Turnbull National Wildlife Refuge
The Fish and Wildlife Service (Service) has completed a Comprehensive Conservation Plan (CCP) and Finding of No Significant Impact (FONSI) for the Turnbull National Wildlife Refuge (Refuge). The CCP was developed to provide a foundation for the management and use of the Refuge. The Service is furnishing this notice to advise other agencies and the public of the availability of the CCP and FONSI, and the decision to implement Alternative 3 as described in the CCP. The Service's Regional Director for the Pacific Region selected Alternative 3 for managing the Refuge for the next 15 years. Changes to Refuge management include: Addition of an elk hunting program, addition of a youth waterfowl hunt, expansion of the Refuge, and expansion of the interpretive, environmental education, wildlife viewing, and wildlife photography facilities and programs.
Office of Job Corps; Advisory Committee on Job Corps; Meeting
The Advisory Committee on Job Corps (ACJC) was established in accordance with the provisions of the Workforce Investment Act, 29 U.S.C. 2895, and the Federal Advisory Committee Act on August 22, 2006 (71 FR 48949). The Committee was established to advance Job Corps' new vision for student achievement aimed at 21st century high-growth employment. This Committee will also evaluate Job Corps program characteristics, including its purpose, goals, and effectiveness, efficiency, and performance measures in order to address the critical issues facing the provision of job training and education to the youth population that it serves. The Committee may provide other advice and recommendations with regard to identifying and overcoming problems, planning program or center development or strengthening relations between Job Corps and agencies, institutions, or groups engaged in related activities.

Notice of Availability of the Decision Notice and Finding of No Significant Impact for Ute Tribe Fish Hatchery Construction in Utah
The Utah Reclamation Mitigation and Conservation Commission (Mitigation Commission) and the Ute Tribe have prepared an Environmental Assessment (EA) to determine the effects of construction of a Ute Tribe Fish Hatchery to be located at Big Springs and Youth Camp in Duchesne County, Utah. After considering public comments and analyzing environmental effects, the proposed action was selected, which provides for the construction, operation and maintenance of the Ute Tribe Hatchery. The Proposed Action consists of: developing the water supply and internal water delivery systems, hatchery building, fish rearing units, staff housing and power supply. The facility is located on approximately 4 acres on the Uintah and Ouray Indian Reservation. Construction of the Ute Tribe Fish Hatchery will allow the Tribe to meet its fishery long-term stocking needs and management objectives for providing cold-water sport fishing opportunities and Colorado River cutthroat trout conservation. Under the Proposed Action, annual production of the facility will be approximately 16,000 pounds, at a total estimated cost of $3 million. Based on information contained in the EA and supporting documentation, a Finding of No Significant Impact was made on the Proposed Action, as it would not significantly affect the quality of human environment, within the meaning of the National Environment Policy Act. In addition, specific issues would be addressed as follows: facility design will be coordinated with Tribal Elders to avoid impacts to the culturally important site at Big Springs; water quality issues will be addressed through compliance with a pertinent discharge permit; a wetland mitigation plan will be coordinated with the U.S. Army Corps of Engineers for estimated wetland impacts; and appropriate measures will be designed to avoid adverse impacts to raptors will be implemented.

