The Bureau of Land Management (BLM) proposes new regulations that, pursuant to the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, and other relevant authorities, would advance the BLM's mission to manage the public lands for multiple use and sustained yield by prioritizing the health and resilience of ecosystems across those lands. To ensure that health and resilience, the proposed rule provides that the BLM will protect intact landscapes, restore degraded habitat, and make wise management decisions based on science and data. To support these activities, the proposed rule would apply land health standards to all BLM-managed public lands and uses, clarify that conservation is a ``use'' within FLPMA's multiple-use framework, and revise existing regulations to better meet FLPMA's requirement that the BLM prioritize designating and protecting Areas of Critical Environmental Concern (ACECs). The proposed rule would add to provide an overarching framework for multiple BLM programs to promote ecosystem resilience on public lands.

The Army requested an extension of the existing approximately 869,862-acre withdrawal for the Yukon Training Area (formerly Fort Wainwright Yukon Training Range) and the Donnelly Training Areas East and West (formerly Fort Greely East and West Training Ranges) from all forms of appropriation under the public land laws, including the mining laws and the mineral leasing and geothermal leasing laws, for 25 years or more, subject to valid existing rights. This Order withdraws approximately 225,504 acres of National Forest System lands in Cook, Lake, and Saint Louis counties, Minnesota, from disposition under the United States mineral and geothermal leasing laws, for a period of 20 years, subject to valid existing rights, to protect and preserve the fragile and vital social and natural resources, ecological integrity, and wilderness values in the Rainy River Watershed, the Boundary Waters Canoe Area Wilderness (BWCAW), the Boundary Waters Canoe Area Wilderness Mining Protection Area (MPA), and the 1854 Ceded Territory of the Lake Superior Chippewa in northeastern Minnesota from the potential adverse effects of mineral and geothermal exploration and development.

The BLM proposes to establish a supplementary rule prohibiting non-permitted roped and aerial activities, and the construction or installation of temporary structures in and along the walls and rims of Mineral and Hell Roaring canyons, as well as on the canyon walls and rims along the Green River corridor connecting these two canyons. The rule would also prohibit climbing in this area without a permit. The permit system for climbing in the special area and the proposed supplementary rule would protect vital wildlife habitat from increasing encroachment of recreational uses.
