facilities. In 2005, PLO No. 7360 extended the withdrawal as related to approximately 264 of those acres for an additional 20 years. This notice advises the public of a 90-day opportunity to comment on the withdrawal extension application and to request a public meeting.
Public Land Order No. 7948; Extension of Public Land Order No. 7613; Withdrawal of Public Lands for a Runway Safe Zone, Nevada
This Public Land Order (PLO) extends the duration of the withdrawal created by PLO No. 7613, which would otherwise expire on August 17, 2024, for an additional 20-year period. PLO No. 7613 withdrew 40 acres of public lands from settlement, sale, location, or entry under the general land laws, including the United States mining laws, subject to valid existing rights, for a period of 20 years, for the United States Air Force to protect a runway safe zone at Nellis Air Force Base located in Las Vegas, Nevada.

Temporary Closure and Restriction Orders
The Bureau of Land Management (BLM) is revising its regulations to modernize and streamline how the agency notifies the public of temporary closure and restriction orders; clarify that such orders may be issued to avoid conflicts among public land users and ensure the privacy of Tribal activities for traditional or cultural use; require that all orders specify the date and time that a temporary closure or restriction becomes effective and terminates; and harmonize the penalties for violating temporary closure and restriction orders consistent with current statutory authority.
Public Land Order No. 7946; Extension of Public Land Order No. 7608 for Chief Joseph Dam Additional Units Project, Washington
This Order extends the duration of the withdrawal created by Public Land Order (PLO) No. 7608 for an additional 20-year period. Subject to valid existing rights, PLO No. 7608 withdrew 400.27 acres of public lands from settlement, sale, location, or entry under the general land laws, including the United States mining laws, and transferred jurisdiction over those lands to the United States Department of the Army, Corps of Engineers, for the Chief Joseph Dam Additional Units Project for a period of 20 years.
Notice of Proposed Reinstatement of Terminated Oil and Gas Lease NMNM105679576, New Mexico
In accordance with the Mineral Leasing Act of 1920, Mewbourne Oil Company timely filed a petition for reinstatement of competitive oil and gas lease NMNM105679576 (legacy serial number NMNM 115404) in Eddy County, New Mexico. The lessee paid the required rentals accruing from the date of termination. No lease was issued that affect these lands. The Bureau of Land Management (BLM) proposes to reinstate the lease.

Notice of Proposed Withdrawal and Opportunity for Public Meeting for Mud Flat Oolite Site, Idaho
On behalf of the Bureau of Land Management (BLM), and subject to valid existing rights, the Secretary of the Interior proposes to withdraw 1,957.89 acres of public land from location and entry under the United States mining laws, but not from leasing under the mineral and geothermal leasing laws or disposal under the Mineral Materials Act of 1947, for 50 years to protect the rare plants and fossils within the Mud Flat Oolite Site, Idaho. Publication of this notice segregates the lands for up to two years from location and entry under the United States mining laws, subject to valid existing rights, but not from leasing under the mineral and geothermal leasing laws or disposal under the Mineral Materials Act of 1947, while the application is being processed. This notice initiates a 90-day public comment period and announces the opportunity to request a public meeting on the proposed withdrawal.
Public Land Order No. 7945; Extension of Public Land Order No. 6560, as Extended by Public Land Order No. 7610; Withdrawal of Wisdom Administrative Site; Montana
This Public Land Order (PLO) extends the duration of the withdrawal created by PLO No. 6560, as extended by PLO No. 7610, which would otherwise expire August 5, 2024, for an additional 20-year period. PLO No. 6560 withdrew 59.99 acres of public domain land outside the exterior boundary of the Beaverhead-Deerlodge National Forest from settlement, sale, location, or entry, under the general land laws, including the mining laws, subject to valid existing rights, and transferred administrative jurisdiction to the United States Forest Service (USFS) for use as the Wisdom Administrative Site.
Alaska Native Claims Selection
The Bureau of Land Management hereby provides constructive notice that the decision approving lands for conveyance to Cook Inlet Region, Inc., notice of which was published in the Federal Register on May 2, 2024, will be modified by removing the Remaining Obligation Entitlement account balance figure, and correcting the appraised value of the lands approved in the decision.
Notice of Proposed Withdrawal, Transfer of Administrative Jurisdiction, and Opportunity for Public Meeting for the Grays Lake National Wildlife Refuge, ID
