In accordance with the National Environmental Policy Act (NEPA) of 1969, as amended (Pub. L. 91-190, 42 U.S.C. 4321-4347), and 40 CFR parts 1500-1508, the Bureau of Land Management (BLM), together with the California Public Utilities Commission (CPUC), hereby gives notice that the Draft Environmental Impact Statement/Environmental Impact Report (EIS/EIR) for the Southern California Edison Company (SCE) Devers-Palo Verde No. 2 Transmission Line Project is available for public review and comment. The BLM is the lead Federal agency for the preparation of this EIS in compliance with the requirements of NEPA. The CPUC is the lead State of California agency for the preparation of this EIR in compliance with the requirements of the California Environmental Quality Act (CEQA). This notice serves as an invitation for the public and other cooperating agencies to provide comments on the scope and content of the Draft EIS/EIR.

Meeting Notice for the Southeast Oregon Resource Advisory Council
The Southeast Oregon Resource Advisory Council (SEORAC) will hold a meeting Monday, August 7 from 8 a.m. to 4 p.m., at the Holiday Inn Ontario, 1249 Tapadera Avenue, Ontario, Oregon 97914. A field trip to the Bully Creek area of the Vale District Bureau of Land Management (BLM) for SEORAC members will follow on Tuesday, August 8. Agenda items for Monday's session include liaison reports from SEORAC members; updates from Designated Federal Officials; follow-up information sharing on the Grazing Administration Rule, the Recreation Resource Advisory Council (RAC), and Statewide transportation planning and a joint sub-committee with the John Day/Snake RAC; review of SEORAC jurisdictional boundaries and district-by-district planning efforts through fiscal year 2007; and discussion on the Malheur National Forest Plan, energy issues, the monitoring pilot project, and possible RAC involvement. Other matters that may reasonably come before the SEORAC may also be addressed. The public is welcome to attend all portions of the meeting and may contribute during the public comment session at 11 a.m. Those who verbally address the SEORAC during public comment are asked to also provide a written statement of their comments or presentation. Unless otherwise approved by the SEORAC Chair, the public comment period will last no longer than 30 minutes, and each speaker may address the SEORAC for a maximum of 5 minutes. Notice of Intent To Prepare an Environmental Impact Statement for the Proposed Red Cliff Coal Mine, Railroad Spur Line, and Other Associated Surface Facilities in Garfield County and Mesa County, CO
Pursuant to Section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA) and the Federal Land Policy and Management Act of 1976, notice is hereby given that the Bureau of Land Management (BLM), Grand Junction Field Office located in Grand Junction, CO, will be directing the preparation of an Environmental Impact Statement (EIS) for the Proposed Red Cliff Coal Mine near Loma, Colorado, including Right-of-Way and Land Use Applications for facilities on Federal Lands, submitted by CAM-Colorado, LLC (CAM). The EIS will analyze the development of surface facilities for coal mining associated with CAM's proposed underground Red Cliff Mine, including roads, a water pipeline, coal stockpile and waste disposal areas, a coal preparation plant, the mine portal, other administrative and operations facilities, and a railroad spur line that would connect to the existing Union Pacific Railroad line near Mack, Colorado. Cooperating agencies include the U.S. Army Corps of Engineers, the Office of Surface Mining, the Colorado Department of Natural Resources, Mesa County, and Garfield County. The BLM invites the public to participate in the NEPA process.
Request for Public Nomination of Qualified Properties for Potential Purchase by the Federal Government in the State of Arizona
In accordance with the Federal Land Transaction Facilitation Act of 2000 (43 U.S.C. 2303) (FLTFA), this notice provides the public the opportunity to nominate lands within the State of Arizona for possible acquisition by the Federal agencies identified below. Such lands must be (1) inholdings within a federally designated area or (2) lands that are adjacent to federally designated areas and contain exceptional resources.
Public Land Order No. 7666; Partial Revocation of Six Bureau of Reclamation Project Withdrawal Orders; Utah
This order partially revokes four Secretarial Orders, one Bureau of Reclamation Order, and one Public Land Order insofar as they affect approximately 25,133 acres of lands withdrawn for the Bureau of Reclamation's Central Utah and Strawberry Valley Projects. This order opens approximately 24,293 acres of Federal lands to such forms of disposition as may by law be authorized on National Forest System lands and to mining.
Public Land Order No. 7667; Extension of Public Land Order No. 6619; Wisconsin
This order extends Public Land Order No. 6619 for an additional 20-year period. This extension is necessary to allow the U.S. Fish and Wildlife Service to continue to manage the land as part of the Necedah National Wildlife Refuge.
Public Land Order No. 7668; Withdrawal of National Forest System Lands for the Utah Lake Drainage Basin and Diamond Fork Systems, Bonneville Unit of the Central Utah Project; Utah
This order withdraws approximately 6,450 acres of National Forest System lands from location and entry under the United States mining laws, for a term of 20 years, and reserves the lands for the Department of the Interior, Central Utah Project Completion Act Office for use in conjunction with the Utah Lake Drainage Basin and Diamond Fork Systems, Bonneville Unit of the Central Utah Project.

