Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on July 15, 2020, under section 337 of the Tariff Act of 1930, as amended, on behalf of The Sterno Group Companies, LLC of Corona, California and Sterno Home Inc. of Canada. Supplements were filed on July 27 and August 5, 2020. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain electronic candle products and components thereof by reason of infringement of certain claims of U.S. Patent No. 9,068,706 (``the '706 patent''), U.S. Patent No. 10,024,507 (``the '507 patent''), U.S. Patent No. 10,352,517 (``the '517 patent''), and U.S. Patent No. 10,578,264 (``the '264 patent''). The complaint further alleges that an industry in the United States exists as required by the applicable Federal Statute. The complainants request that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

The complaint, as supplemented, alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain light- emitting diode products, fixtures, and components thereof by reason of infringement of certain claims of U.S. Patent No. 8,403,531 (``the '531 patent''); U.S. Patent No. 8,596,819 (``the '819 patent''); U.S. Patent No. 8,777,449 (``the '449 patent''); U.S. Patent No. 9,261,270 (``the '270 patent''); and U.S. Patent No. 9,476,570 (``the '570 patent''). The complaint further alleges that an industry in the United States exists as required by the applicable Federal Statute. The Commodity Futures Trading Commission (``Commission'' or ``CFTC'') is announcing an opportunity for public comment on the proposed renewal of a collection of certain information by the agency. Under the Paperwork Reduction Act (``PRA''), Federal agencies are required to publish notice in the Federal Register concerning each proposed collection of information, including each proposed extension of an existing collection of information, and to allow 60 days for public comment. The proposed amendment would revise technical specification (TS) 3.8.1, ``AC SourcesOperating,'' for Hatch, Units 1 and 2, to provide for a one-time extension of the completion time for the Hatch, Unit 1, emergency diesel generators.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-1363, ``Setpoints for Safety-Related Instrumentation.'' This DG is proposed Revision 4 of Regulatory Guide (RG) 1.105. The proposed revision describes an approach that is acceptable to the staff of the NRC to meet regulatory requirements ensuring that setpoints for safety related instrumentation are established and maintained within the technical specification limits. This proposed guide has been revised to incorporate additional information regarding American National Standards Institute (ANSI)/ International Society of Automation (ISA) Standard 67.04.01-2018, ``Setpoints for Nuclear Safety Related Instrumentation,'' since revision 3 of RG 1.105 was issued.

This final rule amends the Pension Benefit Guaranty Corporation's regulation on Benefits Payable in Terminated Single- Employer Plans to prescribe certain interest assumptions under the regulation for plans with valuation dates in September 2020. These interest assumptions are used for paying certain benefits under terminating single-employer plans covered by the pension insurance system administered by PBGC.

Pursuant to the provisions of the Privacy Act of 1974, notice is hereby given that the Farm Credit Administration (FCA or Agency) is amending an existing system of records, FCA-13Correspondence Files FCA. The Correspondence FilesFCA system is used to track incoming and outgoing correspondence and to draft correspondence and other memoranda.
