The United States Agency for International Development (USAID), in accordance with the Paperwork Reduction Act (PRA) of 1995, as amended, invites the general public and other Federal agencies to comment on proposed, and continuing information collections, which helps us assess the impact of our information collection requirements and minimize the public's reporting burden. The purpose of this notice is to allow for 60 days of public comment on the AID 114-2 Anti- Harassment Program Intake Summary Sheet, prior to the submission of the information collection request (ICR) to OMB for approval.

The U.S. Agency for International Development (USAID) is considering updating its sanctions-related provisions and contract clauses for assistance and acquisition awards. A primary factor under review is whether to expand reporting requirements to enhance USAID's monitoring of recipients' and contractors' activities involving sanctioned jurisdictions or sanctioned individuals and entities subject to the sanctions programs administered by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC). This reporting would facilitate the assessment of whether the U.S. Government is ensuring the efficient delivery of humanitarian and development assistance internationally to the most vulnerable people, while achieving U.S. national security objectives by minimizing benefits to sanctioned individuals and entities. This RFI supports this effort by soliciting feedback from the general public, which will be considered during the process of analyzing whether changes are required, as well as any subsequent drafting of new or revised award terms.

The Board for International Food and Agricultural Development (BIFAD), an independent advisory committee to the US Agency for International Development (USAID) on food and agriculture issues, will convene a public meeting on September 17, 2024, "Demand-Side Interventions and Approaches for Healthy Diets." The meeting will inform BIFAD recommendations to address evidence and evidence gaps, areas for additional research, and prioritized approaches and actions for USAID, centered around demand-side interventions to improve the processing, storage, distribution, sale, purchase, and consumption of safe and nutritious food. The program will include USAID, stakeholder, and public insights and deliberation of draft recommendations from the report.

USAID invites public comment on our intent to request the Office of Management and Budget's (OMB's) approval for a new information collection. USAID proposes a generic clearance to collect feedback and conduct research, monitoring and evaluations of programs and policies through surveys, interviews, and focus groups to understand effectiveness of programs and policies and to discern how programs are affected by crises and other unexpected changes in context. This will help the Agency make better decisions to improve the effectiveness of programs and achieve development and foreign assistance objectives through activities pursuant to Foreign Assistance Act, including under rapidly changing conditions. This will also help safeguard U.S. National Security interests and ensure accountability to U.S. taxpayers. Information collected from USAID partners, stakeholders and program participants is a valuable resource to ensure the Agency programs and operations remain safe, relevant, efficient and effective.