Proposed Information Collection; Comment Request
The Corporation for National and Community Service (hereinafter the ``Corporation''), as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) (44 U.S.C. 3506(c)(2)(A)). This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirement on respondents can be properly assessed. Currently, the Corporation is soliciting comments concerning its proposed national survey of K-12 schools on policies and supports for community service and service-learning. Construction Records for Rigging Equipment; Extension of the Office of Management and Budget's (OMB) Approval of Information Collection (Paperwork) Requirements
OSHA solicits public comment concerning its proposal to extend OMB approval of the information collection requirements contained in paragraphs (b)(1), (b)(6)(i), (b)(6)(ii), (c)(15)(ii), (e)(1)(i), (ii), and (iii) and (f)(2) of the Rigging Equipment for Construction Standard (29 CFR 1926.251). These paragraphs require affixing identification tags or markings on rigging equipment, developing and maintaining inspection records, and retaining proof-testing certificates.
Medicare Program; Meeting of the Medicare Evidence Development & Coverage Advisory Committee-(MedCAC)
This notice announces a public meeting of the Medicare Evidence Development and Coverage Advisory Committee (MedCAC) (Committee). Among other things, the Committee provides advice and recommendations about whether scientific evidence is adequate to determine whether certain medical items and services are reasonable and necessary under the Medicare statute. This meeting will consider the evidence on the diagnostic criteria for obstructive sleep apnea (OSA) in Medicare beneficiaries who may be candidates for continuous positive airway pressure (CPAP) therapy and alternatives to facility-based polysomnography (PSG) in the diagnosis of OSA, including home sleep testing devices and clinical diagnosis without the use of sleep testing. This meeting is given under the Federal Advisory Committee Act (5 U.S.C. App. 2, section 10(a)).
Maintenance of Books, Records and Reports by Traders
Commission Regulation 18.05 requires that a person holding or controlling a futures or option position in a commodity above a certain level (reportable position) on a designated contract market or registered derivatives transaction execution facility (reporting markets) must retain books and records and make available to the Commission upon request any pertinent information with respect to other positions, transactions or activities in the commodity in which the trader has a reportable position. The Commission is proposing to amend Regulation 18.05 in two respects: To make it explicit that persons holding or controlling reportable positions on a reporting market must retain books and records and make available to the Commission upon request any pertinent information with respect to all other positions and transactions in the commodity in which the trader has a reportable position, including positions held or controlled or transactions executed over-the-counter and/or pursuant to Sections 2(d), 2(g) or 2(h)(1)-(2) of the Commodity Exchange Act (Act) or Part 35 of the Commission's regulations, on exempt commercial markets operating pursuant to Sections 2(h)(3)-(5) of the Act, on exempt boards of trade operating pursuant to Section 5d of the Act, and on foreign boards of trade (hereinafter referred to collectively as non-reporting transactions); and to make the regulation clearer and more complete with respect to hedging activity. The purpose of the amendments is to enhance the Commission's ability to deter and prevent price manipulation or any other disruptions to the integrity of the regulated futures markets, to ensure the avoidance of systemic risk, and to clarify the meaning of the regulation.
Fresh Garlic from the People's Republic of China: Final Results and Partial Rescission of the Eleventh Administrative Review and New Shipper Reviews
On December 11, 2006, the Department of Commerce (``the Department'') published the Preliminary Results of the administrative review and new shipper review of fresh garlic from the People's Republic of China (``PRC''), covering the period November 1, 2004, through October 31, 2005. See Fresh Garlic from the People's Republic of China: Partial Rescission and Preliminary Results of the Eleventh Administrative Review and New Shipper Reviews, 71 FR 71510 (December 11, 2006) (``Preliminary Results''). The period of review (``POR'') is November 1, 2004, through October 31, 2005. Based on our analysis of the comments received, we have made certain changes to our calculations. The final dumping margins for these reviews are listed in the ``Final Results of the Reviews'' section below.
Special Calls
The Commodity Futures Trading Commission (``Commission'') is proposing to amend Part 21 of its regulations relating to special calls for information. The proposed amendments would: add to the types of information specified in Sec. 21.02, which must be furnished upon special call, information regarding exchanges of futures for physical commodities or for derivatives positions, and information regarding delivery notices issued and stopped; and delegate to the Director of the Division of Market Oversight and the Director's delegatees, the ability to issue special calls pursuant to sections 21.01 and 21.02.
Federal Motor Vehicle Safety Standards; Electronic Stability Control Systems; Correction
In April 2007, the agency published a final rule establishing a new Federal motor vehicle safety standard on electronic stability control (ESC) systems for light vehicles. As part of that rulemaking, the final rule notice stated that NHTSA had decided to defer the standard's requirements related to the ESC telltales and controls until the end of the phase-in period (i.e., until September 1, 2011). Accordingly, most of the paragraphs containing ESC telltale and control requirements were prefaced with the phrase ``as of September 1, 2011.'' However, that phrase was inadvertently omitted from two of the paragraphs setting forth ESC telltale and control requirements. These amendments correct this administrative error by adding the phrase ``as of September 1, 2011'' to those paragraphs.

Airworthiness Directives; Eclipse Aviation Corporation Model EA500 Airplanes
The FAA is adopting a new airworthiness directive (AD) for all Eclipse Aviation Corporation (Eclipse) Model EA500 airplanes. This AD requires you to incorporate information into the Limitations section of the airplane flight manual (AFM) that will require operation only in day visual flight rules (VFR), allow only a VFR flight plan, and maintain operation with two pilots. This AD is being issued because of three instances of loss of primary airspeed indication due to freezing condensation within the pitot system. The loss of air pressure in the pitot system could cause the stall warning to become unreliable and the stick pusher, overspeed warning, and autopilot to not function. The concern is heightened by the aerodynamic characteristics of the Eclipse Model EA500 airplane, which relies on the stall warning and the stick pusher to alert the pilot prior to the loss of aircraft control. The standby airspeed is reliable and not affected by this failure mode. A temporary AFM revision prohibits operation in instrument meteorological conditions (IMC), requires two pilots, and limits the airspeed and altitude envelope if the event occurs in flight. The AFM limitations and FAA operational rules allow Model EA500 flight crews to file an instrument flight rule (IFR) flight plan even though the airplane is not approved for flight in IMC. This potentially causes an undue workload burden and confusion when the pilot has to refuse any instructions that take them into IMC. We are issuing this AD to prevent an unsafe condition when Air Traffic Control's (ATC's) ability to maintain traffic separation is compromised because an airplane on an IFR flight plan cannot accept a flight plan into IMC.

This regulation establishes tolerances for combined residues of thiamethoxam and its metabolite (CGA-322704) in or on artichoke, globe; caneberry subgroup 13-A, hop, dried cones; grape; grape, raisin; brassica, head and stem, subgroup 5-A; brassica, leafy greens, subgroup 5-B; vegetable, leafy, except brassica group 4. Additionally, tolerance levels for barley, grain; barley, hay and barley, straw will be amended. Interregional Research Project Number 4 (IR-4) and Syngenta Crop Protection Inc. requested these tolerances under the Federal Food, Drug, and Cosmetic Act (FFDCA).
