The U.S. Nuclear Regulatory Commission (NRC) is soliciting public comment on its draft Interim Staff Guidance (ISG), NMSS-ISG-03, "Guidance for the Implementation of Training and Experience Requirements." The purpose of this ISG is to provide guidance on the implementation of the training and experience (T&E) requirements in NRC regulations. This ISG clarifies the roles and responsibilities of individuals subject to T&E requirements, outlines the information needed to demonstrate compliance with NRC regulations, and provides step-by-step instructions for adding authorized individuals to medical- use licenses. If finalized, this ISG is intended for use by licensees, applicants, and NRC staff. This guidance is also available to Agreement States and the public.

This action is in accordance with the NRC's policy to periodically update the regulations to incorporate by reference new editions of the American Society of Mechanical Engineers Codes and is intended to maintain the safety of nuclear power plants and to make NRC activities more effective and efficient. This amendment also incorporates editorial changes that do not change the technical information.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment two related draft Regulatory Guides (DGs) namely DG- 1420, "Criteria for Power Systems for Nuclear Power Plants," and DG- 1354, "Criteria for the Protection of Class 1E Power Systems and Equipment for Nuclear Power Plants." DG-1420 is proposed Revision 4 to Regulatory Guide (RG) 1.32 of the same name and DG-1354 is newly proposed Revision 0 of RG 1.238. DG-1420 describes an approach that is acceptable to the NRC staff to meet regulatory requirements for the design, operation, and testing of electric power systems in nuclear power plants. DG-1354 describes an approach that is acceptable to the NRC staff for use in complying with NRC regulations that address the protection of Class 1E power systems and equipment at nuclear power plants.

The NRC's Agenda is a compilation of all rulemaking activities on which we have recently completed action or have proposed or are considering action. We have completed 8 rulemaking activities since our complete Agenda was issued online at the Office of Management and Budget's website at https://www.reginfo.gov on December 6, 2023. This issuance of our Agenda contains 37 active and 19 long term rulemaking activities: 3 are Economically Significant in accordance with Section 3(f)(1) of E.O. 12866; 19 represent Other Significant agency priorities; 36 are Substantive, Nonsignificant rulemaking activities; and 6 are Administrative rulemaking activities. The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its regulations to provide certain alternative, risk-informed, performance-based physical security requirements for advanced reactors that would result in greater regulatory stability, predictability, and clarity in the licensing process and reduce the need for exemptions. The term "advanced reactors," as used in this rulemaking, refers to nuclear power reactors that are light-water small modular reactors or non-light-water reactors. Concurrently, the NRC is issuing for public comment a draft regulatory guide, DG-5072, "Guidance for Alternative Physical Security Requirements for Small Modular Reactors and Non- Light-Water Reactors." The NRC also developed DG-5071, "Target Set Identification and Development for Nuclear Power Reactors," which is withheld from public disclosure and can be made available to those members of the public with a need to know.

The proposed amendment would ensure that TMI-2 Energy Solutions (TMI- 2Solutions, the licensee) can continue decommissioning the facility in accordance with NRC regulations. TMI-2Solutions will be engaging in certain major decommissioning activities, including the physical demolition of buildings previously deemed eligible for the National Register of Historic Places (NRHP). HDI and Holtec Palisades, LLC, are the current license holders. The application seeks NRC approval of the direct transfer of control of PNP RFOL No. DPR-20 and the Palisades ISFSI general license from HDI to Palisades Energy, LLC (the proposed new licensed operator). The NRC is also considering amending the RFOL for administrative purposes to reflect the proposed transfer. The application contains sensitive unclassified non-safeguards information (SUNSI).

NUREG: Environmental Evaluation of Accident Tolerant Fuels With Increased Enrichment and Higher Burnup Levels

The U.S. Nuclear Regulatory Commission (NRC) is issuing NUREG- 2266, "Environmental Evaluation of Accident Tolerant Fuels with Increased Enrichment and Higher Burnup Levels." This study evaluates the reasonably foreseeable impacts of near-term accident tolerant fuel (ATF) technologies with increased enrichment and higher burnup levels for light-water reactors (LWRs) (i.e., a bounding analysis). The final NUREG was revised based on public comments to reflect a bounding analysis of up to 10 wt% U-235 enrichment for the uranium fuel cycle and decommissioning to, among other things, add transportation impacts for half-batch reloads, and to provide clarification on the use of NUREG-2266 if exceeding 10 wt% U-235 for uranium fuel cycle and decommissioning, exceeding 8 wt% U-235 enrichment for the transportation of fuel and waste, or exceeding assembly averaged burnup levels of 80 GWd/MTU.

The U.S. Nuclear Regulatory Commission (NRC) is amending its environmental protection regulations by updating the Commission's 2013 findings on the environmental effect of renewing the operating license of a nuclear power plant. This final rule redefines the number and scope of the environmental issues that must be addressed during the review of each application for license renewal. As part of this update, the NRC is issuing Revision 2 to NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants" (LR GEIS), to account for new information and to address the impacts of initial license renewals, which the previous versions considered, as well as first subsequent license renewals. The LR GEIS, Revision 2, provides the technical basis for the final rule.

This final ISG may be used in connection with requests for exemption from NRC regulations related to the withdrawal of funds from reactor DTFs.
