Notice of Use Authorizations; Special Recreation Permits, Other Than on Developed Recreation Sites; Adjustment in Fees
The Bureau of Land Management (BLM) is adjusting certain special recreation permit fees for various recreation activities on BLM administered Public Lands and related waters. The BLM is adjusting the minimum fee for commercial, competitive and organized group activities or events.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Mojave- Southern Great Basin Resource Advisory Council (RAC) will meet in Las Vegas, Nevada. The meetings are open to the public. Dates and Times: March 16, 2011, at the Red Rock Canyon National Conservation Area (NCA) Visitor's Center, Las Vegas, Nevada; July 21, 2011, at the BLM Southern Nevada District Office, 4701 N. Notice of Proposed Reinstatement of Terminated Oil and Gas lease MTM 96122
Per 30 U.S.C. 188(d), Oasis Petroleum North America LLC timely filed a petition for reinstatement of competitive oil and gas lease MTM 96122, Richland County, Montana. The lessee paid the required rental accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $10 per acre and 16\2/3\ percent. The lessee paid the $500 administration fee for the reinstatement of the lease and $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the lease per Sec. 31(d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the lease, effective the date of termination subject to: The original terms and conditions of the lease; The increased rental of $10 per acre; The increased royalty of 16\2/3\ percent; and The $163 cost of publishing this Notice.
Reopening the Call for Nominations for the New Mexico Albuquerque and Farmington District Resource Advisory Councils
The purpose of this notice is to reopen the nomination period for the Bureau of Land Management's (BLM) Albuquerque, New Mexico, and Farmington, New Mexico, Resource Advisory Councils (RAC). The RACs provide advice and recommendations to the BLM on land use planning and management of the public lands within the Albuquerque and Farmington Districts. Notice of Stay of Filing of Plat; Colorado
On Monday, December 13, 2010, the Bureau of Land Management (BLM), published a Notice of Filing of Plats in the Federal Register (75 FR 77659-77660) declaring the intent to file certain plats on Friday, February 11, 2011. The BLM Colorado State Office is publishing this notice to inform the public that the proposed filing of the plat and field notes of the dependent resurvey and surveys in Township 9 South, Range 93 West, Sixth Principal Meridian, Colorado accepted on August 5, 2010 is hereby postponed in order to extend the period of time for interested parties to communicate with the BLM regarding this proposed filing and to extend the period of time for interested parties to protest this action.

Notice of Proposed Withdrawal Extension and Opportunity for Public Meeting; Montana
The United States Department of Agriculture (USDA), Forest Service, has filed an application with the Bureau of Land Management (BLM) that proposes to extend the duration of Public Land Order (PLO) No. 6881 for an additional 20-year term. PLO No. 6881 withdrew approximately 95 acres of National Forest System lands from location and entry under the United States mining laws to protect recreational values and the investment of Federal funds at the Howard Lake, Ross Creek, and Yaak Falls Recreation Areas. The withdrawal created by PLO No. 6881 will expire on September 18, 2011, unless extended. This notice also gives the public an opportunity to comment on the proposed action and to request a public meeting.
Notice of Proposed Withdrawal and Opportunity for Public Meeting; Idaho
The U.S. Forest Service (USFS) has filed an application with the Bureau of Land Management (BLM) requesting the Assistant Secretary of the Interior for Land and Minerals Management withdraw 183.47 acres of National Forest System land in the Idaho Panhandle National Forest from mining to protect the Settler's Grove of Ancient Cedars Recreation Area near Wallace, Idaho. This notice segregates the lands for up to 2 years from location and entry under the United States mining laws while the withdrawal application is being processed. The land will remain open to mineral leasing and to all activities currently consistent with applicable Forest plans and those related to the exercise of valid existing rights.

Notice of Realty Action: Recreation and Public Purposes Act Classification; Lease and Conveyance of Public Land, Doña Ana County, New Mexico
The Cultural Department of the State of New Mexico has filed an application with the Bureau of Land Management (BLM) for lease and/ or conveyance of approximately 33.01 acres of public lands, in two individual parcels, under the Recreation and Public Purposes (R&PP) Act, as amended. Renewal of Approved Information Collection
The Bureau of Land Management (BLM) has submitted an information collection request to the Office of Management and Budget (OMB) for a 3-year extension of OMB Control Number 1004-0179 under the Paperwork Reduction Act. This control number includes paperwork requirements in regulations that provide the authority for the BLM to collect helium sales information from Federal agencies and helium suppliers of major helium requirements, in order to balance crude helium purchases from the BLM with sales of helium to Federal agencies.

Eastern States: Filing of Plat of Survey
On Wednesday, January 12, 2011, there was published in the Federal Register, Volume 76, Number 8, on page 2133 a notice entitled ``Eastern States: Filing of Plats of Survey''. In said notice was a plat depicting the dependent resurvey of a portion of the west boundary, a portion of the subdivisional line, and the survey of the subdivision of Section 18, of Township 15 North, Range 5 West, of the Michigan Meridian, in the State of Michigan, and was accepted September 22, 2010. The official filing of the plat is hereby stayed, pending the correction of errors. This first plat that was accepted September 22, 2010 will be canceled when the second plat accepted February 1, 2011 is official filed.

Notice of Realty Action: Competitive Sale of Public Lands in Sandoval County, NM
The Bureau of Land Management (BLM) proposes to offer, by competitive sale, a parcel of Federally owned land near Golden, New Mexico, containing approximately 130.56 acres. The sale will be subject to the applicable provisions of Section 203 of the Federal Land Policy and Management Act of 1976 (FLPMA), respectively, and the BLM land sale regulations. The purpose of the sale is to dispose of lands which are difficult and uneconomic to manage. The sale will be conducted in Albuquerque, New Mexico, as a competitive sealed bid auction in which interested bidders must submit written sealed bids equal to or greater than the appraised fair market value of the land.
