The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) prepared under the National Environmental Policy Act of 1969 (NEPA) and NRC's regulations. This EA summarizes the results of the NRC staff's environmental review, which evaluates the potential environmental impacts of granting exemptions from NRC regulations and issuing an associated license amendment in response to a request from the Union Electric Company, doing business as (dba) Ameren Missouri (Ameren, the licensee) for Renewed Facility Operating License NPF-30, for the Callaway Plant, Unit No. 1 (Callaway). Specifically, the licensee is seeking a license amendment and regulatory exemptions that would, if granted, allow the licensee to use both a deterministic and risk-informed approach to address safety issues discussed in Generic Safety Issue (GSI)-191, ``Assessment of Debris Accumulation in PWR [Pressurized Water Reactor] Sump Pump Performance'' and to close Generic Letter (GL) 2004-02, ``Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors.'' The NRC staff is issuing a final EA and finding of no significant impact (FONSI) associated with the proposed exemptions.

On December 23, 2020, Holtec Decommissioning International, LLC (HDI) submitted to the U.S. Nuclear Regulatory Commission (NRC) a letter enclosing the post-shutdown decommissioning activities report (PSDAR) for the Palisades Nuclear Plant (Palisades), contingent upon the transfer of the Palisades license to HDI. The PSDAR, which includes the site-specific decommissioning cost estimate (DCE), provides an overview of HDI's planned activities, schedule, projected costs, and environmental impacts for the decommissioning of the Palisades. The Palisades license transfer transaction closed on June 28, 2022. Accordingly, the NRC is noticing receipt of the PSDAR and making it available for public comment. The NRC will hold a public meeting in the vicinity of the Palisades site to discuss the PSDAR's content and receive comments.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft finding of no significant impact (FONSI) and accompanying draft supplement to the NRC staff's environmental assessment (EA) for the license renewal of the Crow Butte Resources, Inc. (CBR) in situ uranium recovery (ISR) facility located in Dawes County, Nebraska. Based on the analysis in the draft EA Supplement, the NRC staff has preliminarily concluded that there will be no significant impacts to cultural resources from the renewal of CBR's license and, therefore, a finding of no significant impact (FONSI) remains appropriate.

The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Possession Only License (POL) No. DPR-73, issued to TMI-2 Solutions, LLC (TMI-2 Solutions) for Three Mile Island Station, Unit No. 2 (TMI-2). Pursuant to NRC regulations, TMI-2 Solutions proposes an amendment to the POL for TMI-2. This proposed license amendment request (LAR), upon approval, would revise the POL and the associated Technical Specifications (TS) to support the transition of TMI-2 from Post Defueled Monitoring Storage (PDMS) to that of a facility undergoing decommissioning. The proposed amendment would revise the POL and TS to support Phase 1b and Phase 2 decommissioning activities associated with achieving the removal of all debris material,\1\ its transfer to dry cask storage at an Independent Spent Fuel Storage Installation or to a suitable waste storage area, and the relocation of various requirements and the sealed sources TS to the TMI-2 Decommissioning Quality Assurance Plan (DQAP). For this amendment request, the NRC proposes to determine that it involves no significant hazards consideration (NSHC). The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 5 of Regulatory Guide (RG) 1.82, ``Water Sources for Long-Term Cooling Following a Loss-of-Coolant Accident.'' This revised guidance updates the guidance for sumps and suppression pools that provide water sources for emergency core cooling, containment heat removal, or containment atmosphere cleanup systems. It also provides guidelines for evaluating the adequacy and the availability of the sump or suppression pool for long-term recirculation cooling following a loss-of-coolant accident, and the use of containment accident pressure in determining the net positive suction head for the emergency core cooling and containment heat removal pumps.

We are publishing our semiannual regulatory agenda (the Agenda) in accordance with Public Law 96-354, ``The Regulatory Flexibility Act,'' and Executive Order 12866, ``Regulatory Planning and Review.'' The NRC's Agenda is a compilation of all rulemaking activities on which we have recently completed action or have proposed or are considering action. We have completed 13 rulemaking activities since our complete Agenda was issued online at the Office of Management and Budget's website at https://www.reginfo.gov on December 10, 2021. This issuance of our Agenda contains 28 active and 21 long-term rulemaking activities: 3 are Economically Significant; 14 represent Other Significant agency priorities; 30 are Substantive, Nonsignificant rulemaking activities; and 2 are Administrative rulemaking activities. In addition, 5 rulemaking activities impact small entities. We are requesting comment on the rulemaking activities as identified in this Agenda. The NRC's last Agenda was issued for public comment on January 31, 2022.

The U.S. Nuclear Regulatory Commission (NRC) is issuing a final Environmental Impact Statement (EIS), NUREG- 2248, ``Environmental Impact Statement for the License Renewal of the Columbia Fuel Fabrication Facility In Richland County, South Carolina'' for Westinghouse Electric Company, LLC's (WEC) license renewal application to renew its special nuclear material (SNM) license SNM- 1107 to continue to operate its Columbia Fuel Fabrication Facility (CFFF) for an additional 40 years. The CFFF is located in Hopkins, South Carolina, and manufactures nuclear fuel assemblies for commercial nuclear power plants. If the WEC's license renewal request is granted, as proposed, the license would be effective for 40 years from the date the NRC approves the renewal.
