The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to an October 16, 2014, letter from Entergy Operations, Inc. (EOI) which requested an exemption to suspend maintaining the Departures Report and the design control document (DCD) Update Report until December 31, 2015, or coincident with resuming the review of the for River Bend Station Unit 3 (RBS3) Combined License (COL) application, whichever comes first. The NRC staff reviewed this request and determined that it is appropriate to grant the exemption.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to an October 16, 2014, letter from Entergy Operations, Inc. (EOI) which requested an exemption to suspend maintaining the Departures Report and the design control document (DCD) Update Report until December 31, 2015, or coincident with resuming the review of the for Grand Gulf Nuclear Station (GGNS) Combined License (COL) application, whichever comes first. The NRC has recently submitted to Office of Management and Budget (OMB) for review the following proposal for the collection of information under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). The NRC hereby informs potential respondents that an agency may not conduct or sponsor, and that a person is not required to respond to, a collection of information unless it displays a currently valid OMB control number. The NRC published a Federal Register notice with a 60-day comment period on this information collection on August 28, 2014. 1. Type of submission, new, revision, or extension: Extension. 2. The title of the information collection: 10 CFR part 54, ``Requirements for Renewal of Operating Licenses for Nuclear Power Plants.'' 3. Current OMB approval number: 3150-0155. 4. The form number if applicable: N/A. 5. How often the collection is required: There is a one-time application for any licensee wishing to renew the operating license for its nuclear power plant. There is a one-time requirement for each licensee with a renewed operating license to submit a letter documenting the completion of inspection and testing activities. All holders of renewed licenses must perform yearly record keeping. 6. Who will be required or asked to report: Commercial nuclear power plant licensees who wish to renew their operating licenses and holders of renewed licenses. 7. The estimated number of annual respondents: 58 (52 recordkeepers + 6 responses (2 license renewal applications expected on average + 4 letters documenting the completion of inspection and testing activities expected on average)). 9. An estimate of the total number of hours needed annually to complete the requirement or request: 220,340 hours (168,340 hours of reporting + 52,000 hours of recordkeeping). 10. Abstract: Part 54 of Title 10 of the Code of Federal Regulations (10 CFR), establishes license renewal requirements for commercial nuclear power plants and describes the information that licensees must submit to the NRC when applying for a license renewal. The application must contain information on how the licensee will manage the detrimental effects of age-related degradation on certain plant systems, structures, and components so as to continue the plant's safe operation during the renewal term. The NRC needs this information to determine whether the licensee's actions will be effective in assuring the plants' continued safe operation during the period of extended operation. Holders of renewed licenses must retain in an auditable and retrievable form, for the term of the renewed operating license, all information and documentation required to document compliance with 10 CFR part 54. The NRC needs access to this information for continuing effective regulatory oversight. The objective is to ensure that activities involving special nuclear material are consistent with interests of common defense and security and that these activities do not constitute an unreasonable risk to public health and safety. Draft Emergency Preparedness Frequently Asked Questions
The U.S. Nuclear Regulatory Commission (NRC) is seeking public comment on emergency preparedness (EP) frequently asked question (EPFAQ) No. 2014-002, EPFAQ No. 2014-003, and EPFAQ No. 2014-007. These EPFAQs will be used to provide clarification of guidance documents related to the development and maintenance of EP program elements. The NRC is publishing these preliminary results to inform the public and solicit comments.
Organizational Changes and Conforming Amendments
The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations to reflect internal organizational changes and conforming amendments. These changes include adding the address for a new NRC building at headquarters, removing references to several committees that no longer exist, adding the Computer Security Office, removing all references to the Office of Federal and State Materials and Environmental Management Programs because that office has merged with the Office of Nuclear Material Safety and Safeguards, and making conforming amendments throughout the regulations to reflect this office merger.
LaSalle County Station, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) has received an application for the renewal of operating licenses NPF-11 and NPF-18, which authorize Exelon Generation Company, LLC (the applicant) to operate LaSalle County Station (LSCS), Units 1 and 2. The renewed licenses would authorize the applicant to operate LSCS, Units 1 and 2, for an additional 20-year period beyond the periods specified in each of the current licenses. The current operating licenses for LSCS, Units 1 and 2, expire on April 17, 2022, and December 16, 2023, respectively.
Standard Review Plan for Conventional Uranium Mills and Heap Leach Facilities
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft NUREG, NUREG-2126, ``Standard Review Plan for Conventional Uranium Mills and Heap Leach Facilities.'' The NRC has developed draft NUREG-2126 to provide guidance for NRC staff reviews of applications to develop and operate conventional uranium mills and heap leach facilities and to ensure a consistent quality and uniformity of staff reviews.
Duke Energy Florida, Inc.
The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a July 17, 2013, request from Duke Energy Florida, Inc. (DEF or the licensee), from certain regulatory requirements. The exemption would remove the requirement that a licensed senior operator approve the emergency suspension of security measures for Crystal River Unit 3 Nuclear Generating Plant (CR3) during certain emergency conditions or during severe weather.
Advisory Committee on Reactor Safeguards Renewal

