Update To Incorporate FOIA Improvement Act of 2016 Requirements
The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations to reflect changes to the Freedom of Information Act (FOIA). The FOIA Improvement Act of 2016 requires the NRC to amend its FOIA regulations to update procedures for requesting information from the NRC and procedures that the NRC must follow in responding to FOIA requests.
Increase in the Maximum Amount of Primary Nuclear Liability Insurance
The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations to increase the required amount \1\ of primary nuclear liability insurance from $375 million to $450 million for each nuclear reactor that is licensed to operate, is designed for the production of electrical energy, and has a rated capacity of 100,000 electrical kilowatts or more. This change conforms to the provision in the Price- Anderson Amendments Act of 1988 (Pub. L. 100-408) (Price-Anderson Act) that the amount of primary financial protection required of licensees by the NRC shall be the maximum amount available at reasonable cost and on reasonable terms from private sources.
Acceptance of Commercial-Grade Design and Analysis Computer Programs for Nuclear Power Plants
The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 0 to Regulatory Guide (RG) 1.231, ``Acceptance of Commercial- Grade Design and Analysis Computer Programs for Nuclear Power Plants.'' This RG describes methods that the NRC considers acceptable in meeting regulatory requirements for acceptance and dedication of commercial- grade design and analysis computer programs used in safety-related applications for nuclear power plants.

ZionSolutions, LLC; Zion Nuclear Power Station, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License Nos. DPR-39 and DPR-48, held by ZionSolutions, LLC for the operation of Zion Nuclear Power Station, Units 1 and 2 (ZNPS). The proposed action would revise the ZNPS Defueled Station Emergency Plan to reflect transfer of all spent nuclear fuel to a dry cask independent spent fuel storage installation (ISFSI).
Aquatic Environmental Studies for Nuclear Power Stations
The U.S. Nuclear Regulatory Commission (NRC) is issuing Regulatory Guide (RG) 4.24, ``Aquatic Environmental Studies for Nuclear Power Stations.'' This RG provides technical guidance to applicants for the development of aquatic studies involving environmental reviews that are part of NRC licensing actions related to new nuclear power stations.
Rulemaking Activities Being Discontinued by the NRC
The U.S. Nuclear Regulatory Commission (NRC) is discontinuing the rulemaking activities associated with potential changes to its radiation protection and reactor effluents regulations. The purpose of this action is to inform members of the public that these rulemaking activities are being discontinued and to provide a brief discussion of the NRC's decision to discontinue them. These rulemaking activities will no longer be reported in the NRC's portion of the Unified Agenda of Regulatory and Deregulatory Actions (the Unified Agenda).

University of Maryland; Maryland University Training Reactor
The U.S. Nuclear Regulatory Commission (NRC) is considering renewal of Facility Operating License No. R-70, held by the University of Maryland (UMD or the licensee) for the operation of the Maryland University Training Reactor (MUTR) for an additional 20 years. The NRC is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) associated with the proposed renewal of the license.
DTE Electric Company; Fermi Nuclear Power Plant, Unit 2
The U.S. Nuclear Regulatory Commission (NRC) issued a renewal of Facility Operating License No. NPF-43, held by DTE Electric Company (DTE or the licensee), for the continued operation of Fermi Nuclear Power Plant, Unit 2 (Fermi 2). The renewed facility operating license No. NPF-43 authorizes operation of Fermi 2 at reactor core power level not in excess of 3,486 megawatts thermal (approximately 1170 megawatts electric), in accordance with the provisions of the renewed license and technical specifications. In addition, the NRC has prepared a record of decision (ROD) that supports the decision to renew facility operating license No. NPF-43.
Memorandum of Understanding Between the U.S. Nuclear Regulatory Commission and the Electric Power Research Institute
The U.S. Nuclear Regulatory Commission (NRC) and the Electric Power Research Institute (EPRI) renewed a Memorandum of Understanding (MOU) supporting cooperative nuclear safety research. Current cooperative research technical areas include spent fuel neutron absorber performance, cable aging, external flooding hazards, digital I&C and human factors, fire risk, long-term operation, nondestructive examination, probabilistic fracture mechanics, primary water stress corrosion cracking, probabilistic risk assessment, seismic risk, and steam generator tube research. The NRC and EPRI first signed an MOU in 1997 to encourage cooperation in nuclear safety research. The MOU renewal extends cooperation between NRC and EPRI from September 30, 2016 to September 30, 2021.

Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a. (2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued, from November 22, 2016, to December 5, 2016. The last biweekly notice was published on December 6, 2016.
Program-Specific Guidance About Possession Licenses for Production of Radioactive Material Using an Accelerator
The U.S. Nuclear Regulatory Commission (NRC) is revising its licensing guidance for possession licenses for the production of radioactive material using an accelerator. The NRC is requesting public comment on draft NUREG-1556, Volume 21, Revision 1, ``Consolidated Guidance About Materials Licenses: Program-Specific Guidance about Possession Licenses for Production of Radioactive Material Using an Accelerator.'' The document has been updated from the original version to include information on safety culture and changes in regulatory policies and practices. This document is intended for use by applicants, licensees, and the NRC staff.
Combined License Application for Turkey Point Nuclear Plant, Units 6 and 7
The U.S. Nuclear Regulatory Commission (NRC) and the U.S. Army Corps of Engineers, Jacksonville District, are issuing a supplement to the final environmental impact statement (EIS), NUREG-2176, ``Environmental Impact Statement for Combined Licenses (COL) for Turkey Point Nuclear Plant, Units 6 and 7.'' Florida Power and Light Company (FPL) submitted an application for COLs to construct and operate two new nuclear power plants at its Turkey Point site near Homestead, Florida. This supplement to the final EIS considers and responds to 59 comment letters that were inadvertently not included in the final EIS.

Florida Power and Light Company; Turkey Point, Units 6 and 7
The U.S. Nuclear Regulatory Commission (NRC) will convene an evidentiary session to receive testimony and exhibits in the uncontested portion of this proceeding regarding the application of Florida Power and Light Company (FPL) for combined licenses (COLs) to construct and operate two additional units (Units 6 and 7) at the Turkey Point site in Miami-Dade County, Florida. This mandatory hearing will concern safety and environmental matters relating to the requested COLs.
In the Matter of Susquehanna Nuclear, LLC; Susquehanna Steam Electric Station, Units 1 and 2; Order Approving Indirect Transfer of Facility Operating Licenses
The U.S. Nuclear Regulatory Commission (NRC) is issuing an order approving an application filed by Susquehanna Nuclear, LLC (Susquehanna Nuclear), on behalf of itself and Riverstone Holdings, LLC (Riverstone), on June 29, 2016, as supplemented by letter dated November 14, 2016. The application sought NRC approval of the indirect transfer of Susquehanna Nuclear's interests in Renewed Facility Operating License Nos. NPF-14 and NPF-22 for the Susquehanna Steam Electric Station, Units 1 and 2 (SSES), respectively, as well as the general license for the SSES Independent Spent Fuel Storage Installation (ISFSI), from the ultimate parent, Talen Energy Corporation (Talen), to Riverstone. The NRC's approval of the indirect license transfer is subject to certain conditions, which are described in the order. The order is effective upon issuance.

Duke Energy Florida, Inc., LLC; Crystal River Unit 3 Nuclear Generating Plant
The U.S. Nuclear Regulatory Commission (NRC) is issuing a partial exemption from three record keeping requirements in its regulations in response to a September 14, 2016, request from Duke Energy Florida, (DEF, or the licensee). Specifically, the licensee requested that the Crystal River Unit 3 Nuclear Generating Plant (CR- 3), be granted a partial exemption from regulations that require retention of records for certain systems, structures, and components.

