Submission for OMB Review; National Human Trafficking Training and Technical Assistance Center (NHTTAC) Evaluation Package (OMB #0970-0519)
The Office on Trafficking of Persons (OTIP), Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS), is requesting renewal with revisions to the instruments previously approved for the National Human Trafficking Training and Technical Assistance Center (NHTTAC) Evaluation Package (Office of Management and Budget (OMB) #0970-0519, expiration 03/31/2023). Items were expanded to include measures related to specific skills, competencies, and knowledge and outcomes at the organizational and community levels, and the annual burden has increased for several forms.
Proposed Information Collection Activity; Operation Allies Welcome Afghan Supplement Survey (New Collection)
The Office of Refugee Resettlement (ORR), Administration for Children and Families (ACF), U.S. Department of Health and Human Services is proposing to collect data for a new Operation Allies Welcome (OAW) Afghan Supplement Survey.
Proposed Information Collection Activity; Personal Responsibility Education Program (PREP)-Extension
OPRE and the Family and Youth Services Bureau (FYSB) in ACF request an extension to a currently approved information collection of performance measures data for the PREP Program (OMB No. 0970-0497; expiration date: 06/30/2023). The purpose of the request is to (1) continue the ongoing data collection and submission of the performance measures by PREP grantees and (2) eliminate the requirement for grantees to aggregate participant survey data to the program level for submission.
Office of the Assistant Secretary for Children and Families, Administration on Children, Youth and Families; Statement of Organization, Functions, and Delegations of Authority
The Administration for Children and Families (ACF) has added a new office, the Office of Family Violence Prevention and Services, to the Office of the Assistant Secretary for Children and Families and transfers the functions of the Division of Family Violence Prevention and Services to this office. Within the Administration on Children, Youth and Families (ACYF), it renames the Office of Management Services to the Executive Office. Within the Family and Youth Services Bureau (FYSB), it renames the Division for Optimal Adolescent Development to the Division of Positive Youth Development and renames the Division of Evaluation, Data, and Policy to the Division of Data, Performance, and Policy. It also creates an Office of Budget in the Office of the Assistant Secretary for Children and Families.
Proposed Information Collection Activity; Monitoring and Compliance for Office of Refugee Resettlement Care Provider Facilities (Office of Management and Budget #: 0970-0564)
The Office of Refugee Resettlement (ORR), Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS), is inviting public comments on revisions to an approved information collection. The request will allow the Unaccompanied Children (UC) Program to enhance monitoring efforts at staff secure and long-term group home providers and influx care facilities that are not licensed by the state, as well as continue standard monitoring activities that ensure care provider facilities are in compliance with Federal and State laws and regulations, licensing and accreditation standards, ORR policies and procedures, and child welfare standards.
Proposed Information Collection Activity; Refugee Support Services Federal Financial Report (Standard Form-425); Supplemental Data Collection
The Administration for Children and Families (ACF) Office of Refugee Resettlement (ORR) plans to submit a generic information collection (GenIC) request under the umbrella generic: Generic Clearance for Financial Reports used for ACF Mandatory Grant Programs (0970-0510). This request is to include instructions for ORR Refugee Support Services grant recipients to provide supplemental financial information when submitting the already required Federal Financial Report (Standard Form (SF)-425), which is approved under Office of Management and Budget (OMB) number 4040-0014.

Proposed Information Collection Activity; National Child Abuse and Neglect Database System (Office of Management and Budget #0970-0424)
The Children's Bureau, the Administration for Children and Families (ACF), in the United States (U.S.) Department of Health and Human Services (HHS) is requesting a three-year extension of the National Child Abuse and Neglect Data System (NCANDS) collection (Office of Management and Budget (OMB) #0970-0424, expiration August 31, 2023). There are no changes requested to this data collection.
