Data Breaches
This document establishes regulations to address data breaches regarding sensitive personal information that is processed or maintained by the Department of Veterans Affairs (VA). The regulations implement certain provisions of Title IX of the Veterans Benefits, Health Care, and Information Technology Act of 2006, which require promulgation of these regulations as an interim final rule.
Magnuson-Stevens Fishery Conservation and Management Act Provisions; Fisheries of the Northeastern United States; Northeast (NE) Multispecies Fishery; Closure of the Eastern U.S./Canada Area
NMFS announces a temporary closure of the Eastern U.S./Canada Area to limited access NE multispecies days-at-sea (DAS) vessels. Based upon Vessel Monitoring System (VMS) reports and other available information, the Administrator, Northeast Region, NMFS (Regional Administrator) has projected that 100 percent of the total allowable catch (TAC) of Georges Bank (GB) cod allocated to be harvested from the Eastern U.S./Canada Area would be harvested by July 12, 2007, if current catch rates continue. This action is being taken to prevent the 2007 TAC for GB cod in the Eastern U.S./Canada Area from being exceeded during the 2007 fishing year, and to minimize the impacts of discards of undersized haddock, in accordance with the regulations implemented under Amendment 13 to the NE Multispecies Fishery Management Plan (FMP) and the Magnuson-Stevens Fishery Conservation and Management Act. This area will be reopened at a later date during the 2007 fishing year to provide access to the shared U.S./Canada Stocks of cod, haddock, and yellowtail flounder, if NMFS determines that the area can be reopened without exceeding the GB cod TAC for the 2007 fishing year.
Notice of Proposed Change to Section IV of the Virginia State Technical Guide
It has been determined by the NRCS State Conservationist for Virginia that changes must be made in the NRCS State Technical Guide specifically in practice standard: 382, Fence. This practice will be used to plan and install conservation practices on cropland, pastureland, woodland, and wildlife land.
Del Norte County Resource Advisory Committee
The Del Norte County Resource Advisory Committee (RAC) will meet on June 26, 2007 in Crescent City, California. The purpose of the meeting is to discuss the project submission and selection process for Title II proposals submitted under Public Law 106-393, H.R. 2389, the Secure Rural Schools and Community Self-Determination Act of 2000, also called the ``Payments to States'' Act.
Deschutes Provincial Advisory Committee (DPAC)
The Deschutes Provincial Advisory Committee will meet on July 11, 2007, starting at 8 a.m. at the Deschutes National Forest Supervisor's Office at 1001 SW. Emkay Drive, Bend, Oregon, for a field trip to the Bend-Ft. Rock and Crescent Ranger Districts. The purpose of the trip is to monitor the Dilman and Five Buttes Projects to obtain feedback from members. The trip is scheduled to end at 5 p.m. in Bend. All Deschutes Province Advisory Committee Meetings are open to the public and an open public forum is scheduled from 3 to 3:30 p.m.
Canyons of the Ancients National Monument Advisory Committee; Notice of Renewal
This notice is published in accordance with Section 9(a)(2) of the Federal Advisory Committee Act of 1972, Public Law 92-463. Notice is hereby given that the Secretary of the Interior (Secretary) has renewed the BLM's Canyons of the Ancients National Monument Advisory Committee. The purpose of the Committee is to provide counsel and advice to the Secretary through the BLM concerning development and implementation of a management plan developed in accordance with the Federal Land Policy and Management Act of 1976, for public lands within the Canyons of the Ancients National Monument.
Settlement Land Transfers: Pueblo de San Ildefonso and Los Alamos County, Sante Fe National Forest, Los Alamos County/Rio Arriba/Santa Fe County, NM
The U.S. Forest Service (FS) will prepare an environmental impact statement (EIS) on a proposed action that implements certain aspects of the Pueblo de San Ildefonso Claims Settlement Act of 2005 (Pub. L. 109-286). Portions of the Act considered in this analysis include mandated transfer of certain National Forest System lands to the Pueblo de San Ildefonso (about 7,058 acres), the Pueblo of Santa Clara (about 740 acres), and Los Alamos County (about 631 acres). Lands would be conveyed in exchange for an appraised monetary value. The legislation also requires the Forest Service to offer for purchase six parcels of National Forest System lands to Los Alamos County near the community (totaling about 324 acres), and to reconstruct Forest Road (FR) 416v to a high-clearance, Level 2 standard. Although these proposed actions have been mandated by the Act, the Santa Fe National Forest will conduct a National Environmental Policy Act environmental analysis to disclose the impacts of these actions, and to fully describe any discretionary actions that may also be included as part of the land transfers called for in the Act. Medicare and Medicaid Programs; Quarterly Listing of Program Issuances-January Through March 2007
This notice lists CMS manual instructions, substantive and interpretive regulations, and other Federal Register notices that were published from January 2007 through March 2007, relating to the Medicare and Medicaid programs. This notice provides information on national coverage determinations (NCDs) affecting specific medical and health care services under Medicare. Additionally, this notice identifies certain devices with investigational device exemption (IDE) numbers approved by the Food and Drug Administration (FDA) that potentially may be covered under Medicare. This notice also includes listings of all approval numbers from the Office of Management and Budget for collections of information in CMS regulations and a list of Medicare-approved carotid stent facilities. Included in this notice is a list of the American College of Cardiology's National Cardiovascular Data registry sites, active CMS coverage-related guidance documents, and special one-time notices regarding national coverage provisions. Also included in this notice is a list of National Oncologic Positron Emissions Tomography Registry sites, a list of Medicare-approved ventricular assist device (destination therapy) facilities, a list of Medicare-approved lung volume reduction surgery facilities, a list of Medicare-approved clinical trials for fluorodeoxyglucose positron emissions tomography for dementia, and a list of Medicare-approved bariatric surgery facilities. Section 1871(c) of the Social Security Act requires that we publish a list of Medicare issuances in the Federal Register at least every 3 months. Although we are not mandated to do so by statute, for the sake of completeness of the listing, and to foster more open and transparent collaboration efforts, we are also including all Medicaid issuances and Medicare and Medicaid substantive and interpretive regulations (proposed and final) published during this 3-month time frame.
