Background The Commission instituted this review on September 1, 2023 (88 FR 60496) and determined on December 5, 2023 that it would conduct a full review (88 FR 87457, December 18, 2023). SUMMARY: As authorized under the provisions of the Federal Land Policy 
and Management Act of 1976, as amended, the Bureau of Land Management 
(BLM) is giving notice that certain public lands located near Barstow, 
California, within the Stoddard Valley Off-Highway Vehicle Recreation 
Area will be temporarily closed to all public use to enhance public
