In addition, a new contract clause is added, Proposal DisclosureCost Accounting Practice Changes. The rule describes the process for determining and resolving the cost-impact on contracts and subcontracts when a contractor makes a compliant change to a cost accounting practice or follows a noncompliant practice. To assist in understanding the changes between the current FAR rule and this final FAR rule, a matrix that summarizes the major changes is provided in Section C, Supplementary Information, below.

Reagan National Defense Authorization Act for Fiscal Year 2005, Public Law 108-375, which amends 10 U.S.C. 2304(f)(1)(B) by striking $50,000,000 both places it appears and inserting $75,000,000 in its place. In addition, the FAR is amended by replacing the outdated reference to ``grade GS- 16'' with ``a grade above GS-15.''

National Environmental Policy Act; New Horizons Mission

Pursuant to the National Environmental Policy Act of 1969, as amended (NEPA) (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations for Implementing the Procedural Provisions of NEPA (40 CFR parts 1500-1508), and NASA policy and procedures (14 CFR part 1216 subpart 1216.3), NASA has prepared and issued a DEIS for the New Horizons mission. The DEIS addresses the potential environmental impacts associated with continuing the preparations for and implementing the mission. The purpose of this proposal is to explore Pluto, its moon Charon, and possibly one or more objects within the Kuiper Belt. The New Horizons mission is planned for launch in January- February 2006 from Cape Canaveral Air Force Station (CCAFS), Florida, on an expendable launch vehicle. With a launch in mid January 2006, the New Horizons spacecraft would arrive at Pluto as early as 2015 and would conduct scientific investigations of Pluto and its moon, Charon, as it flies past these bodies. The spacecraft may then continue on an extended mission into the Kuiper Belt, where it would investigate one or more of the objects found there. The spacecraft would require electrical power for normal spacecraft operations and to operate the science instruments. One radioisotope thermoelectric generator (RTG) containing plutonium dioxide would be used for this purpose. A backup launch opportunity could occur in February 2007 with an arrival at Pluto in 2019 or 2020 depending upon the exact date of launch.

Pursuant to the National Environmental Policy Act of 1969, as amended (NEPA), the Council on Environmental Quality Regulations for Implementing the Procedural Provisions of NEPA, and NASA's implementing regulations, the National Historic Preservation Act, as amended, NASA regulations for implementing Executive Order (EO) 11988, Floodplain Management, and EO 11990, Protection of Wetlands, and the NASA Environmental Justice Strategy (1994) for implementing EO 12898, Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations; NASA has made a Finding of No Significant Impact (FONSI) for the three proposed alternatives including: the Proposed and Preferred Action (Alternative A, lease and operation of the NASA Shared Services Center (NSSC) at any of the following three sites: NASA Stennis Space Center, Mississippi, Aerospace Technology Park, Brook Park, Ohio, and Cummings Research Park, Huntsville, Alabama); Alternative B (Virtual Consolidation); and Alternative C (No Action). Accordingly, an environmental impact statement is not required.

National Environmental Policy Act; Outrigger Telescopes Project

Pursuant to the National Environmental Policy Act of 1969, as amended (NEPA) (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations for Implementing the Procedural Provisions of NEPA (40 CFR Parts 1500-1508), and NASA policy and procedures (14 CFR Part 1216 Subpart 1216.3), NASA has prepared and issued a FEIS for the proposed Outrigger Telescopes Project. NASA's Proposed Action and preferred alternative is to fund the Outrigger Telescopes Project at the W.M. Keck Observatory within the Mauna Kea Science Reserve on the summit of Mauna Kea, Island of Hawai'i. The FEIS addresses alternative sites and the environmental and cultural resource impacts that could potentially occur with on-site construction, installation, and operation of four, and possibly up to six, Outrigger Telescopes. The proposed Outrigger Telescopes would be strategically placed around the existing Keck I and Keck II Telescopes, within the current footprint of W.M. Keck Observatory. A reasonable alternative site has been identified on La Palma, Canary Islands, Spain. Sites for a reduced science option have been identified at Mt. Wilson and Mt. Palomar in California.

NASA hereby gives notice that TPH Acquisition, LLLP, D/b/a The Parts House, of 10321 Fortune Parkway, Bldg. 400, Jacksonville, FL 32256, has applied for an Exclusive license to practice the inventions described in NASA Case Number LAR-16324-1 for which a U.S. Patent was issued and LAR-16324-2 for which a Patent Application was filed, both entitled ``Self-Activating System And Method For Alerting When An Object Or A Person Is Left Unattended'' and assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. Written objections to the prospective grant of a license should be sent to Langley Research Center.
