The Commission instituted the subject five-year reviews on November 1, 2022 to determine whether revocation of the countervailing duty order and antidumping duty order on high pressure steel cylinders from China would be likely to lead to continuation or recurrence of material injury. On January 20, 2023, the Department of Commerce published notice that it was revoking the orders effective December 5, 2022, because no domestic interested party responded to the sunset review notice of initiation by the applicable deadline. Caribbean Basin Economic Recovery Act: Impact on U.S. Industries and Consumers and on Beneficiary Countries

Certain Integrated Circuits, Components Thereof, and Products Containing the Same; Institution of Investigation
Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on December 12, 2022, under section 337 of the Tariff Act of 1930, as amended, on behalf of Realtek Semiconductor Corporation of Taiwan. An amended complaint was filed on December 23, 2022. A letter supplementing the complaint was filed on January 17, 2023. The amended complaint, as supplemented, alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain integrated circuits, components thereof, and products containing the same by reason of the infringement of certain claims of U.S. Patent No. 7,936,245 (``the '245 patent''); U.S. Patent No. 8,006,218 (``the '218 patent''); and U.S. Patent No. 9,590,582 (``the '582 patent''). The amended complaint, as supplemented, further alleges that an industry in the United States exists as required by the applicable Federal Statute. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and a cease and desist order.

The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-685 and 731-TA-1599-1606 (Preliminary) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of tin mill products from Canada, China, Germany, Netherlands, South Korea, Taiwan, Turkey, and United Kingdom, provided for in subheadings 7210.11.00, 7210.12.00, 7210.50.00, 7212.10.00, 7212.50.00, 7225.99.00, and 7226.99.01 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Government of China. Unless the Department of Commerce (``Commerce'') extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by March 6, 2023. The Commission's views must be transmitted to Commerce within five business days thereafter, or by March 13, 2023.

Recent Trends in U.S. Services Trade, 2023 Annual Report
The Commission has prepared and published annual reports in this series, Recent Trends in U.S. Services Trade, since 1996.\1\ The 2023 report, which the Commission plans to publish in May 2023, will provide aggregate data on cross-border trade in services for the period ending in 2021, and transactions by affiliates based outside the country of their parent firm for the period ending in 2020. The report's analysis will focus on distribution services (including e- commerce, retail, logistics services, port services, maritime transport services, and other transportation services). The Commission is inviting interested members of the public to furnish information and views in connection with the 2023 report.
