Notice of a Deviation; Motor Vehicle Management
This notice announces that the General Services Administration (GSA), Office of Governmentwide Policy (M), is granting a deviation from section 102-34.335 of the Federal Management Regulation (FMR) (41 CFR 102-34.335) to all agencies whose purchase of gasoline for motor vehicles has been impacted by Hurricane Katrina. This deviation will allow Federal agencies to purchase premium gasoline for government owned and leased vehicles when lower grade gasoline is not available. Federal Travel Regulation; Privately Owned Vehicle Mileage Reimbursement
This final rule amends the mileage reimbursement rate for use of a privately owned vehicle (POV) on official travel to reflect recent gas price increases. The governing regulation is revised to increase the cost of operating a privately owned automobile from 40.5 to 48.5 cents per mile.

This notice announces Federal Travel Regulation (FTR) GSA Bulletin FTR 05-06. This Bulletin informs agencies that certain provisions of the FTR governing the authorization of actual subsistence expenses for official travel (both TDY and relocation) are temporarily waived as a result of Hurricane Katrina, because it is expected that finding lodging facilities and/or adequate meals may be difficult, and distances involved may be great resulting in increased costs for per diem expenses. Maximum Per Diem Rates for the Continental United States (CONUS)
The General Services Administration's (GSA's) annual per diem review has resulted in lodging and meal allowances changes for locations within the continental United States (CONUS) to provide for the reimbursement of Federal employees' expenses covered by per diem. Per Diem Bulletin 06-1 increases/decreases the maximum per diem amounts in existing per diem localities. The standard CONUS lodging amount of $60 is unchanged. The CONUS per diems prescribed in Bulletin 06-1 may be found at https://www.gsa.gov/perdiem. GSA based the lodging per diem rates on the average daily rate that the lodging industry reports. The use of such data in the per diem rate setting process enhances the Government's ability to obtain policy compliant lodging where it is needed. In addition to the annual lodging study, GSA conducted a meals study which resulted in new meal allowances for FY 2006. Bulletin 06-1 also contains a listing of pertinent information that must be submitted through an agency for GSA to restudy a location if a CONUS per diem rate is insufficient to meet necessary expenses.

Office of Small Business Utilization; Small Business Advisory Committee
The General Services Administration is announcing the creation of a Small Business Advisory Committee (the Committee). The Committee will offer advice and recommendations on a wide range of government procurement issues affecting small business. Notice; Establishment of E-Authentication Service Component
In accordance with the Privacy Act of 1974, as amended, the General Services Administration (GSA) proposes to establish the E- Authentication Federation, or ``Service Component.'' The E- Authentication Service Component is a common infrastructure for electronically authenticating the identity of users of Federal E- Government services Governmentwide. Using a common network, this infrastructure links identity suppliers (termed Credential Service Providers or CSPs) and identity consumers (termed Agency Applications or AAs) enabling participating CSPs and AAs to communicate in a standardized way. The E-Authentication Service Component does not create or maintain any new Federal System of Records, but does provide for the authorized exchange of information among systems of records that have been or will be established to support Federal E-Government programs and services.

Federal Acquisition Regulation; Government Property Rental and Special Tooling
The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) have agreed on a final rule amending the Federal Acquisition Regulation (FAR) to incorporate a class deviation regarding use and charges, which has been applicable to the Department of Defense since 1998. This deviation is appropriate for application across the Federal Government. The change clarifies the basis for determining the rental charges for the use of Government property and is intended to promote the dual use of such property. The final rule specifically impacts contracting officers, property administrators, and contractors responsible for the management of Government property.
Federal Acquisition Regulation; Confirmation of HUBZone Certification
The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) have agreed to an interim rule amending the Federal Acquisition Regulation (FAR) to clarify that prime contractors must confirm that a subcontractor representing itself as a Historically Underutilized Business Zone (HUBZone) small business concern is certified, consistent with the requirements of 15 U.S.C. 632 et seq., as amended.
Federal Acquisition Regulation; Payment Withholding
The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) have agreed on a final rule amending the Federal Acquisition Regulation (FAR) by removing the mandatory requirement that a contracting officer withhold 5 percent of the payments due under a time-and-materials contract, unless it is necessary to withhold payment to protect the Government's interest or otherwise prescribed in the contract schedule. The final rule also amends FAR guidance that requires the use of a contract modification to withhold payment and to state that the withhold is to be made by the contractor.

Federal Acquisition Regulation; Definition of Information Technology
The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) have agreed on an interim rule amending the Federal Acquisition Regulation (FAR) to revise the definition of ``information technology'' to reflect the changes to the definition resulting from the enactment of Public Law 108-199, Consolidated Appropriations Act, 2004. The new language at Section 535(b) of Division F of Public Law 108-199 permanently revises the term ``information technology,'' which is defined at 40 U.S.C. 11101(6), to add ``analysis'' and ``evaluation'' and to clarify the term ``ancillary equipment.''

Federal Acquisition Regulation; Fast Payment Procedures
The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) are proposing to amend the Federal Acquisition Regulation (FAR) by revising fast payment procedures. The proposed revision permits, but does not require, fast payment when invoices and/or outer shipping containers are not marked ``Fast Pay'' provided the contract includes the ``Fast Payment Procedure'' clause. As highlighted in the proposed clause, if the clause is in the contract, the invoices will no longer be rejected, as is the current practice. Instead, they will be paid using either fast payment or normal payment procedures. In addition, the proposed revision deletes the requirement for marking invoices ``No Receiving Report Prepared.''
