Notice of Issuance of Amendment to Materials License No. SNM-2510; Sacramento Municipal Utility District; Rancho SECO Independent Spent Fuel Storage Installation
The U.S. Nuclear Regulatory Commission (NRC or Commission) has issued Amendment 2 to Materials License SNM-2510 held by Sacramento Municipal Utility District (SMUD) for the receipt, possession, transfer, and storage of spent fuel at the Rancho Seco Independent Spent Fuel Storage Installation (ISFSI), located on the site of the Rancho Seco Nuclear Generating Station located in Sacramento County, California. The amendment is effective as of the date of issuance.

Abstract: NRC is requesting renewal of its clearance to annually request all commercial power reactor licensees and applicants for an operating license to voluntarily send to the NRC: (1) Their projected number of candidates for operator licensing initial examinations; (2) the estimated dates of the examinations; (3) if the examination will be facility developed or NRC developed, and (4) the estimated number of individuals that will participate in the Generic Fundamentals Examination (GFE) for that calendar year. Except for the GFE, this information is used to plan budgets and resources in regard to operator examination scheduling in order to meet the needs of the nuclear industry. Abstract: 10 CFR Part 36 contains requirements for the issuance of a license authorizing the use of sealed sources containing radioactive materials in irradiators used to irradiate objects or materials for a variety of purposes in research, industry, and other fields. The subparts cover specific requirements for obtaining a license or license exemption, design and performance criteria for irradiators; and radiation safety requirements for operating irradiators, including requirements for operator training, written operating and emergency procedures, personnel monitoring, radiation surveys, inspection, and maintenance. Part 36 also contains the recordkeeping and reporting requirements that are necessary to ensure that the irradiator is being safely operated so that it poses no danger to the health and safety of the general public and the irradiator employees. Regulations for the Safe Transport of Radioactive Material; Solicitation of Comments on Proposed Changes
The U.S. Nuclear Regulatory Commission (NRC) and the U.S. Department of Transportation (DOT) are jointly seeking comments on proposed changes to the International Atomic Energy Agency (IAEA) Regulations for the Safe Transport of Radioactive Material (referred to as TS-R-1). The proposed changes were submitted by the U.S. and other IAEA member states and International Organizations, and might necessitate subsequent domestic compatibility rulemakings by both the NRC and the DOT.
Nuclear Management Company, LLC, Notice of Correction to Biweekly Notice of Issuance of Amendment to Facility Operating License
This document corrects a notice appearing in the Federal Register on April 12, 2005 (70 FR 19122). The correct date of issuance should be ``March 24, 2005'' instead of ``March 17, 2005.'' Also, the safety evaluation should be dated ``March 24, 2005.'' This action is necessary to correct an erroneous date.

Model Milestones For NRC Adjudicatory Proceedings
The Nuclear Regulatory Commission (NRC) is amending its regulations to adopt model milestones for the conduct of NRC adjudicatory proceedings, to require a presiding officer to refer to the model milestones as a starting point for establishing a hearing schedule in an adjudicatory proceeding, and to manage the case in accordance with that schedule.
AP1000 Design Certification
The Nuclear Regulatory Commission (NRC or Commission) proposes to amend its regulations to certify the AP1000 standard plant design. This action is necessary so that applicants or licensees intending to construct and operate an AP1000 design may do so by referencing the AP1000 design certification rule (DCR). This proposed DCR is nearly identical to the AP600 DCR in the current regulations. The applicant for certification of the AP1000 design is Westinghouse Electric Company LLC (Westinghouse). The public is invited to submit comments on this proposed DCR and the AP1000 design control document (DCD) that would be incorporated by reference into the DCR. The NRC also invites the public to submit comments on the environmental assessment for the AP1000 design.