The U.S. Nuclear Regulatory Commission (NRC) is withdrawing regulatory guide (RG) 1.25, ``Assumptions used for Evaluating the Potential Radiological Consequences of a Fuel Handling Accident in the Fuel Handling and Storage Facility for Boiling and Pressurized Water Reactors.'' This document is being withdrawn because the guidance contained in RG 1.25 has been superseded and is now incorporated into RG 1.183, ``Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors,'' and RG 1.195, ``Methods and Assumptions for Evaluating Radiological Consequences of Design Basis Accidents at Light-Water Nuclear Power Reactors.''
Advisory Committee on Reactor Safeguards; Renewal
The Advisory Committee on Reactor Safeguards was established by Section 29 of the Atomic Energy Act (AEA) of 1954, as amended. Its purpose is to provide advice to the Commission with regard to the hazards of proposed or existing reactor facilities, to review each application for a construction permit or operating license for certain facilities specified in the AEA, and such other duties as the Commission may request. The AEA as amended by Public Law 100-456 also specifies that the Defense Nuclear Safety Board may obtain the advice and recommendations of the ACRS. Membership on the Committee includes individuals experienced in reactor operations, management; probabilistic risk assessment; analysis of reactor accident phenomena; design of nuclear power plant structures, systems and components; materials science; and mechanical, civil, and electrical engineering. The Nuclear Regulatory Commission has determined that renewal of the charter for the ACRS until December 1, 2018 is in the public interest in connection with the statutory responsibilities assigned to the ACRS. This action is being taken in accordance with the Federal Advisory Committee Act.
Power Reactors in Extended Shutdowns
The U.S. Nuclear Regulatory Commission (NRC) has received a petition for rulemaking (PRM), dated September 1, 2016, from David Lochbaum on behalf of the Union of Concerned Scientists and two co- petitioners (the petitioners). The petitioners request that the NRC ``promulgate regulations applicable to nuclear power reactors with operating licenses issued by the NRC but in an extended outage.'' The PRM was docketed by the NRC on September 14, 2016, and has been assigned Docket No. PRM-50-114. The NRC is examining the issues raised in PRM-50-114 to determine whether they should be considered in rulemaking. The NRC is requesting public comment on the petition.
Withdrawal of Regulatory Guides 1.3, 1.4, and 1.5
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing three regulatory guides (RGs): RG 1.3, Revision 2, ``Assumptions Used for Evaluating the Potential Radiological Consequences of a Loss of Coolant Accident for Boiling Water Reactors,'' dated June 1974; RG 1.4, Revision 2, ``Assumptions Used for Evaluating the Potential Radiological Consequences of a Loss of Coolant Accident for Pressurized Water Reactors,'' dated June 1974; and RG 1.5 (Safety Guide 5), ``Assumptions Used for Evaluating the Potential Radiological Consequences of a Steam Line Break Accident for Boiling Water Reactors,'' dated March 1971. These three RGs are being withdrawn because the guidance contained in them has been superseded and is now incorporated into RG 1.183, ``Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors,'' and RG 1.195, ``Methods and Assumptions for Evaluating Radiological Consequences of Design Basis Accidents at Light-Water Nuclear Power Reactors.''
Instructions for Recording and Reporting Occupational Radiation Dose Data
The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 3 to Regulatory Guide (RG) 8.7, ``Instructions for Recording and Reporting Occupational Radiation Dose Data.'' Regulatory Guide 8.7 describes methods that the staff of NRC considers acceptable for licensees to use for the preparation, retention, and reporting of records of occupational radiation doses. Revision 3 addresses changes to applicable NRC regulations and related staff practices since Revision 2 was issued in November 2005. Revision 3 includes changes in the process a licensee needs to follow in order to monitor occupational exposure, determine prior doses, record monitoring results, and report the results, when required. In addition, Revision 3 references revised versions of NRC Form 4, ``Cumulative Occupational Dose History,'' and NRC Form 5, ``Occupational Dose Record for a Monitoring Period.'' The revised forms, which are already available, should be used by NRC licensees beginning in January 2017.
Plant-Specific Applicability of Transition Break Size Specified in 10 CFR 50.46a
The U.S. Nuclear Regulatory Commission (NRC) is announcing the discontinuation of further regulatory action on Draft Regulatory Guide (DG) DG-1216, ``Plant-Specific Applicability of Transition Break Size Specified in 10 CFR 50.46a,'' and its withdrawal. Draft Regulatory Guide DG-1216 was a proposed new regulatory guide written to provide implementing guidance for a proposed rule ``Risk-Informed Changes to Loss-of-Coolant Accident Technical Requirements,'' (Emergency core cooling system (ECCS) rulemaking)) that provided a voluntary, alternate approach for evaluating the performance of an ECCS. The NRC is discontinuing further regulatory action on the DG and not publishing the DG in final form because the NRC has discontinued the underlying rulemaking.
Changes to Aging Management Guidance for Various Steam Generator Components
The U.S. Nuclear Regulatory Commission (NRC) is issuing the final License Renewal Interim Staff Guidance (LR-ISG), LR-ISG-2016-01, ``Changes to Aging Management Guidance for Various Steam Generator Components.'' This LR-ISG describes changes to aging management program (AMP) XI.M19, ``Steam Generators,'' and aging management review (AMR) items for steam generator components in NUREG-1801, ``Generic Aging Lessons Learned (GALL) Report,'' Revision 2, and NUREG-1800, ``Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants'' (SRP-LR), Revision 2.
Armed Forces Radiobiology Research Institute
The U.S. Nuclear Regulatory Commission (NRC) issued a renewal of Facility Operating License No. R-84, held by the Armed Forces Radiobiology Research Institute (AFRRI or the licensee) for the continued operation of its AFRRI Training, Research, Isotopes Production, General Atomics (TRIGA) reactor for an additional 20 years.
License Renewal for Grand Gulf Nuclear Station, Unit 1
The U.S. Nuclear Regulatory Commission (NRC) has issued renewed facility operating license No. NPF-29 to Entergy Company (Entergy or the licensee), the operator of Grand Gulf Nuclear Station, Unit 1 (GGNS). Renewed facility operating license No. NPF-29 authorizes operation of GGNS by the licensee at reactor core power levels not in excess of 4,408 megawatts thermal, in accordance with the provisions of the GGNS renewed license and technical specifications. In addition, the NRC has prepared a record of decision (ROD) that supports the NRC's decision to renew facility operating license No. NPF-29.