Notice of Availability of the Casper Draft Resource Management Plan and Associated Environmental Impact Statement, Wyoming
In accordance with Section 202 of the National Environmental Policy Act of 1969 (NEPA), and the Federal Land Policy and Management Act of 1976 (FLPMA) the Bureau of Land Management (BLM), in cooperation with the Environmental Protection Agency (EPA), National Park Service (NPS), State of Wyoming, county governments, and conservation districts located in the planning area, has prepared a draft revision to the Casper RMP and associated environmental impact statement. By this notice, the BLM announces the availability of the Draft Casper RMP/EIS for public review and the opening of the period during which the public may submit their comments to the BLM. Consistent with Federal regulations, the BLM announces that a public hearing regarding coal leasing will be scheduled during the public review period and prior to the approval of the final RMP.
Notice of Public Meeting, Coos Bay Resource Advisory Committee Meeting
The BLM Coos Bay District RAC is scheduled to meet on August 3, 2006 from 9 a.m. until 4:30 p.m. at the BLM Coos Bay District Office. The BLM Office is located at 1300 Airport Lane in North Bend, Oregon. The purpose of this meeting will be for the RAC to recommend funding for Title II projects, as identified under Public Law 106-393. There will be an opportunity for the public to address the RAC at approximately 11 a.m. at this meeting. The RAC may also meet on August 10, 2006 for the same purpose. The need for this meeting will be dependent upon the progress made in making recommendations at the August 3, 2006 meeting. The scheduled meeting time and location for the August 10, 2006 meeting will be the same as for the meeting scheduled on August 3, 2006.

This notice announces the cancellation of the Notice of Realty Action published in the Federal Register on March 14, 2006.
Geothermal Resource Leasing and Geothermal Resources Unit Agreements
This proposed rule would revise the Bureau of Land Management's existing geothermal resources leasing and unit agreement regulations to implement the Energy Policy Act of 2005. The proposed rule would restructure existing regulations concerning the general geothermal leasing process and would revise existing regulations on royalties and readjustment of lease terms, conditions, and rentals. The rule would also revise existing regulations on lease duration and work commitment requirements, annual rental and credit of rental towards royalty, unit and communitization agreements, and acreage limitations. Additional revisions required by the Energy Policy Act include various technical corrections. Other proposed changes in sections unaffected by changes in the statute would clarify existing procedures, improve grammatical construction, conform the regulations to new administrative regulatory standards, and correct existing errors.
Notice of Availability of the Record of Decision for the Jack Morrow Hills Coordinated Activity Plan and Green River Resource Management Plan Amendment, Wyoming
In accordance with the Federal Land Policy and Management Act and the National Environmental Policy Act, the Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Jack Morrow Hills Coordinated Activity Plan (CAP) and Green River Resource Management Plan (RMP) Amendment. The ROD documents the BLM's decision to approve a land use plan amendment that addresses approximately 585,000 acres of public land located in Sweetwater, Sublette, and Fremont counties in southwestern Wyoming. The JMH CAP/ Green River RMP Amendment contains land-use plan decisions that supersede previous land-use planning decisions made in the Green River RMP and completes decisions deferred in the Green River RMP. The CAP/ ROD went into effect on the date the Wyoming State Director signed the ROD. Publication of this NOA today announces and commences the 30-day appeal period for a project implementation included in the ROD.

Notice of Proposed Reinstatement of Terminated Oil and Gas Leases MTM 93185 and MTM 93188
Per 30 U.S.C. 188(d), Coastal Petroleum Company timely filed petitions for reinstatement of oil and gas leases MTM 93185 and MTM 93188, Valley County, Montana. The lessee paid the required rentals accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $5 per acre and 16\2/3\ percent or 4 percentages above the existing competitive royalty rate. The lessee paid the $500 administration fee for the reinstatement of each lease and $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the leases per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the leases, effective the date of termination subject to: The original terms and conditions of the leases; The increased rental of $5 per acre for each lease; The increased royalty of 16\2/3\ percent or 4 percentages above the existing competitive royalty rate for each lease; and The $163 cost of publishing this Notice

