The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to an October 28, 2016, request from Dominion Nuclear Connecticut, Inc. (the licensee, Dominion) for Millstone Power Station, Unit No. 2 (Millstone 2), Docket No. 50-336, for the use of operator manual actions (OMAs) in lieu of meeting the circuit separation and protection requirements for four plant fire areas.
Information Collection: Licensing Requirements for the Independent Storage of Spent Nuclear Fuel, High-Level Radioactive Waste and Reactor-Related Greater Than Class C Waste; Correction
The U.S. Nuclear Regulatory Commission (NRC) is correcting a notice that was published in the Federal Register (FR) on October 13, 2017 regarding submission of the renewal of an existing collection of information to the Office of Management and Budget (OMB) for review. The information collection is entitled, ``Licensing Requirements for the Independent Storage of Spent Nuclear Fuel, High-Level Radioactive Waste and Reactor-Related Greater than Class C Waste.'' This action is necessary to correct the burden hours.
Managing Aging Processes in Storage Report
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft NUREG, NUREG-2214, ``Managing Aging Processes in Storage (MAPS) Report.'' The draft NUREG provides guidance to the NRC technical review staff and establishes a technical basis for the safety review of renewal applications for specific licenses of independent spent fuel storage installations (ISFSIs) and certificates of compliance of dry storage systems.
Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued, from September 26, 2017, to October 06, 2017. The last biweekly notice was published on September 25, 2017.
Revision of the Guidance Document for Alternative Disposal Requests
The U.S. Nuclear Regulatory Commission (NRC) is requesting comment on the draft revision to its guidance document for alternative disposal requests entitled, ``Guidance for the Reviews of Proposed Disposal Procedures and Transfers of Radioactive Material Under 10 CFR 20.2002 and 10 CFR 40.13(a).''
Quality Assurance Program Criteria (Design and Construction)
The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 5 to Regulatory Guide (RG) 1.28, ``Quality Assurance Program Criteria (Design and Construction).'' This regulatory guide (RG 1.28) updates the guidance to endorse, with clarification or exceptions, multiple revisions of the American Society of Mechanical Engineers standard NQA-1 titled ``Quality Assurance Requirements for Nuclear Facility Applications.'' The proposed revision describes methods that the NRC considers acceptable for establishing and implementing a quality assurance (QA) program for the design and construction of nuclear power plants and fuel reprocessing plants.
Agreement State Program Policy Statement; Correction

Entergy Nuclear Operations, Inc.; Palisades Nuclear Plant
The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a June 29, 2017, request from Entergy Nuclear Operations, Inc. (Entergy or the licensee) from certain regulatory requirements. The exemption would allow, as a minimum, a certified fuel handler (CFH), in addition to a licensed senior operator, to approve the suspension of security measures for Palisades Nuclear Plant (Palisades) during certain emergency conditions or during severe weather after the certifications of permanent cessation of operations and permanent removal of fuel from the reactor vessel are docketed.
Instructions for Recording and Reporting Occupational Radiation Dose Data
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-8056, ``Instructions for Recording and Reporting Occupational Radiation Dose Data.'' This DG is a proposed Revision 4 to Regulatory Guide (RG) 8.7 of the same name. The DG addresses issues that were identified after Revision 3 was issued in December 2016. The DG reinstates the long-standing staff position concerning a licensee's consideration of prior occupational dose when making prospective occupational dose monitoring determinations. The DG retains the guidance from Revision 3 on completing NRC Form 4, ``Cumulative Occupational Dose History,'' and NRC Form 5, ``Occupational Dose Record for a Monitoring Period.''

The Nuclear Regulatory Commission (NRC) has announced appointments to the NRC Performance Review Board (PRB) responsible for making recommendations on performance appraisal ratings and performance awards for NRC Senior Executives and Senior Level System employees and appointments to the NRC PRB Panel responsible for making recommendations to the appointing and awarding authorities for NRC PRB members.

Omaha Public Power District; Fort Calhoun Station, Unit No. 1
The U.S. Nuclear Regulatory Commission (NRC) is issuing exemptions in response to a May 4, 2017, request, as supplemented by letter dated June 5, 2017, from Omaha Public Power District (OPPD or the licensee). The licensee requested that Fort Calhoun Station (FCS), Unit No. 1, be granted a permanent partial exemption from regulations that require retention of records for certain systems, structures, and components (SSCs) until the termination of the operating license.
Florida Power and Light Company; Turkey Point, Units 6 and 7
The U.S. Nuclear Regulatory Commission (NRC) will convene an evidentiary session to receive testimony and exhibits in the uncontested portion of this proceeding regarding the application of Florida Power and Light Company (FPL) for combined licenses (COLs) to construct and operate two additional units (Units 6 and 7) at the Turkey Point site in Miami-Dade County, Florida. This mandatory hearing will concern safety and environmental matters relating to the requested COLs.

