The Bureau of Land Management (BLM) is finalizing a supplementary rule addressing recreation on public lands in the vicinity of Corona Arch and Gemini Bridges in Grand County, Utah. The supplementary rule prohibits roped activities around Corona Arch and Gemini Bridges. Such activities involve the use of ropes or other climbing aids, and include, but are not limited to, zip-lining, high- lining, slacklining, traditional rock climbing, sport rock climbing, rappelling, and swinging.

The Secretary of the Interior (Secretary), through the Bureau of Land Management (BLM) New Mexico State Office, is issuing this Notice to conduct an auction and sale from the Federal Helium Program, administered by the BLM New Mexico, Amarillo Field Office. The Helium Stewardship Act of 2013 (HSA) requires the BLM to conduct an annual auction and sale of crude helium. Accordingly, the BLM will once again use the auction and sale process established in the Federal Register dated August 24, 2015, for a previous sale.

As authorized under the provisions of the Federal Land Policy and Management Act of 1976, certain public land near Stead, Nevada, will be temporarily closed to all public use to provide for public safety during the 2017 Reno Air Racing Association Pylon Racing Seminar and the Reno National Championship Air Races.

The Bureau of Land Management (BLM) is proposing a non- competitive (direct) sale of 3.75 acres of public land in Clark County, Nevada, to the Tabernacle of Praise Church, Inc. (Church) pursuant to the Southern Nevada Public Land Management Act of 1998 (SNPLMA), as amended, to resolve an unauthorized use of public lands. The sale will be subject to the applicable provisions of Section 203 of the Federal Land Policy and Management Act of 1976 (FLPMA) and BLM land sale regulations. The appraised fair market value for the sale parcel is $280,000.

The Bureau of Land Management (BLM) is proposing to offer 17 parcels of public land totaling 81.25 acres in the Las Vegas Valley by competitive sale, at not less than the appraised fair market values (FMV) pursuant to the Southern Nevada Public Land Management Act of 1998 (SNPLMA), as amended. The sale will be subject to the applicable provisions of Section 203 of the Federal Land Policy and Management Act of 1976 (FLPMA) and BLM land sale regulations.

This PLO extends the duration of the withdrawal created by PLO No. 7260, which would otherwise expire on May 12, 2017, for an additional 20-year period. This extension is necessary to continue to protect the remaining 830.07 acres until the lands can be conveyed to the State of California for inclusion in Red Rock Canyon State Park.

The May 3, 2017, Dominguez-Escalante National Conservation Area (NCA) Advisory Council meeting has been postponed.

The May 18 and 19, 2017, John DaySnake Resource Advisory Council meeting has been postponed.

The April 2017 Northern California District Resource Advisory Council meeting has been postponed.

The United States Forest Service (USFS) has filed an application with the Bureau of Land Management (BLM) requesting that the Secretary of the Interior extend the duration of Public Land Order (PLO) No. 4145, as modified by PLO No. 7322, for an additional 20-year term. PLO No. 4145, as modified by PLO No. 7322, withdrew approximately 32 acres of National Forest System lands in the Wallowa-Whitman National Forest from location and entry under the United States mining laws. The purpose of the proposed extension is to continue to protect the recreational values of the USFS West Eagle Meadow Campground. The withdrawal created by PLO No. 4145, as modified by PLO No. 7322, will expire on April 15, 2018, unless extended. This notice gives the public an opportunity to comment on the application and to request a public meeting. This notice also corrects an error in the legal description.

This notice announces the beginning of the scoping process to solicit public comments and identify issues to be addressed in the EIS.

The plat and field notes representing the dependent resurvey of a portion of the 1963-65 adjusted original meanders of the left bank of the Snake River, Township 41 North, Range 117 West, Sixth Principal Meridian, Wyoming, Group No. 946, were accepted on January 13, 2017.
