The Bureau of Land Management (BLM) Alaska State Office is issuing a call for nominations and comments on tracts for the upcoming 2016 National Petroleum Reserve in Alaska (NPR-A) Oil and Gas Lease Sale. A map of the NPR-A showing areas available for leasing is online at https://www.blm.gov/ak.

In compliance with the Paperwork Reduction Act, the Bureau of Land Management (BLM) invites public comments on, and plans to request approval to continue, the collection of information that enables the BLM to manage Federal coal resources in accordance with applicable statutes. The Office of Management and Budget (OMB) has assigned control number 1004-0073 to this information collection.

In compliance with the Paperwork Reduction Act, the Bureau of Land Management (BLM) invites public comments on, and plans to request approval to continue, the collection of information from individuals, households, farms, and businesses interested in cooperating with the BLM in constructing or maintaining range improvement projects that enhance or improve livestock grazing management, improve watershed conditions, enhance wildlife habitat, or serve similar purposes. The BLM also invites public comments on this collection of information. The Office of Management and Budget (OMB) has assigned control number 1004- 0019 to this information collection.

In compliance with the Paperwork Reduction Act, the Bureau of Land Management (BLM) invites public comments on, and plans to request approval to continue, the collection of information for the location, recording, and maintenance of mining claims and sites. The Office of Management and Budget (OMB) has assigned control number 1004-0114 to this information collection.

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972, and the U.S. Department of the Interior, Bureau of Land Management (BLM), the Steens Mountain Advisory Council (SMAC) will meet as indicated below:

This order partially revokes three withdrawals insofar as they affect 23,878.22 acres of public and non-Federal lands originally withdrawn to protect water power values. Portions of the withdrawals created by two Executive Orders which established Power Site Reserve Nos. 24, 145, and 566, are no longer needed for the purpose for which they were withdrawn. The lands will not be restored to operation of the public land laws because they have either been conveyed out of Federal ownership, or are included in the John Day Wild and Scenic River withdrawal.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Tri-State Fuel Break Project Joint Subcommittee of the Boise District and Southeast Oregon Resource Advisory Councils (RACs) will hold meetings as indicated below.

In accordance with the Federal Oil and Gas Royalty Management Act, Twilight Resources LLC and Petro Fuego LLC, timely filed a petition for reinstatement of oil and gas lease UTU86892 for lands in Grand County, Utah, and it was accompanied by all required rentals and royalties accruing from September 1, 2014, the date of termination.

As provided for under the Mineral Lands Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received petitions to reinstate oil and gas leases COC73423, COC73424, COC73440, COC73442, COC73443, and COC73444 from Synergy Resources Corporation for lands in Morgan and Weld counties, Colorado. The lessee filed the petitions on time, along with all the rentals due since the leases terminated under the law.

Per the Mineral Leasing Act of 1920, James Zerbst filed a petition for reinstatement of noncompetitive oil and gas lease WYW178969, in Niobrara County, Wyoming. The petition was filed on time, and the lessee paid the required rentals accruing from the date of termination. No leases that affect these lands were issued before the petition was filed.

Per the Mineral Leasing Act of 1920, Douglas C. McLeod filed a petition for reinstatement of competitive oil and gas lease WYW179123 for land in Crook County, Wyoming. The petition was filed on time, and the lessee paid the required rentals accruing from the date of termination. No leases that affect these lands were issued before the petition was filed.

The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management, Oregon State Office, Portland, Oregon, 30 days from the date of this publication.

In accordance with the Federal Land Policy and Management Act (FLPMA), the Federal Advisory Committee Act of 1972 (FACA), and the Federal Lands Recreation Enhancement Act of 2004 (FLREA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Twin Falls District Resource Advisory Council (RAC) will meet as indicated below.

The purpose of this notice is to request public nominations for the Bureau of Land Management (BLM) Resource Advisory Councils (RAC) that have member terms expiring. The RACs provide advice and recommendations to the BLM on land use planning and management of the National System of Public Lands within their geographic areas. The BLM will accept public nominations for 45 days after the publication of this notice.

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act, the Bureau of Land Management's (BLM), Las Cruces District Resource Advisory Council (RAC) will meet as indicated below.

The Assistant Secretary for Land and Minerals Management proposes to extend the duration of Public Land Order (PLO) No. 7260 for an additional 20-year term. PLO No. 7260 withdrew 8,896 acres of public lands from settlement, sale, location, or entry under the general land laws, including the United States mining and mineral leasing laws, except for conveyances under Section 701 of the California Desert Protection Act of 1994, to protect the Red Rock Canyon State Park resources in Kern County, California, until the lands can be conveyed to the State of California. This notice gives the public an opportunity to comment on the proposed action. This notice also announces the date, time, and location of the public meeting to be held in conjunction with the proposed extension.

The Bureau of Land Management (BLM) will file the plat of survey of the lands described below in the BLM-Eastern States, Washington, DC at least 30 calendar days from the date of publication in the Federal Register.

Notice is hereby given that certain Federal coal reserves in the Narley Mine Coal Tract described below in Jefferson County, Alabama, will be offered for competitive sale by sealed bid in accordance with the provisions of the Mineral Leasing Act of 1920, as amended.

In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) announced availability of the Proposed Land Use Plan Amendment (LUPA) and Final Environmental Impact Statement (EIS) for the Desert Renewable Energy Conservation Plan (DRECP) with a Notice of Availability published in the Federal Register on November 13, 2015 (80 FR 70254). The Proposed LUPA would amend the California Desert Conservation Area (CDCA) Plan and the Bakersfield and Bishop Resource Management Plans (RMPs). The Proposed DRECP LUPA/Final EIS considers designation of 134 Areas of Critical Environmental Concern (ACECs). In order to comply with Federal Regulations at 43 CFR 1610.7-2(b), the BLM through this notice is announcing a 60-day public comment period on those 134 ACECs. The 134 ACECs listed in this notice are identical to those identified in the alternatives found within the Proposed DRECP LUPA/Final EIS addressed by the publication of the Federal Notice of Availability on November 13, 2015. The scope of this 60-day comment period is limited to these 134 ACEC designations. Comments on other topics are outside the scope of this public comment process

The Bureau of Land Management (BLM) is proposing supplementary rules for shooting on public lands administered by the Hollister Field Office, California. The proposed supplementary rules would help protect public safety, facilitate resource protection, and improve recreation opportunities in the area. These proposed supplementary rules are intended to allow for enforcement as a tool in minimizing the adverse effects of shooting activities. Upon completion, the supplementary rules will be available for inspection in the Hollister Field Office, and they will be announced broadly through the news media and direct mail to the constituents included on the Hollister Field Office mail list. BLM personnel will also provide personal briefings with interested agencies and organizations.

The Bureau of Land Management (BLM), Las Vegas Field Office, received notification from the City of Las Vegas to transfer their interest of a previously approved Recreation and Public Purposes (R&PP) Act lease to Opportunity Village. Opportunity Village, (a nonprofit) proposes to change the use of the original R&PP lease from a park site to a park, unemployment resource center, and arts enrichment center with appurtenances for children and adults with intellectual disabilities.

In compliance with the National Environmental Policy Act (NEPA) of 1969, as amended, and the Federal Land Policy and Management Act (FLPMA) of 1976, as amended, the Bureau of Land Management (BLM) Tres Rios Field Office, Dolores, Colorado, intends to prepare a Resource Management Plan (RMP) Amendment with an associated Environmental Assessment (EA) for the Tres Rios Field Office to evaluate the management of 18 potential Areas of Critical Environmental Concern (ACEC) and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues.
