In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Draft Environmental Impact Statement (Draft EIS) for the Copper Flat Copper Mine and by this notice is announcing the opening of the comment period.
Cancellation of Bureau of Land Management Public Meeting for the Sagebrush Focal Areas Proposed Withdrawal, Oregon
This notice cancels the public meeting scheduled for December 14, 2015 at the Harney County Chamber of Commerce building located at 484 North Broadway, Burns, Oregon, as published in the Federal Register on November 13, 2015, (80 FR 70252). Parties interested in participating in the public process are encouraged to attend the meetings scheduled at the Bureau of Land Management District Office in Lakeview, Oregon on December 14th from 5 p.m. to 7 p.m., or the Best Western Vista Inn & Conference Center, at 2645 Airport Way, Boise, Idaho on December 15th from 4 p.m. to 6 p.m.

This action corrects the first date in a table that published on November 13, 2015 (80 FR 70252). The table announces the dates, times, and locations of public meetings. On page 70252, column 1 of the table, line 2, which reads ``Dec. 14, 2051,'' is hereby corrected to read ``Dec. 14, 2015.''
Call for Nominations for Grand Staircase-Escalante National Monument Advisory Committee, Utah
The purpose of this notice is to request public nominations for six members to the Grand Staircase-Escalante National Monument Advisory Committee (MAC). The MAC provides advice and recommendations to the Bureau of Land Management (BLM) on science issues and the achievement of Monument Management Plan objectives. The Monument will receive public nominations for 30 days from the date this notice is posted.
Second Call for Nominations for the Wild Horse and Burro Advisory Board
The purpose of this notice is to solicit public nominations for three positions on the Wild Horse and Burro Advisory Board (Board). The Board provides advice concerning the management, protection, and control of wild free-roaming horses and burros on public lands administered by the Department of the Interior through the Bureau of Land Management (BLM), and the Department of Agriculture through the U.S. Forest Service. The BLM will accept public nominations for 30 days after the publication of this Notice.

Mojave-Southern Great Basin Resource Advisory Council Call for Nominees To Complete Elected Official Term
The purpose of this notice is to open the request for public nominations for the Elected Official representative on the Mojave- Southern Great Basin Resource Advisory Council (RAC). The selected individual would complete the remaining two years of the current three- year term that concludes on May 6, 2017. The RAC provides advice and recommendations to the BLM on land use planning and management of the National System of Public Lands within its geographic area, which approximately coincides with the Southern Nevada Basin and Range, and Sonoran Basin and Range major land resource area in Esmeralda, Nye, Lincoln, and Clark Counties, in Nevada. The BLM will accept public nominations for 30 days after the publication of this notice.

By this notice the BLM is announcing the beginning of the scoping process to solicit public comments and identify issues for both proposals.
Notice of Realty Action: Change of Use for Recreation and Public Purposes Act Lease N-63293-01, Clark County, NV
The Bureau of Land Management (BLM), Las Vegas Field Office, has determined that land located in Clark County, Nevada is suitable for a change of use to the City of Las Vegas under the authority of the Recreation and Public Purposes (R&PP) Act of 1926, as amended. The City of Las Vegas has requested that the BLM change the current use from a metropolitan police substation and fire station to a public park and fire station.

In July, September, and October, 2015, the Bureau of Land Management (BLM) published three separate proposed rules in the Federal Register that would update and replace its existing oil and gas rules and standards for site security (Onshore Oil and Gas Order (Order) No. 3), oil measurement (Order No. 4), and gas measurement (Order No. 5) at onshore oil and gas facilities located on Federal and Indian (except Osage Tribe) lands. This document reopens the comment period for the proposed rule pertaining to site security (Order 3) and extends the comment period for the proposed rule pertaining to oil measurement (Order 4). It also announces the times and locations of three public meetings to take public input on the proposed rules.

On September 24, 2015, the Bureau of Land Management (BLM) published a Notice of Proposed Withdrawal; Sagebrush Focal Areas; Idaho, Montana, Nevada, Oregon, Utah, and Wyoming and Notice of Intent to Prepare an Environmental Impact Statement for the Proposed Withdrawal in the Federal Register. This notice extends the comment period for both the proposed withdrawal and initial scoping for the environmental impact statement (EIS) being prepared to consider the merits of the proposed withdrawal and announces the times, dates, and locations of public meetings.
