AI in Global Development Playbook
The United States Agency for International Development and the U.S. Department of State, in coordination with the National Institute of Standards and Technology (NIST), seek information to assist in carrying out responsibilities under Executive Order 14110 on Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence issued on October 30, 2023. Specifically, the E.O. directs USAID and the State Department to publish an AI in Global Development Playbook that incorporates NIST's AI Risk Management Framework's principles, guidelines, and best practices into the social, technical, economic, governance, human rights, and security conditions of contexts beyond United States borders.
Privacy Act of 1974; System of Records
Pursuant to the provisions of the Privacy Act of 1974 (section 522a of title 5 of the United States Code [U.S.C.]), the United States Agency for International Development (USAID) proposes to establish a new System of Records titled, ``USAID 36: Private Sector Engagement Records.'' The purpose of the system is to administer USAID's Private Sector Engagement Policy and enhance the risk management activities in support of its trade and investment support services. This System of Records includes a Customer Relationship Management (CRM) tool that will function as a data warehouse that maintains information on business entities and their representatives that express interest in supporting or potentially supporting USAID's mission in foreign development. This information will be used by USAID to enhance transparency, improve coordination, as well as for monitoring and evaluation by USAID program offices.

USAID proposes a generic clearance to collect workforce feedback through surveys, interviews, and focus groups to optimize operations, strengthen organizational health and workforce culture, and improve workforce retention. USAID has a diverse workforce that consists of U.S. direct hires (foreign and civil service) and multiple contract mechanisms with the majority of the workforce belonging to multiple contract mechanisms, including Coordinating Country Nationals, Personal Services Contractors, and Institutional Support Contractors.