Proposed Information Collection Activity: Adoption and Foster Care Analysis and Reporting System (OMB #0970-0422)
The Children's Bureau, the Administration for Children and Families (ACF), in the U.S. Department of Health and Human Services (HHS) is requesting a three-year extension of the data information collection for the Adoption and Foster Care Analysis and Reporting System (AFCARS) that was implemented as part of the AFCARS final rule published in May 2020 (85 FR 28410). There are no proposed changes to the information collection published as the final rule in May 2020.
Proposed Information Collection Activity; United States Repatriation Program Forms (Office of Management and Budget#: 0970-0474)
The Administration for Children and Families (ACF) is proposing to collect information to support state planning, training, and exercise activities and training and technical assistance for the United States (U.S.) Repatriation Program through six new forms in addition to the currently approved forms.
Proposed Information Collection Activity: Child and Family Services Plan, Annual Progress and Services Report, and Annual Budget Expenses Request and Estimated Expenditures (CFS-101) (0970-0426)
The Administration for Children and Families (ACF) is requesting a three-year extension of the collection of information under the Child and Family Services Plan (CFSP), the Annual Progress and Services Report (APSR), and the Annual Budget Expenses Request and Estimated Expenditures (Child and Family Services (CFS)-101) collection (Office of Management and Budget (OMB) #0970-0426, expiration January 31, 2021). There are minor changes to the CFS-101 form but no changes to the burden hours.
Submission for OMB Review; National Communication System for Runaway and Homeless Youth, Currently Operated by the National Runaway Safeline (NRS) Data Collection (New Collection)
The Family and Youth Services Bureau's (FYSB) Runaway and Homeless Youth Division has a legislative requirement to fund a National Communication System, which is currently operated by the National Runaway Safeline (NRS). The NRS provides information, referral services, crisis intervention, and prevention resources to vulnerable youth at risk of running away and/or becoming homeless and their families or legal guardians at no cost. When necessary, the NRS refers runaway and homeless youth to shelters, counseling, medical assistance, and other vital services. The NRS collects information from all contacts with youth and adults connecting with the NRS (i.e., parents, family members, legal guardians, service providers) on a voluntary basis to inform crisis services and develop an annual report on the information collected during calls, chats, emails, and forum posts from young people who reached out to the NRS's crisis services.
Proposed Information Collection Activity; Office of Refugee Resettlement Unaccompanied Refugee Minors Program Application and Withdrawal of Application or Declination of Placement Form (OMB #0970-0550)
The Office of Refugee Resettlement (ORR) is requesting a three-year extension with revisions of the Unaccompanied Refugee Minors (URM) Program Application and Withdrawal of Application or Declination of Placement Form (OMB #0970-0550, expiration 08/31/2023). Proposed revisions include additional instructions, a small number of new questions, dropping a few questions, and rephrasing existing questions.
Proposed Information Collection Activity; Generic for Administration for Children and Families Program Monitoring Activities (Office of Management and Budget)
The Administration for Children and Families (ACF) intends to request from the Office of Management and Budget (OMB) an extension of approval for an umbrella generic clearance for information collections related to ACF program office monitoring activities. ACF programs promote the economic and social well-being of families, children, individuals, and communities. The Generic for ACF Program Monitoring Activities allows ACF program offices to collect standardized information from recipients that receive federal funds to ensure oversight, evaluation, support purposes, and stewardship of federal funds. There are no changes proposed to the terms of the generic. Burden estimates have been updated.
Submission for Office of Management and Budget Review; Next Generation of Enhanced Employment Strategies Project (OMB #0970-0545)
The Office of Planning, Research, and Evaluation (OPRE) within the Administration for Children and Families (ACF) is proposing an extension to the data collection activities conducted for the Next Generation of Enhanced Employment Strategies (NextGen) Project (Office of Management and Budget (OMB) #0970-0545). The project is rigorously evaluating innovative interventions to promote employment and economic security among low-income individuals with complex challenges. The project includes an experimental impact study, descriptive study, and cost study. This extension will allow additional time to conduct study intake, collect data from NextGen programs and staff, and conduct participant data collections. No changes are proposed to the data collection instruments.