Who is required or asked to report: Commercial nuclear power plant licensees who wish to renew their operating licenses. 5. The number of annual respondents: 17 respondents. 6. The number of hours needed annually to complete the requirement or request: Approximately 148,000 hours (128,000 hours one-time reporting burden and 20,000 hours recordkeeping burden). 7. Abstract: 10 CFR Part 54 of the NRC regulations, ``Requirements for Renewal of Operating Licensees for Nuclear Power Plants,'' specifies the procedures, criteria, and standards governing nuclear power plant license renewal, including information submittal and recordkeeping requirements, so that the NRC may make determinations that extension of the license term will continue to ensure the health and safety of the public. Advisory Committee on the Medical Uses of Isotopes: Meeting Notice
The U.S. Nuclear Regulatory Commission will convene a meeting of the Advisory Committee on the Medical Uses of Isotopes (ACMUI) on April 20 and 21, 2005. Although the dates of the ACMUI public meeting remain April 20 and 21, as originally published in the February 28, 2005 notice (see 70 FR 9611), this notice is meant to alert interested parties that the time for the ACMUI's briefing to the Commission has changed. The title of the information collection: 10 CFR part 32 Specific Domestic Licenses to Manufacture or Transfer Certain Items Containing Byproduct Material. 2. Current OMB approval number: 3150-0001. 3. How often the collection is required: There is a one-time submittal of information to receive a license. Renewal applications are submitted every 10 years. In addition, recordkeeping must be performed on an on-going basis, and reports of transfer of byproduct material must be reported every 5 years, and in a few cases, every year. 4. Who is required or asked to report: All specific licensees who manufacture or initially transfer items containing byproduct material for sale or distribution to general licensees or persons exempt from licensing. 5. The estimated number of annual respondents: 972 (275 NRC licensees and 700 Agreement State licensees). 6. The number of hours needed annually to complete the requirement or request: 135,741 (36,623 hours for NRC licensees [5,225 hours reporting, or an average of 8 hours per response + 31,398 hours recordkeeping, or 114 hours per recordkeeper] and 99,118 hours for Agreement State licensees [20,863 hours reporting, or an average of 8.3 hours per response + 78,255 hours recordkeeping, or an average of 112 hours per recordkeeper]). 7. Abstract: 10 CFR part 32 establishes requirements for specific licenses for the introduction of byproduct material into products or materials and transfer of the products or materials to general licensees or persons exempt from licensing. It also prescribes requirements governing holders of the specific licenses. Some of the requirements are for information which must be submitted in an application for a specific license, records which must be kept, reports which must be submitted, and information which must be forwarded to general licensees and persons exempt from licensing. In addition, 10 CFR part 32 prescribes requirements for the issuance of certificates of registration (concerning radiation safety information about a product) to manufacturers or initial transferors of sealed sources and devices. Submission or retention of the information is mandatory for persons subject to the 10 CFR part 32 requirements. The information is used by NRC to make licensing and other regulatory determinations concerning the use of radioactive byproduct material in products and devices. Notice of Decommissioning Workshop
The Decommissioning Directorate of the U.S. Nuclear Regulatory Commission's (NRC's) Office of Nuclear Material Safety and Safeguards is holding a Decommissioning Workshop on April 20 and 21, 2005, at The Shady Grove Center in Rockville, Maryland. The purposes of the Workshop are to: (1) Inform stakeholders of NRC's Integrated Decommissioning Improvement Plan (IDIP), including planned regulatory and program management improvements; (2) discuss the development of guidance resulting from the NRC staff's 2003 analysis of issues impacting the implementation of the License Termination Rule, and; (3) solicit feedback and suggestions from stakeholders on guidance, decommissioning lessons learned, and the decommissioning process in general. Public participation is encouraged at the Workshop to provide feedback and perspectives on issues of importance to the work of the NRC's Decommissioning Directorate.
Proposed Generic Communication; Grid Reliability and the Impact on Plant Risk and the Operability of Offsite Power
The U.S. Nuclear Regulatory Commission (NRC) is proposing to issue a generic letter (GL) to request that addressees submit information to the NRC concerning the status of their compliance with GDC 17, 10 CFR 50.63, 10 CFR 50.65, and plant technical specifications governing electric power in accordance with 10 CFR 50.54(f). This request is to obtain information from addressees in four areas: (1) Use of nuclear power plant/transmission system operator protocols and real time contingency analysis programs to monitor grid conditions to determine operability of offsite power systems under plant technical specifications, (2) use of nuclear power plant/transmission system operator protocols and real time contingency analysis programs to monitor grid conditions for consideration in maintenance risk assessments, (3) offsite power restoration procedures in accordance with Section 2 of Regulatory Guide 1.155, ``Station Blackout,'' and (4) losses of offsite power caused by grid failures at a frequency of >= 20 Years in accordance with Regulatory Guide 1.155.
