The United States Agency for International Development (USAID) proposes to modify a system of records titled, ``USAID-19, Travel and Transportation Records,'' last published on December 30, 2014. USAID is modifying its SORN category of records as Social Security Numbers are no longer collected. This system supports End-to-End Travel (E2E) Solutions, which is an end-to-end web-based travel and expense management tool for paperless travel authorization/voucher routing, calculation of per diem, obligation of funds, receipts imaging, and voucher disbursements in accordance with the Federal Travel Regulation (FTR) and Agency policies in the Automated Directive System (ADS). The E2E system is used to create and track travel authorizations, travel vouchers and reimbursements, book on-line travel reservations, obtain electronic approvals, and create and submit expense reports for senior- level Agency officials. The information collected from individuals facilitates official Agency travel, such as issuing travel tickets, approving hotels and per diem rates, and confirming that travel is official. The personally identifiable information (PII) data elements are collected and input into the E2E system, Integrated Logistics Management System (ILMS), and Phoenix Financial Management System in support of these USAID business functions relating to USAID personnel travel.

The U.S. Agency for International Development (USAID), as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on continuing information collections, as required by the Paperwork Reduction Act of 1995. Comments are requested concerning whether the proposed or continuing collections of information are necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the burden estimates; ways to enhance the quality, utility, and clarity of the information collected; and ways to minimize the burden of the collection of the information on the respondents, including the use of automated collection techniques or other forms of information technology.

The Department of State (DOS) and the United States Agency for International Development (USAID) announce a public meeting and request public comment on the United States Global Water Strategy 2017-2022, including its achievements, challenges, implementation, results, and priorities. Comments from the public will inform the development of the revised U.S. Global Water Strategy and Agency-specific plans in 2022.

The inventory provides information on service contract actions over $25,000. The inventory has been developed in accordance with guidance issued by the Office of Management and Budget's Office of Federal Procurement Policy (OMB/OFPP). The USAID service contract inventory data is included in the government-wide inventory posted in the above link and the government-wide inventory can be filtered to display the inventory data for the Agency. The FY 2019 Report includes the plan for analyzing the FY 2020 inventory.

This proposed information collection was published in the Federal Register on March 5, 2021 at 86 FR 12901, allowing for a 60-day public comment period. The purpose of this notice is to allow an additional 30 days for public comment. Comments are requested concerning whether the proposed collection of information is necessary for the proper performance of functions of the agency, including the practical utility of the information; the accuracy of USAID's estimate of the burden of the proposed collection of information; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the collection of information on respondents.

This regulation updates certain procedures and standards USAID follows in processing requests for records under the Freedom of Information Act (``FOIA'').

On October 23, 2020, the United States Agency for International Development (USAID) issued a Temporary Final Rule (TFR) amending our regulations to allow USAID to waive ``Source and Nationality'' rules to provide for increased flexibility, targeting, and speed of procurement of Essential Medical Supplies required to address the COVID-19 pandemic worldwide. The TFR was effective through April 30, 2021. This document reverts the amended sections to the text of those sections as they existed prior to the issuance of the TFR, with minor technical updates. This reversion to the original text is applicable upon the expiration of the TFR.

The U.S. Agency for International Development is correcting a final rule rescission that was published in the Federal Register on April 9, 2021. This rule rescinded the regulation published on January 5, 2021, titled ``Procedures for the review and clearance of USAID's Guidance Documents,'' to comply with the Executive order (E.O.) titled ``Revocation of Certain Executive Orders Concerning Federal Regulation,'' signed on January 20, 2021, which specifically requires the revocation of the E.O. titled ``Promoting the Rule of Law Through Improved Agency Guidance Documents,'' signed on October 9, 2019. In the final rule, the date for the E.O. ``Promoting the Rule of Law Through Improved Agency Guidance Documents,'' year was incorrect. This document corrects that error.

The U.S. Agency for International Development (USAID) seeks public comment on a proposed rule to revise its regulation on claims collection in its entirety to incorporate applicable statutory and regulatory provisions and to make other changes. Specifically, an amendment made by the Digital Accountability and Transparency Act of 2014 (DATA Act) requires USAID to refer to the Secretary of the Treasury all past-due, legally enforceable, non-tax debt that are over 120 days delinquent. The changes will maximize the effectiveness of USAID's claim-collection procedures.

On October 16, 2020, the U.S. Agency for International Development (USAID) issued a final rule revising provisions of the AID Acquisition Regulation (AIDAR) that pertain to the General Provision contract clause 5, entitled ``Leave and Holidays'' for U.S. personal services contractors (USPSCs.) This document corrects typographical errors in the final rule by revising the text of clause 5, adding the effective dates in the titles of clauses 6 and 16, and revising the authority citation.
