The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management, Oregon State Office, Portland, Oregon, 30 days from the date of this publication.

The Bureau of Land Management (BLM) announces that the Wild Horse and Burro Advisory Board will conduct a meeting on matters pertaining to management and protection of wild, free-roaming horses and burros on the Nation's public lands.

The Secretary of the Interior (Secretary), through the Bureau of Land Management (BLM), New Mexico State Office, is issuing this Final Notice to conduct auctions and sales from the Federal Helium Program, administered by the BLM New Mexico Amarillo Field Office. The BLM will use the sale and auction process outlined in this Notice for the sales and auctions that the Helium Stewardship Act of 2013 (``the Act'') requires the BLM to conduct during fiscal year (FY) 2014. This Notice does not apply to sales or auctions conducted after FY 2014. The BLM's process for sales and auctions conducted after FY 2014 will be announced in subsequent notices or through rulemaking to the extent rulemaking is necessary to implement the Act. Information included in this Notice regarding the BLM's anticipated actions beyond FY 2014 is provided for planning purposes only and is subject to change. This action takes into consideration public comments received as a result of the Notice of Proposed Action published in the Federal Register on May 16, 2014.

The purpose of this notice is to request six public nominations for the Bureau of Land Management (BLM) Utah Resource Advisory Council (RAC) that have members' terms expiring in 2015. The RACs provide advice and recommendations to the BLM on land use planning and management of the National System of Public Lands within Utah. The BLM will accept public nominations for 45 days after the publication of this notice.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act (FLMPA) of 1976, as amended, the Bureau of Land Management (BLM) intends to incorporate Gunnison Sage-Grouse Conservation Measures into Resource Management Plans (RMPs) within the range of the species and prepare an associated Environmental Impact Statement (EIS). By this notice, the BLM is announcing the beginning of the scoping process to solicit public comments and identify issues.

The Bureau of Land Management (BLM) has examined and found suitable for classification for lease and subsequent conveyance under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, approximately 95.22 acres of public land in Elko County, Nevada. The Elko County proposes to use the land for the expansion of the Elko County Shooting Range.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Owyhee Field Office, Marsing, Idaho, intends to prepare a Resource Management Plan (RMP) amendment with an associated Environmental Assessment (EA) for the Owyhee Field Office. This notice announces the beginning of the scoping process to solicit public comments and identify issues.

Pursuant to the Mineral Leasing Act of 1920, as amended by the Federal Coal Leasing Amendments Act of 1976, and to Bureau of Land Management (BLM) regulations, members of the public are invited to participate with BNI Coal Ltd. on a pro rata cost sharing basis in a program for the exploration of coal deposits owned by the United States of America in lands located in Oliver County, North Dakota.

Pursuant to the Mineral Leasing Act of 1920, as amended by the Federal Coal Leasing Amendments Act of 1976, and to Bureau of Land Management (BLM) regulations, all interested parties are hereby invited to participate with Bridger Coal Company on a pro rata cost-sharing basis, in its program for the exploration of coal deposits owned by the United States of America in Sweetwater County, Wyoming.

The Bureau of Land Management (BLM) has officially filed the plats of survey of the lands described below in the BLM Idaho State Office, Boise, Idaho, effective 9:00 a.m., on the dates specified.

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972, and the U.S. Department of the Interior, Bureau of Land Management (BLM), the Steens Mountain Advisory Council (SMAC) will meet as indicated below:

The Bureau of Land Management (BLM) will file the plat of survey of the lands described below in the BLM Montana State Office, Billings, Montana, on August 7, 2014.

Notice is hereby given that certain Federal coal reserves in the Spruce Stomp Tract described below in Delta County, Colorado, will be offered for competitive lease by sealed bid in accordance with the provisions of the Mineral Leasing Act of 1920, as amended.
