In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) has prepared a Draft Resource Management Plan (RMP) Amendment and Draft Environmental Impact Statement (EIS) for Colorado Greater-Sage-Grouse (GRSG) Conservation and by this notice is announcing the opening of the comment period. BLM Colorado is soliciting comments on the entire Draft EIS, as well as the specific planning issues mentioned in this NOA, and the cumulative effects analysis.

BLM Nevada is soliciting comments on the entire Draft EIS, as well as the specific planning issues mentioned in this NOA, the cumulative effects analysis, and Priority Habitat Management Area decisions.

This Order partially revokes a withdrawal created by Secretarial Orders dated June 30, 1923 and March 14, 1944, which established Power Site Classification Nos. 56 and 351, insofar as they affect 49.18 acres of National Forest System lands. This Order opens the lands to such uses as may be made of National Forest System lands subject to valid existing rights, the provisions of existing withdrawals, other segregations of record, and the requirements of applicable law.

The plats of survey of lands described in this notice are scheduled to be officially filed in the Bureau of Land Management (BLM), Alaska State Office, Anchorage, Alaska. The surveys, which were executed at the request of the BLM, are necessary for the management of these lands.

The Bureau of Land Management (BLM) announces the availability of the Decision Record (DR) for the Gateway West Transmission Line Project (Project) and Approved Land Use Plan Amendments for Segments 8 and 9. The Assistant SecretaryLand and Minerals Management (ASLM) signed the DR on March 30, 2018, which constitutes the final decision of the Department of the Interior and is not subject to appeal under Departmental regulations. Any challenge to this decision, including the BLM Authorized Officer's issuance of the right- of-way (ROW) as directed by this decision, must be brought in Federal district court within the timeframe allowed under Title 41 of the FAST Act (FAST-41).

The purpose of this notice is to inform the public and interested State and local government officials of the filing of Plats of Survey in Nevada.

In accordance with the Paperwork Reduction Act of 1995, we, the Bureau of Land Management (BLM), are proposing to renew an information collection.

In accordance with the Federal Land Policy and Management Act of 1976, and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management's (BLM) Alaska Resource Advisory Council (RAC) will meet as indicated below.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), the Bureau of Land Management (BLM), Las Vegas Field Office (LVFO), intends to prepare a Resource Management Plan Amendment and Environmental Assessment (EA) for the proposed Dry Lake East Designated Leasing Area (DLA), approximately 10 miles northeast of Las Vegas, Nevada, and east of the Dry Lake Solar Energy Zone. Through this Notice the BLM is segregating the public lands located within the proposed DLA from appropriation under the public land laws, including the Mining Law, but not the Mineral Leasing or Material Sales Acts, for a period of up to 2 years from the date of publication of this Notice. Publication of this Notice initiates the beginning of the scoping process to solicit public comments and identify issues.

The purpose of this notice is to request public nominations to serve on the North Slope Science Initiative's (NSSI) 15-member Science Technical Advisory Panel (Panel). The Panel advises the NSSI Oversight Group on technical issues such as identifying and prioritizing inventory, monitoring, and research needs across the North Slope of Alaska and the adjacent marine environment.

The purpose of this notice is to solicit public nominations for three positions on the Wild Horse and Burro Advisory Board (Board) that will become vacant on March 30, 2018. The Board provides advice concerning the management, protection, and control of wild free-roaming horses and burros on public lands administered by the Department of the Interior, through the Bureau of Land Management (BLM), and the Department of Agriculture, through the U.S. Forest Service.

The plats of survey described below are scheduled to be officially filed in the Bureau of land Management (BLM), Eastern States Office, Washington, DC, 30 days from the date of this publication. The surveys, executed at the request of the Eastern Regional Office of the BIA and the Southeastern States Field Office of the BLM, are necessary for the management of these lands.

In accordance with the Federal Land Policy and Management Act, the Federal Advisory Committee Act, and the Federal Lands Recreation Enhancement Act, the U.S. Department of the Interior, Bureau of Land Management's (BLM) Utah Resource Advisory Council (RAC)/Recreation Resource Advisory Council (RRAC) will meet as indicated below.

