USAID Acquisition Regulation: Safeguarding Against Exploitation, Sexual Abuse, Child Abuse, and Child Neglect
The U.S. Agency for International Development (USAID) seeks public comment on a proposed rule revising the Agency for International Development Acquisition Regulation (AIDAR) to incorporate new requirements for Protection from Sexual Exploitation and Abuse (PSEA) and update existing child safeguarding requirements. This proposed rule strengthens protections for USAID's program participants, community members, project staff, and other individuals in a position of vulnerability, and aligns and consolidates new PSEA and updated child safeguarding compliance and reporting requirements with existing requirements for Counter Trafficking in Persons.
Information Collection; Improving Customer Experience (OMB Circular A-11, Section 280 Implementation)
The U.S. Agency for International Development as part of its continuing effort to reduce paperwork and respondent burden, is announcing an opportunity for public comment on a new proposed collection of information by the Agency. Under the Paperwork Reduction Act of 1995 (PRA), Federal Agencies are required to publish notice in the Federal Register concerning each proposed collection of information, and to allow 60 days for public comment in response to the notice. This notice solicits comments on new collection proposed by the Agency.
Privacy Act of 1974; System of Records
The Agency for International Development (USAID) proposes to establish a new system of records titled, ``USAID-38: Responsibility, Safeguarding, and Compliance Case Management System (RSC CMS)'' subject to the Privacy Act of 1974, as amended. The purpose of publishing this notice is to meet federal requirements and promote consistent maintenance of USAID RSC CMS records. The new system is a dedicated incident and case management system which will contain records that capture reports of misconduct allegations and issues related to USAID programming and supports USAID's ability to monitor and respond to misconduct.
Agency Information Collection Activities; Submission to the Office of Management and Budget (OMB) for Review and Approval; Employment Records Collection From Implementing Partners of Contracts in Afghanistan
In accordance with the emergency review procedures of the Paperwork Reduction Act of 1995 (PRA), USAID is requesting emergency approval from the Office of Management and Budget (OMB) for a new data collection survey on employees of the Implementing Partners of USAID contracts in Afghanistan for the purpose of facilitating the Special Immigrant Visa (SIV) Chief Of Mission (COM) approval process overseen by the Department of State.
Information Collection Review Request for OMB Approval: Bureau for Humanitarian Assistance Workplace Culture Survey
USAID's Bureau for Humanitarian Assistance (USAID/BHA) proposes to survey all members of its workforce to assess and gauge its processes for developing and improving a more cohesive BHA culture. This survey is also sent to institutional support contractors (ISCs), which are part of the USAID workforce but are members of the public for purposes of the Paperwork Reduction Act of 1995 (PRA). USAID/BHA invites the general public and other Federal agencies to take this opportunity to comment on the following new information collection as it relates to ISCs, as required by the PRA. The purpose of this notice is to allow 60 days for public comment preceding submission of the collection to OMB.