The direct final rule amended the NRC's spent fuel storage regulations by revising the ``List of approved spent fuel storage casks'' to include Amendment No. 6 to Certificate of Compliance (CoC) No. 1031 for the NAC International, MAGNASTOR[supreg] Cask System.
Program-Specific Guidance About Medical Use Licenses
The U.S. Nuclear Regulatory Commission (NRC) is revising its licensing guidance for licenses authorizing medical use of byproduct material. The NRC is requesting public comment on draft NUREG-1556, Volume 9, Revision 3, ``Consolidated Guidance About Materials Licenses: Program-Specific Guidance About Medical Use Licenses.'' The document has been updated from the previous revision to include information on safety culture, security of radioactive materials, protection of sensitive information, and changes in regulatory policies and practices. This document is intended for use by applicants, licensees, and the NRC staff.
Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued, from November 8 to November 21, 2016. The last biweekly notice was published on November 22, 2016.
Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving Proposed No Significant Hazards Considerations and Containing Sensitive Unclassified Non-Safeguards Information and Order Imposing Procedures for Access to Sensitive Unclassified Non-Safeguards Information
The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of two amendment requests. The amendment requests are for Point Beach Nuclear Plant, Unit 1; and Virgil C. Summer Nuclear Station, Units 2 and 3. For each amendment request, the NRC proposes to determine that they involve no significant hazards consideration. Because each amendment request contains sensitive unclassified non- safeguards information (SUNSI) an order imposes procedures to obtain access to SUNSI for contention preparation.
