The clearance currently expires on August 31, 2005. This information collection will ensure that small and small disadvantaged business concerns are afforded the maximum practicable opportunity to participate as subcontractors in construction, repair, and alteration or lease contracts. Preparation, submission, and negotiation of subcontracting plans requires all negotiated solicitations having an anticipated award value over $500,000 ($1,000,000 for construction), submission of a subcontracting plan with other than small business concerns when a negotiated acquisition meets all four of the following conditions. 1. When the contracting officer anticipates receiving individual subcontracting plans (not commercial plans). 2. When the award is based on trade-offs among cost or price and technical and/or management factors under FAR 15.101-1. 3. The acquisition is not a commercial item acquisition. 4. The acquisition offers more than minimal subcontracting opportunities. L. 104-13, May 22, 1995), this notice announces that the U.S. Office of Personnel Management (OPM) submitted to the Office of Management and Budget (OMB) a request for review of a revised information collection. OPM Form 1673, Procedures for Submitting Compensation and Leave Claims, is used to collect information from current and former Federal civilian employees who are submitting a claim for compensation and/or leave. OPM needs this information in order to adjudicate the claim. We received no comments on our 60-day notice on OPM Form 1673, published in the Federal Register on August 24, 2004. Approximately 40 claims are submitted annually. It takes approximately 60 minutes to complete the form. The annual estimated burden is 40 hours. Ch. 35) (PRA), the Federal Mediation and Conciliation Service (FMCS) requests comments on a proposed request for Office of Management and Budget (OMB) to approve an FMCS online customer survey. This survey is to evaluate the impact of FMCS' relationship-development and training programs (RDTs), the impact of the training program on the relationship between labor and management, and the impact of the training on the workplace. The survey will be voluntary and will be administered online, to randomly selected private sector employers and their corresponding unions. The survey asks 10 questions about FMCS-provided RDT programs. In accordance with the Paperwork Reduction Act of 1995, 44 U.S.C. 3506(c)(2)(A), FMCS invites the public to comment on this proposed information collection. The FMCS will consider all comments received in response to this notice before requesting approval of this collection of information from the Office of Management and Budget.

Notice is hereby given that the staff of the Nuclear Regulatory Commission (NRC) has prepared a model safety evaluation (SE) relating to changes in Combustion Engineering (CE) plant required action end state requirements in technical specifications (TS). The NRC staff has also prepared a model no-significant-hazards-consideration (NSHC) determination relating to this matter. The purpose of these models is to permit the NRC to efficiently process amendments that propose to adopt technical specifications changes, designated as TSTF- 422, related to Topical Report CE NPSD-1186, Rev. 00, ``Technical Justification for the Risk Informed Modification to Selected Required Action End States for CEOG PWRs,'' which was approved by an NRC SE dated July 17, 2001. Licensees of CE nuclear power reactors to which the models apply could then request amendments, confirming the applicability of the SE and NSHC determination to their reactors. The NRC staff is requesting comment on the model SE and model NSHC determination prior to announcing their availability for referencing in license amendment applications.

The purpose of this model is to permit the NRC to efficiently process amendments that propose to modify requirements by adding to the TS a limiting condition for operation (LCO) 3.0.8 that provides a delay time for entering a supported system TS when the inoperability is due solely to an inoperable snubber, if risk is assessed and managed, as generically approved by this notice. On April 6, 2005, the Committee received a request from the American Manufacturing Trade Action Coalition, the National Council of Textile Organizations, the National Textile Association, and UNITE HERE requesting that the Committee limit imports from China of man-made fiber trousers (Category 647/648). They request that a textile and apparel safeguard action, as provided for in the Report of the Working Party on the Accession of China to the World Trade Organization (the Accession Agreement), be taken on imports of such man-made fiber trousers. The Committee hereby solicits public comments on this request, in particular with regard to whether imports from China of such man-made fiber trousers are, due to market disruption, threatening to impede the orderly development of trade in this product. Comments must be submitted by June 3, 2005 to the Chairman, Committee for the Implementation of Textile Agreements, Room 3001A, United States Department of Commerce, 14th and Constitution Avenue, N.W., Washington, D.C. 20230.
