Pursuant to the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality regulations (40 Code of Federal Regulations [CFR] parts 1500-1508), the GSA announces its intent to prepare a Supplement to the Draft Environmental Impact Statement (EIS), released October 26, 2012, analyzing the environmental impacts of site acquisition and development of the United States Department of State (DOS), Bureau of Diplomatic Security, Foreign Affairs Security Training Center (FASTC) at the Virginia Army National Guard Maneuver Training Center at Fort Pickett (Fort Pickett) and Nottoway County's Local Redevelopment Authority (LRA) area in Nottoway County, Virginia. The Supplemental Draft EIS is being prepared to address substantial changes to the proposed action that are relevant to environmental concerns, as required under NEPA (40 CFR 1502.9), and will assess any new circumstances or information relevant to potential environmental impacts. The Supplemental Draft EIS will incorporate by reference and build upon the analyses presented in the 2012 Draft EIS, and will document the Section 106 process under the National Historic Preservation Act of 1966, as amended (36 CFR Part 800). GSA will prepare the Supplemental Draft EIS in cooperation with DOS, United States Army Corps of Engineers, United States Environmental Protection Agency, and National Guard Bureau. Dates and Addresses: A public scoping period and public scoping meeting for the proposed action were held in October 2011. However, the public may submit comments concerning the proposal for 30 days from the date of this notice. This document contains a correction to the final regulations of the Commission's rules, which were published in the Federal Register on Friday, June 20, 2014, 79 FR 35290. The final regulations address the rules for the Amateur Radio Service.

As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501-3520), the Federal Communications Commission (FCC or Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collections. Comments are requested concerning: whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid OMB control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid OMB control number.

As part of a Federal Government-wide effort to streamline the process to seek feedback from the public on service delivery, the National Archives and Records Administration (NARA) has submitted a Generic Information Collection Request (Generic ICR): ``Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery'' to OMB for approval under the Paperwork Reduction Act (PRA). NARA welcomes any comments on this information request.

On April 23, 2007, Entergy Operations, Inc. (Entergy or the licensee), submitted to the U.S. Nuclear Regulatory Commission (NRC) an application for renewal of Facility Operating Licenses DPR-26 and DPR- 64 for an additional 20 years of operation at Indian Point Nuclear Generating Units 2 and 3 (IP2 and IP3). On December 3, 2010, the NRC staff issued the final supplemental environmental impact statement (FSEIS) documenting its final analysis and recommendation on the proposed actionrenewal of the operating licenses for IP2 and IP3. On June 20, 2013, the NRC staff issued a supplement to the FSEIS to incorporate new and revised information related to the impacts from IP2 and IP3 on aquatic species. The purpose of this document is to inform the public that the NRC will be preparing a second supplement to the FSEIS to provide information to decision makers relevant to environmental impacts of the proposed federal action and to further the purposes of the National Environmental Policy Act (NEPA), including new aquatic impact data, refined cost estimates associated with the licensee's severe accident mitigation alternatives (SAMA) analysis, and other matters.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on July 25, 2014, under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of Bose Corporation of Framingham, Massachusetts. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain noise cancelling headphones and components thereof by reason of infringement of certain claims of U.S. Patent No. 6,717,537 (``the '537 patent''); U.S. Patent No. 8,073,150 (``the '150 patent''); U.S. Patent No. 8,073,151 (``the '151 patent''); U.S. Patent No. 8,054,992 (``the '992 patent''); and U.S. Patent No. 8,345,888 (``the '888 patent''). The complaint further alleges that an industry in the United States exists or is in the process of being established as required by subsection (a)(2) of section 337. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

The consent agreement in this matter settles alleged violations of federal law prohibiting unfair methods of competition. The attached Analysis to Aid Public Comment describes both the allegations in the draft complaint and the terms of the consent order embodied in the consent agreementthat would settle these allegations.