The U.S. Nuclear Regulatory Commission (NRC) has docketed a license amendment application from Exelon Generation Corporation, LLC (Exelon Generation). Exelon Generation is requesting revisions to its renewed license to increase maximum enrichment levels; to increase the amount of fuel allowed to be stored; and to change various Technical Specifications of the 32PHB DSC casks utilized at the Calvert Cliffs Independent Storage Installation located in Calvert County, Maryland. The NRC is evaluating whether approval of this request would be categorically excluded from the requirement to prepare an environmental assessment.
Supersede Exemption for Waste Control Specialists, LLC; Andrews County, Texas
The U.S. Nuclear Regulatory Commission (NRC) is issuing a new Order superseding a previously issued Order to Waste Control Specialists, LLC., (WCS) on October 20, 2009 (2009 Order). The previous Order exempted WCS from the NRC's regulations concerning special nuclear material (SNM). The current action is in response to a request by WCS dated July 18, 2014.

Approval of American Society of Mechanical Engineers' Code Cases; Technical Corrections
The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations to make technical corrections, including adding three inadvertently omitted addenda to Section XI, ``Rules for Inservice Inspection of Nuclear Reactor Coolant Systems,'' of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code to the list of documents approved for incorporation by reference; and correcting a footnote number. This final rule is necessary to inform the public of these non-substantive changes to the NRC's regulations.

(Entergy) operating license NPF-29 for an additional 20 years of operation for Grand Gulf Nuclear Station, Unit 1 (GGNS).
Virgil C. Summer Nuclear Station, Units 2 and 3; South Carolina Electric & Gas Company; Turbine Building Battery Room and Electrical Changes
The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption to allow a departure from the certification information of Tier 1 of the generic design control document (DCD) and issuing License Amendment No. 19 to Combined Licenses (COL), NPF-93 and NPF-94. The COLs were issued to South Carolina Electric & Gas Company (SCE&G), and South Carolina Public Service Authority (the licensee), for construction and operation of the Virgil C. Summer Nuclear Station (VCSNS), Units 2 and 3 located in Fairfield County, South Carolina. The amendment consists of changes to (1) increase Non Class 1E dc and uninterruptible power supply (UPS) System (EDS) total equipment capacity, component ratings, and protective device sizing to support increased load demand, (2) relocate equipment and moving Turbine Building (TB) first bay EDS Battery Room and Charger Room. The floor elevation increases from elevation 148'-0'' to elevation 148'-10'' to accommodate associated equipment cabling with this activity, and (3) remove the Class 1E Class 1E dc and UPS System (IDS) Battery Back-up tie to the Non-Class 1E EDS Battery. The granting of the exemption allows the changes to Tier 1 information asked for in the amendment. Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.
Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued from November 13, 2014 to November 26, 2014. The last biweekly notice was published on November 25, 2014.
Probabilistic Risk Assessment and Severe Accident Evaluation for New Reactors