The Bureau of Land Management (BLM), Arctic District Office, Fairbanks, Alaska, is issuing for public comment the Draft Supplemental Environmental Impact Statement (EIS) for the Alpine Satellite Development Plan for the Proposed Greater Mooses Tooth 2 (GMT2) Development Project, National Petroleum Reserve in Alaska (NPR-A). BLM Alaska is also announcing pending public meetings and subsistence- related hearings to receive comments on the GMT2 Draft Supplemental EIS and the project's potential to impact subsistence resources and activities. The EIS will supplement the September 2004 Alpine Satellite Development Plan Final EIS that originally analyzed the GMT2 Project, regarding establishing satellite oil production pads and associated infrastructure within the Alpine field.

In accordance with the Mineral Leasing Act of 1920, Red Fork (USA) Investments, Inc., timely filed a petition for reinstatement of competitive oil and gas leases OKNM 127909, OKNM 127910, OKNM 127911, OKNM 127912, OKNM 127913, and OKNM 127920, in Payne County, Oklahoma, and OKNM 127917, in Noble County, Oklahoma. The lessee paid the required rentals accruing from the date of termination. No new leases were issued that affect these lands. The Bureau of Land Management proposes to reinstate these leases.

The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management (BLM), Colorado State Office, Lakewood, Colorado, 30 calendar days from the date of this publication. The surveys, which were executed at the request of the U.S. Forest Service and the BLM, are necessary for the management of these lands.

The Bureau of Land Management (BLM) has examined and found suitable for classification for conveyance to Washington County Special Services District (County) under the provisions of the Recreation and Public Purposes Act (R&PP), as amended, 55 acres of public land located in Washington County, Utah. The County proposes to expand its existing landfill.

As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition from Anadarko E&P Onshore LLC for reinstatement of competitive oil and gas lease WYW184371 for land in Converse County, Wyoming. The lessee filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed. The BLM proposes to reinstate the lease.

As authorized under the provisions of the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Battle Mountain District Office will temporarily close and restrict uses of certain public land surrounding and including the Mill Creek Recreational Campground (Campground) in Lander County, Nevada, to all public use to provide for public safety during restoration and rehabilitation activities occurring at the site.

As requested by Crescent Peak Renewables, LLC, and in compliance with the National Environmental Policy Act of 1969, as amended (NEPA), the Bureau of Land Management (BLM), Las Vegas Field Office will prepare an Environmental Impact Statement (EIS), which may include a Plan Amendment to the 1998 Las Vegas Resource Management Plan (RMP) or subsequent RMP, for a proposed wind energy project located on public lands 10 miles west of Searchlight in Clark County, Nevada. Publication of this Notice initiates the scoping process and opens a 90-day public comment period. The BLM is considering a Plan Amendment to change the Visual Resource Management classification of the project area. Through a separate ongoing process, the 1998 Las Vegas RMP is being revised. If the BLM issues a Record of Decision (ROD) before the RMP revision is completed, and a change to the plan is determined to be necessary, then the ROD would amend the 1998 RMP. If the ROD comes after RMP revision is completed, and a change to the plan is necessary, then the ROD would amend the revised RMP. Publication of this Notice serves to segregate the public lands from appropriation under the public land laws, including location under the Mining Law, but not the Mineral Leasing Act or the Materials Act, subject to valid existing rights. This Notice initiates the public scoping process and the segregation.

In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management's (BLM) Wild Horse and Burro Advisory Board (Advisory Board) will meet as indicated below.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Palm Springs-South Coast Field Office, Palm Springs, CA, intends to prepare a joint Environmental Impact Statement (EIS)/Environmental Impact Report (EIR), including a potential amendment to the California Desert Conservation Area (CDCA) Plan, and by this Notice is announcing the beginning of the scoping process to solicit public comments and identify issues.

On Tuesday, January 16, 2018, there was published in the Federal Register, Volume 83, Number 10, on page 2185 a notice entitled ``Eastern States: Filing of Plats of Survey''. In said notice was a plat depicting the dependent resurvey of a portion of the north boundary, a portion of the subdivisional lines, the east and west center line of section 2; and the survey of subdivision of section 2, the division of accretion in section 2, a portion of the present day meanders of section 2, and an informational traverse of the adjusted 1852 connecting traverse line, of Township 48 North, Range 3 West, of the Fourth Principal Meridian, in the State of Wisconsin. These were accepted December 6, 2017. The official filing of the plat is hereby stayed, pending consideration of all protests.

The Bureau of Land Management (BLM) hereby provides constructive notice that it will issue an appealable decision approving conveyance of the surface and subsurface estates in certain lands to Calista Corporation, an Alaska Native regional corporation, pursuant to the Alaska Native Claims Settlement Act of 1971, as amended (ANCSA).