In accordance with the National Environmental Policy Act of 1969 (NEPA, 42 U.S.C. 4321 et seq.) and the Federal Land Policy and Management Act of 1976 (FLPMA, 43 U.S.C. 1701 et seq.), the Bureau of Land Management (BLM) has prepared a proposed Resource Management Plan/ Final Environmental Impact Statement (PRMP/FEIS) for certain public lands managed by the Hollister Field Office.
Colorado: Filing of Plats of Survey
The plats of survey of the following described land will be officially filed in the Colorado State Office, Bureau of Land Management, Lakewood, Colorado, effective 10 a.m., July 5, 2006. All inquiries should be sent to the Colorado State Office (CO-956), Bureau of Land Management, 2850 Youngfield Street, Lakewood, Colorado 80215- 7093. The plat and field notes, of Mineral Survey 20931, in protracted Township 45 North, Range 6 West, New Mexico Principal Meridian, Colorado, and was accepted on April 5, 2006. The supplemental plat of a portion of sections 7 and 8, Township 1 North, Range 71 West, of the Sixth Principal Meridian, Colorado, creating new lot 100 in the NE\1/4\SE\1/4\ of section 7, and creating new lots 192 through 198, in the SW\1/4\ of section 8, was requested by the Canon City Field Office Land Surveyor and was accepted on April 12, 2006. The supplemental plat of the NW\1/4\ of Section 1, in Township 3 South, Range 73 West, Sixth Principal Meridian, Colorado, corrects the supplemental plat accepted May 6, 1963 by assigning new lot number 41, to the erroneously duplicated numbered lot 39. The plat and field notes of the dependent resurvey and survey, in Section 18, Township 33 North, Range 7 West, New Mexico Principal Meridian, Colorado, was requested by the Southern Ute Indian Tribe, in order to identify a portion of the mineral estate of Southern Ute tribal trust lands, and was accepted on June 13, 2006. The plat, of the entire record, of the dependent resurvey and survey, in Township 1 South, Range 72 West, and the plat (in two sheets) and field notes, of the dependent resurvey and survey in Township 1 North, Range 72 West, Sixth Principal Meridian, Colorado, was requested by the Land Surveyor, Arapaho and Roosevelt National Forest, in order to locate certain forest service boundaries that pertain to fuel reduction projects in the James Creek area, and were accepted on June 19, 2006. The plat and field notes, of the dependent resurveys and surveys, in Township 8 North, Range 95 West, Sixth Principal Meridian, Colorado, was requested, dated April 18, 2005, by the Little Snake Field Office, Craig, Colorado, in order to identify Public Land boundaries, and was accepted on June 26, 2006.
Grazing AdministrationExclusive of Alaska
The Bureau of Land Management (BLM) amends its regulations concerning how BLM administers livestock grazing on public lands. The changes ensure that BLM documents its consideration of the social, cultural, environmental, and economic consequences of grazing changes; provide that changes in grazing use will be phased in under certain circumstances; allow permittees, lessees, and others to share title to range improvements with BLM in certain circumstances; make clear how BLM will authorize grazing if a BLM decision affecting a grazing permit is stayed pending administrative appeal; remove provisions in the present regulations concerning conservation use grazing permits; ensure adequate time for developing and successfully implementing an appropriate management action when BLM finds that rangelands do not meet standards and guidelines for rangeland health and that authorized grazing is a significant factor in not achieving one or more land health standards or not conforming with guidelines for grazing administration; and revise some administrative service charges. We intend these changes to contribute to improving working relationships with permittees and lessees, protecting the health of the rangelands and increasing administrative efficiency and effectiveness.

In accordance with the National Environmental Policy Act of 1969 (NEPA, 42 U.S.C. 4321 et seq.), the Federal Land Policy and Management Act of 1976 (FLPMA, 43 U.S.C. 1701 et seq.), and the National Forest Management Act of 1976 (NFMA, 16 U.S.C. 1600-1614 et seq.), the USDA Forest Service and Bureau of Land Management (collectively the Agencies) have prepared a Draft Supplement to the 2004 Final Environmental Impact Statement To Remove or Modify the Survey and Manage Mitigation Measure Standards and Guidelines (Draft Supplement). The Final Environmental Impact Statement To Remove or Modify the Survey and Manage Mitigation Measure Standards and Guidelines (2004 FSEIS), dated January 2004, examined the environmental effects of a proposal by the Agencies to amend 28 land and resource management plans on National Forests and Bureau of Land Management Districts within the range of the northern spotted owl in western Oregon, western Washington, and northern California. The Draft Supplement is available for public review.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement from Pathfinder Energy and Wellstar Corporation for noncompetitive oil and gas lease WYW72460 for land in Johnson County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.
