In accordance with the Paperwork Reduction Act of 1995, we, the Bureau of Land Management (BLM) are proposing to renew an information collection.

In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management's (BLM) Southern New Mexico Resource Advisory Council (RAC) will meet as indicated below.

This Public Land Order (PLO) extends for an additional 20-year term the withdrawal originally created by PLO No. 7467, published October 16, 2000. This extension is necessary to protect the capital investments, scenic values, and dispersed recreation in the U.S. Forest Service's (USFS) San Francisco Peaks/Mount Elden Recreation area, encompassing 74,689 acres. PLO No. 7467 withdrew these National Forest System Lands from location and entry under the United States mining laws for a 20-year period.

The purpose of this notice is to request public nominations to four of the Bureau of Land Management (BLM) citizens' advisory committees affiliated with specific sites on the BLM's National Conservation Lands. The four advisory committees provide advice and recommendations to the BLM on the development and implementation of management plans in accordance with the statutes under which the sites were established.

As provided under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of terminated competitive oil and gas lease WYW-160400 in Campbell County, Wyoming, from the lessee of record, Osborn Heirs Company LTD. The BLM has reviewed all applicable information and proposes to reinstate the lease subject to amended terms and conditions. The lessee filed the petition for reinstatement on time and has met all filing requirements. No leases affecting this land were issued before the petition was filed.

The Department of the Interior proposes to withdraw 2,688.13 acres of public lands in Phillips County, Montana, from location or entry under the United States mining laws, but not from the mineral leasing or the mineral materials disposal laws for up to 20 years, subject to valid existing rights, to protect the Zortman-Landusky Mine reclamation site. The proposed 20-year withdrawal, if established, would replace the existing 5-year withdrawal created by Public Land Order (PLO) 7464, as extended three times, and which will expire October 4, 2020. Publication of this notice segregates the lands for up to 2 years from location or entry under the United States mining laws, subject to valid existing rights, while the application is being processed. This notice also announces to the public the opportunity to comment on the proposed withdrawal application and to participate in a virtual public meeting.

On November 17, 2016, the Bureau of Land Management (BLM) published in the Federal Register three final rules dealing with onshore oil and gas measurement and site security. In accordance with Executive Order 13783, Promoting Energy Independence and Economic Growth (March 28, 2017), and Secretary's Order No. 3349, American Energy Independence, (March 29, 2017), the BLM reviewed the affected regulations to determine if certain provisions may have added regulatory burdens that unnecessarily encumber energy production, constrain economic growth, and prevent job creation. As a result of this review, and in light of implementation issues that have arisen, the BLM is now proposing to modify certain provisions to reduce unnecessary and burdensome regulatory requirements.

The Bureau of Land Management (BLM) hereby provides constructive notice that it will issue an appealable decision approving conveyance of the surface estate in certain lands to Council Native Corporation, for the Native village of Council, pursuant to the Alaska Native Claims Settlement Act of 1971 (ANCSA). As provided by ANCSA, the BLM will convey the subsurface estate in the same lands to Bering Straits Native Corporation when the BLM conveys the surface estate to Council Native Corporation.

Notice is hereby given that coal resources in lands in Mercer County, North Dakota, will be offered for competitive lease by sealed bid in accordance with the provisions of the Mineral Leasing Act of 1920, as amended.

The purpose of this notice is to request public nominations for two members to the San Rafael Swell Recreation Area Advisory Council (Council).

The Bureau of Land Management (BLM) Eastern States Office (ESO) announces that an Environmental Assessment (EA) for the Warrior Met Coal, Inc. Coal Lease-by-Application (LBA), serial number ALES- 55797, is available for public review and comment. The BLM is also announcing that it will hold a virtual public hearing to receive comments on the LBA, EA, Fair Market Value (FMV), and Maximum Economic Recovery (MER) of the coal resources contained in the proposed LBA lease tract. In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM) Wild Horse and Burro Advisory Board (Advisory Board) will hold a virtual public meeting due to public health restrictions.

The Bureau of Land Management (BLM) is proposing supplementary rules on selected public lands administered by the Hassayampa and Lower Sonoran Field Offices. These rules are needed in order to protect public health and safety and to reduce user conflicts within developed recreation areas (or sites), including recreational shooting sports sites. In compliance with the John D. Dingell, Jr. Conservation, Management, and Recreation Act (Dingell Act), notice is hereby given that for public safety, one of the proposed supplementary rules would close public lands within the designated Hazardous Exclusion Area at each recreational shooting sports site to public entry, including entry for hunting, fishing, and recreational shooting activities. These proposed closures are necessary to ensure public safety adjacent to shooting facilities.

In accordance with the National Environmental Policy Act of 1969, as amended, the Bureau of Land Management (BLM) has prepared a Final Environmental Impact Statement (EIS) for the Willow Master Development Plan, and by this notice is announcing its publication.
