Notice of Agency Information Collection Activities Regarding a Pilot Study Pursuant to Section 319 of the Fair and Accurate Credit Transactions Act of 2003
The information collection requirements described below have been submitted to the Office of Management and Budget (``OMB'') for review, as required by the Paperwork Reduction Act (``PRA''). The Federal Trade Commission (the ``Commission'' or ``FTC'') is seeking public comments on its proposal to conduct a pilot study in connection with Section 319 of the Fair and Accurate Credit Transactions Act of 2003 (``FACT Act'' or the ``Act'').
Interagency Advisory on the Unsafe and Unsound Use of Limitation of Liability Provisions and Certain Alternative Dispute Resolution Provisions in External Audit Engagement Letters
The Federal Financial Institutions Examination Council (FFIEC), on behalf of the Office of Thrift Supervision (OTS), Treasury; the Board of Governors of the Federal Reserve System (Board); the Federal Deposit Insurance Corporation (FDIC); the National Credit Union Administration (NCUA); and the Office of the Comptroller of the Currency (OCC), Treasury (collectively, the Agencies), is seeking public comment on a proposed Interagency Advisory on the Unsafe and Unsound Use of Limitation of Liability Provisions and Certain Alternative Dispute Resolution Provisions in External Audit Engagement Letters. The proposal advises financial institutions' boards of directors, audit committees, and management that they should ensure that they do not enter any agreement that contains external auditor limitation of liability provisions with respect to financial statement audits.
NASA Advisory Committees; Renewal of NASA's Advisory Committee Charters
Pursuant to sections 14(b)(1)and 9(c) of the Federal Advisory Committee Act (Pub. L. 92-463), and after consultation with the Committee Management Secretariat, General Services Administration, the Administrator of the National Aeronautics and Space Administration has determined that a renewal of four Agency-established advisory committees is in the public interest in connection with the performance of duties imposed upon NASA by law. The structure and duties of these committees are unchanged. The four advisory committees are: NASA Advisory Council, Aerospace Medicine and Occupational Health Advisory Committee, Minority Business Resources Advisory Committee, and Planetary Protection Advisory Committee.
Computation of Pay for Biweekly Pay Periods
The Office of Personnel Management is issuing final regulations to implement a change in law that requires the pay of heads of agencies and other designated employees to be calculated and paid on a biweekly basis instead of on a monthly basis. The final regulations also prescribe the circumstances under which an agency may calculate the pay of an employee on a biweekly pay period basis whose pay otherwise would be calculated on a monthly or other basis.
Rescheduling of Consideration of Requests for Textile and Apparel Safeguard Action on Imports from China and Solicitations of Public Comments
The Committee has resumed consideration of twelve requests for safeguard action that were received from certain textile and apparel trade associations in October, November and December, 2004. The Requestors asked the Committee to limit imports from China of twelve textile and apparel products in accordance with the textile and apparel safeguard provision in the Report of the Working Party on the Accession of China to the World Trade Organization (the Accession Agreement). Although the Committee decided to consider these requests, and solicited public comments, the Court of International Trade preliminarily enjoined CITA from taking any further action on the requests on December 30, 2004. The Court of Appeals for the Federal Circuit stayed the injunction on April 27, 2005. The Committee is not soliciting any further public comment with respect to those requests where the public comment period closed before the court issued its injunction. With respect to the remaining requests, the Committee hereby solicits public comments during a period beginning the day following publication of this notice in the Federal Register and encompassing the number of days remaining in the original comment period when the court issued its injunction.
Implementation of Section 210 of the Satellite Home Viewer Extension and Reauthorization Act of 2004 To Amend Section 338 of the Communications Act
In this document, the Commission proposes rules to implement section 210 of the Satellite Home Viewer Extension and Reauthorization Act of 2004 (``SHVERA''). The Satellite Home Viewer Extension and Reauthorization Act of 2004 (SHVERA) was enacted on December 8, 2004 as title IX of the ``Consolidated Appropriations Act, 2005.'' This proceeding to implement section 210 of SHVERA is one of a number of Commission proceedings that will be required to implement SHVERA.

Agency Information Collection Activities; Proposed Collection: Comment Request
The FTC is soliciting public comments on proposed information requests to cigarette manufacturers and smokeless tobacco manufacturers. These comments will be considered before the FTC submits a request for Office of Management and Budget (OMB) review under the Paperwork Reduction Act (PRA), 44 U.S.C. 3501-3520, of compulsory process orders to the largest companies in those two industries for information concerning, inter alia, their sales and marketing expenditures.

Extensions of Credit by Federal Reserve Banks
The Board of Governors of the Federal Reserve System (Board) has adopted final amendments to its Regulation A to reflect the Board's approval of an increase in the primary credit rate at each Federal Reserve Bank. The secondary credit rate at each Reserve Bank automatically increased by formula as a result of the Board's primary credit rate action.

Interim Regulatory Changes Regarding Enforcement of Nondiscrimination on the Basis of Disability in Programs or Activities
The Merit Systems Protection Board (MSPB or ``the Board'') is revising its regulations which were promulgated to implement Section 504 of the Rehabilitation Act of 1973, as amended, 29 U.S.C. 794. These revisions are necessary to reconcile the Board's regulations with the current statute and to clarify the procedures for processing those complaints filed against the Board which allege discrimination on the basis of disability during the Board's adjudication of a related employee appeal.

Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C.