Prompt Remediation of Residual Radioactivity During Operation
The U.S. Nuclear Regulatory Commission (NRC) is discontinuing a rulemaking activity that would have required licensees to remediate residual radioactivity resulting from licensed activities during facility operations, rather than at license termination. The purpose of this action is to inform members of the public that this rulemaking activity is being discontinued and to provide a brief discussion of the NRC's decision to discontinue it. This rulemaking activity will no longer be reported in the NRC's portion of the Unified Agenda of Regulatory and Deregulatory Actions (the Unified Agenda).
Fire Protection Compensatory Measures
The U.S. Nuclear Regulatory Commission (NRC) has received a petition for rulemaking dated May 1, 2017, from David Lochbaum with co- petitioner Paul Gunter, on behalf of the Union of Concerned Scientists and Beyond Nuclear (the petitioners), requesting that the NRC ``promulgate regulations that establish acceptable conditions for use of compensatory measures (e.g., fire watches, surveillance cameras, etc.) during periods when fire protection regulations are not met.'' The petition was docketed by the NRC on May 26, 2017, and has been assigned Docket No. PRM-50-115. The NRC is examining the issues raised in PRM- 50-115 to determine whether they should be considered in rulemaking. The NRC is requesting public comment on this petition.
Agreement State Program Policy Statement
The U.S. Nuclear Regulatory Commission (NRC) has revised and consolidated two policy statements on the NRC's Agreement State Programs: The ``Policy Statement on Adequacy and Compatibility of Agreement State Programs'' and the ``Statement of Principles and Policy for the Agreement State Program.'' The resulting single policy statement has been revised to add that public health and safety includes physical protection of agreement material \1\ and to reflect comments received from Agreement States, individuals, and the Organization of Agreement States (OAS).
NextEra Energy Duane Arnold, LLC.; Duane Arnold Energy Center, Unit No. 1
The U.S. Nuclear Regulatory Commission (NRC) is making a finding of no significant impact for a proposed issuance of an amendment to Renewed Facility Operating License No. DPR-49 held by NextEra Energy Duane Arnold, LLC. (NextEra, the licensee) for the operation of Duane Arnold Energy Center (DAEC), located in Linn County, Iowa. The proposed amendment would modify the DAEC Plume Exposure Pathway emergency planning zone (EPZ) boundary and revise the DAEC evacuation time estimate (ETE) study to account for the EPZ boundary changes.
Vogtle Electric Generating Plant, Units 3 and 4; Southern Nuclear Operating Company; Hydrogen Venting from Passive Core Cooling System (PXS) Compartments
The U.S. Nuclear Regulatory Commission (NRC) is granting exemption to allow a departure from the certification information of Tier 1 of the generic design control document (DCD) and is issuing License Amendment Nos. 84 and 83 to Combined Licenses (COL), NPF-91 and NPF-92, respectively. The COLs were issued to Southern Nuclear Operating Company, Inc., and Georgia Power Company, Oglethorpe Power Corporation, MEAG Power SPVM, LLC, MEAG Power SPVJ, LLC, MEAG Power SPVP, LLC, Authority of Georgia, and the City of Dalton, Georgia (the licensee); for construction and operation of the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, located in Burke County, Georgia. The granting of the exemption allows the changes to Tier 1 information that is requested in the amendment. Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.

Availability of Revised NRC Form 3, “Notice to Employees”
The U.S. Nuclear Regulatory Commission (NRC) is announcing the availability of the latest version of NRC Form 3, ``Notice to Employees.'' The NRC Form 3 describes certain responsibilities and rights of employers and employees who engage in NRC-regulated activities. Licensees are required by law to post the form at prominent locations at the workplace to permit workers to view it easily. Additionally, the NRC is announcing that future revisions of Form 3 will be publicized through an alternative electronic means in addition to the Federal Register.
STP Nuclear Operating Company; South Texas Project, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) has issued renewed Facility Operating License Nos. NPF-76 and NPF-80 to STP Nuclear Operating Company (licensee), the operator of the South Texas Project (STP), Units 1 and 2. Renewed Facility Operating License Nos. NPF-76 and NPF-80 authorize operation of STP by the licensee at reactor core power levels not in excess of 3,853 megawatts thermal for each unit, in accordance with the provisions of the STP renewed licenses and technical specifications. In addition, the NRC has prepared a record of decision (ROD) that supports the NRC's decision to renew Facility Operating License Nos. NPF-76 and NPF-80.
Consolidated Guidance About Materials Licenses: Program-Specific Guidance About Service Provider Licenses
The U.S. Nuclear Regulatory Commission (NRC) has issued Revision 1 to NUREG-1556, Volume 18, ``Consolidated Guidance about Materials Licenses: Program-Specific Guidance about Service Provider Licenses,'' which updates licensing guidance for service provider licenses. This document has been revised to include information on updated regulatory requirements, safety culture, security of radioactive materials, protection of sensitive information, and changes in regulatory policies and practices. The document is intended for use by applicants, licensees, and the NRC staff.

The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of three amendment requests. The amendment requests are for Hope Creek Generating Station, R.E. Ginna Nuclear Power Plant, and Wolf Creek Generating Station. For each amendment request, the NRC proposes to determine that they involve no significant hazards consideration. Because the amendment requests contain sensitive unclassified non-safeguards information (SUNSI) and safeguards information (SGI), an order imposes procedures to obtain access to SUNSI and SGI for contention preparation.
Abnormal Occurrence Reports
The U.S. Nuclear Regulatory Commission (NRC) is issuing a revision to its policy statement on reporting abnormal occurrences (AOs) to Congress. The revised policy statement adds more specific criteria for determining those incidents and events that the Commission considers significant from the standpoint of public health or safety for reporting to Congress and the public, and makes the policy consistent with recent changes to NRC regulations. The revised AO criteria contain more discrete reporting thresholds, making them easier to implement and ensuring more consistent reporting.