The NRC seeks public comment on draft Section 19.0, Revision 3, concerning deletion of certain considerations for the design certification rule, additional proposed acceptance criteria and review procedures for the NRC staff's review of an applicant's assessment of risk from accidents that could affect multiple modules in facilities with small modular integral pressurized water reactors (iPWRs), and additional procedures for the NRC staff's review of the results of the Probabilistic Risk Assessment (PRA) for non-power modes of operation.
In the Matter of DTE Electric Company, Combined License for Enrico Fermi Unit 3; Notice of Hearing
The U.S. Nuclear Regulatory Commission (NRC or the Commission) will convene an evidentiary session to receive testimony and exhibits in the uncontested portion of this proceeding regarding the application of DTE Electric Company for a combined license (COL) to construct and operate a new nuclear power generation facility at the Enrico Fermi Nuclear Plant Unit 3 (Fermi 3). This mandatory hearing will concern safety and environmental matters relating to the requested COL.
Duke Energy Progress Inc; Combined License Applications for Shearon Harris Nuclear Plant Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to an August 1, 2014, letter from Duke Energy Progress (DEP). On May 2, 2013, DEP requested that the NRC suspend review of its combined license (COL) application until further notice. On August 1, 2014, DEP requested an exemption from certain regulatory requirements which, if granted, would allow them to revise their COL application in order to address enhancements to the Emergency Preparedness (EP) rules by December 31, 2015, rather than by December 31, 2013, as the regulations currently require. The NRC staff reviewed this request and determined that it is appropriate to grant the exemption to the EP update requirements until December 31, 2015, but stipulated that the updates to the Final Safety Analysis Report (FSAR) must be submitted prior to requesting the NRC resume its review of the COL application, or by December 31, 2015, whichever comes first.

The application seeks NRC approval of the direct transfers of Facility Operating License No. NPF-47 for River Bend Station, Unit 1 (River Bend), from the current holder, ESGL, and Facility Operating License No. NPF-38 for Waterford Steam Electric Station, Unit 3 (Waterford), from current holder ELL to new company Entergy Louisiana Power, LLC (ELP). The U.S. Nuclear Regulatory Commission (NRC) has received an application from Westinghouse Electric Company, LLC dated July 11, 2014, and subsequently modified by submittal dated September 25, 2014, for amendment of the Hematite Fuel Cycle Facility license (License No. SNM-33), which authorizes decommissioning of the facility. The amendment would allow disposal of an additional 87,100 m\3\ (cubic meters) of debris and contaminated soil, concrete and asphalt, filter media, ion exchange resin and piping containing NRC-licensed source, byproduct and special nuclear material at U.S. Ecology Idaho, Inc.

Abstract: 10 CFR part 20 establishes standards for protection against ionizing radiation resulting from activities conducted under licenses issued by the NRC and by Agreement States. These standards require the establishment of radiation protection programs, maintenance of radiation protection programs, maintenance of radiation records recording of radiation received by workers, reporting of incidents which could cause exposure to radiation, submittal of an annual report to NRC and to Agreement States of the results of individual monitoring, and submittal of license termination information. These mandatory requirements are needed to protect occupationally exposed individuals from undue risks of excessive exposure to ionizing radiation and to protect the health and safety of the public. Tribal Policy Statement
The U.S. Nuclear Regulatory Commission (NRC) is making available for public comment the proposed Policy Statement, ``NRC Tribal Policy Statement.'' The proposed policy statement establishes principles to be followed by the NRC to ensure effective government-to- government interactions with American Indian and Alaska Native Tribes, and to encourage and facilitate Tribal involvement in the areas over which the Commission has jurisdiction. The NRC is committed to an open and collaborative regulatory environment in the development and implementation of activities that have Tribal implications and welcomes comments as a means of fostering meaningful consultation and coordination with Indian Tribes.
