In this document, the Federal Communications Commission (FCC or Commission) adopts a voluntary cybersecurity labeling program for wireless consumer Internet of Things, or IoT, products. The final rule also requires applicant manufacturers to make certain disclosures related to their product(s) for authorization to use the FCC IoT Label. This is a summary of the Further Notice of Proposed Rulemaking (Further Notice), in which the Commission proposes rules on additional national security declarations for the IoT labeling program. These requirements would further help consumers make safer purchasing decisions, raise consumer confidence regarding the cybersecurity of the IoT products they buy, and encourage manufacturers to develop IoT products with security-by-design principles in mind.

This document amends the Table of FM Allotments, of the Federal Communications Commission's (Commission) rules, by reinstating certain channels as a vacant FM allotment in various communities. The FM allotments were previously removed from the FM Table because a construction permit and/or license was granted. These FM allotments are now considered vacant because of the cancellation of the associated FM authorizations or the dismissal of long-form auction FM applications. A staff engineering analysis confirms that all of the vacant FM allotments complies with the Commission's regulations. The window period for filing applications for these vacant FM allotments will not be opened at this time. Instead, the issue of opening these allotments for filing will be addressed by the Commission in subsequent order.

The Committee for Purchase From People Who Are Blind or Severely Disabled (Committee), operating as the U.S. AbilityOne Commission (Commission), is publishing a final rule that clarifies the Commission's authority to consider different pricing methodologies to establish the initial Fair Market Price (FMP) for Procurement List (PL) additions and changes to the FMP. The final rule also permits the central nonprofit agency (CNA) to distribute certain high-dollar services orders on a competitive basis to the authorized nonprofit agency (NPA) after considering price and non-price factors. Lastly, the final rule further clarifies the Commission's authority to authorize and deauthorize NPAs as mandatory sources and require all NPAs to provide the right of first refusal of employment to the current employees of an incumbent NPA who are blind or have other significant disabilities for positions for which they are qualified.

DPR-33, DPR-52, and DPR-68, which authorize Tennessee Valley Authority (TVA) to operate Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3. The subsequent renewed licenses would authorize TVA to operate BFN for an additional 20 years beyond the period specified in each of the current licenses. The current operating licenses for BFN expire as follows: Unit 1 on December 20, 2033, Unit 2 on June 28, 2034, and Unit 3 on July 2, 2036.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on February 14, 2024, under section 337 of the Tariff Act of 1930, as amended, on behalf of Cooler Master Co., Ltd. of Taiwan; CMI USA, Inc. of Claremont, California; and CMC Great USA, Inc. of San Jose, California. A supplement to the complaint was filed on March 6, 2024. The complaint, as supplemented, alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain liquid coolers for electronic components in computers, components thereof, devices for controlling same, and products containing same by reason of the infringement of certain claims of U.S. Patent No. 10,509,446 (``the '446 patent''); U.S. Patent No. 11,061,450 (``the `450 patent''); and U.S. Patent No. D856,941 (``the `941 patent''). The complaint further alleges that an industry in the United States exists as required by the applicable Federal Statute. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and a cease and desist order.

In this document, the Federal Communications Commission (FCC or Commission) modifies its rules to promote improvement in the efficacy and quality of video relay service (VRS) supported by the Interstate Telecommunications Relay Services (TRS) Fund. The modifications: increase the portion of monthly VRS minutes that may be handled by communications assistants (CAs) working at home; reduce the amount of prior interpreting experience required of VRS CAs who work at home; and allow VRS providers to use contract CAs, subject to conditions, for up to 30% of their monthly call minutes. These changes increase providers' flexibility to hire communications assistants from a wider pool of qualified sign-language interpreters. The Commission also modifies its rules to improve the process for registered VRS users to place calls to the United States while traveling abroad.
