If the final results remain the same as these preliminary results, we will instruct U.S. Customs and Border Protection to assess countervailing duties as detailed in the ``Preliminary Results of Reviews'' section of this notice. Interested parties are invited to comment on these preliminary results (see the ``Public Comment'' section of this notice).
Rates for Pilotage on the Great Lakes

In response to requests from respondent Ta Chen Stainless Pipe Co., Ltd. (Ta Chen) and from petitioners Flowline Division of Markovitz Enterprises, Inc. (Flowline Division), Gerlin, Inc., Shaw Alloy Piping Products, Inc., and Taylor Forge Stainless, Inc., (collectively, petitioners), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain stainless steel butt-weld pipe fittings (pipe fittings) from Taiwan. Petitioners requested that the Department conduct the administrative review for Ta Chen, Liang Feng Stainless Steel Fitting Co., Ltd. (Liang Feng), Tru-Flow Industrial Co., Ltd. (Tru-Flow), Censor International Corporation (Censor), and PFP Taiwan Co., Ltd. (PFP). With regard to Ta Chen, we preliminarily determine that sales have been made below normal value (NV). On September 1, 2005, Tru-Flow, Liang Feng, Censor, and PFP certified that they had no sales or shipments of subject merchandise to the United States during the period of review (POR). Based on Tru-Flow's, Liang Feng's, Censor's, and PFP's certified statements and on information from U.S. Customs and Border Protection (CBP) indicating that these companies had no shipments to the United States of the subject merchandise during the POR, we hereby give notice that we intend to rescind the review regarding these four companies. For a full discussion of the intent to rescind with respect to Liang Feng, Tru-Flow, Censor and PFP, see the ``Notice of Intent to Rescind in Part'' section of this notice. If these preliminary results of review of Ta Chen's sales are adopted in the final results, we will instruct CBP to assess antidumping duties on appropriate entries based on the difference between the constructed export price (CEP) and the NV. Interested parties are invited to comment on these preliminary results. Parties who submit comments in this proceeding are requested to submit with the argument: (1) A statement of the issues, (2) a brief summary of the argument, and (3) a table of authorities.

In response to a request from a domestic interested party, Nucor Corporation (Nucor), the Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on certain hot-rolled carbon steel flat products (hot-rolled steel) from Brazil. This review covers two manufacturer/exporters of the subject merchandise, Companhia Siderurgica Nacional (CSN) and Companhia Siderurgica de Tubarao (CST). The Department is now rescinding this review based on record evidence indicating that the respondents had no entries of subject merchandise during the period of review (POR). The POR is March 1, 2005, through February 28, 2006.

The extension is necessary to complete collection of baseline data on the economic, social, and cultural contributions of livestock owners in northern New Mexico. The information provided by this study will help the Forest Service administer grazing permits more effectively to better meet the needs of grazing permittees in northern New Mexico. EPA is proposing to approve a redesignation request and a State Implementation Plan (SIP) revision for the Huntington portion of the Huntington-Ashland, WV-KY (herein referred to as the ``Huntington- Ashland area'') interstate area from nonattainment to attainment of the 8-hour ozone National Ambient Air Quality Standard (NAAQS). The West Virginia Department of Environmental Protection (WVDEP) is requesting that the Cabell and Wayne County, West Virginia (Huntington) portion of the Huntington-Ashland area be redesignated as attainment for the 8- hour ozone NAAQS. The interstate Huntington-Ashland 8-hour ozone nonattainment area is comprised of three counties (Cabell and Wayne Counties, West Virginia and Boyd County, Kentucky). EPA is proposing to approve the ozone redesignation request for the Huntington portion of the Huntington-Ashland area. In conjunction with its redesignation request, the WVDEP submitted a SIP revision consisting of a maintenance plan for Huntington that provides for continued attainment of the 8- hour ozone NAAQS for the next 12 years. EPA is proposing to make a determination that Huntington has attained the 8-hour ozone NAAQS based upon three years of complete, quality-assured ambient air quality ozone monitoring data for 2003-2005. EPA's proposed approval of the 8-hour ozone redesignation request is based on its determination that Huntington has met the criteria for redesignation to attainment specified in the Clean Air Act (CAA). EPA is providing information on the status of its adequacy determination for the motor vehicle emission budgets (MVEBs) that are identified in the Huntington maintenance plan for purposes of transportation conformity, and is also proposing to approve those MVEBs. EPA is proposing approval of the redesignation request and of the maintenance plan revision to the West Virginia SIP in accordance with the requirements of the CAA.

The FAA proposes to adopt a new airworthiness directive (AD) for all BAE Systems (Operations) Limited Model BAe 146 airplanes. This proposed AD would require inspecting the three-phase circuit breakers and three-phase circuit breaker panels for discrepancies; and fixing any discrepancy and replacing unserviceable units with new units, if necessary. This proposed AD results from reports of three-phase circuit breakers overheating on in-service airplanes. We are proposing this AD to prevent failure of a three-phase circuit breaker. Such failure could prevent an electrical load from being isolated from its electrical supply, which could result in smoke or fire in the flight deck.

The FAA proposes to adopt a new airworthiness directive (AD) for certain Boeing Model 737-300, -400, -500, -600, -700, -800 and -900 series airplanes; and Model 757-200 and -300 series airplanes. This proposed AD would require modifying the activation mechanism in the chemical oxygen generator of each passenger service unit (PSU). This proposed AD results from several reports indicating that some chemical oxygen generators failed to activate during in-flight decompression events. These failures were due to fracture of components between the passenger oxygen mask and the release pin in the oxygen generator. We are proposing this AD to prevent failure of the activation mechanism of the chemical oxygen generator, which could result in the unavailability of supplemental oxygen and possible incapacitation of passengers and cabin crew during an in-flight decompression.
Airworthiness Directives; Boeing Model 757-200 and -300 Series Airplanes

The FAA proposes to adopt a new airworthiness directive (AD) for certain Boeing Model 757-200 and -300 series airplanes. This proposed AD would require changes to existing wiring; installation of new circuit breakers, relays, relay connectors, and wiring; and replacement of certain circuit breakers with higher-rated circuit breakers. For certain airplanes, this proposed AD also requires modification of wiring of the control module assembly for the electrical systems. This proposed AD results from an in-flight entertainment (IFE) systems review. We are proposing this AD to ensure that the flightcrew is able to turn off electrical power to the IFE system through utility bus switches in the flight compartment. The flightcrew's inability to turn off power to the IFE system during a non-normal or emergency situation could result in the inability to control smoke or fumes in the airplane flight deck or cabin.

The FAA proposes to revise an existing airworthiness directive (AD) that applies to certain Boeing Model 747-100, 747-100B, 747-100B SUD, 747-200B, 747-300, 747-400, 747-400D, and 747SR series airplanes. The existing AD currently requires repetitive inspections to detect cracking of certain lower lobe fuselage frames, and repair if necessary. This proposed AD would specify appropriate service information for certain corrective actions. This proposed AD results from reports indicating that fatigue cracks were found in lower lobe frames on the left side of the fuselage. We are proposing this AD to detect and correct fatigue cracking of certain lower lobe fuselage frames, which could lead to fatigue cracks in the fuselage skin, and consequent rapid decompression of the airplane.

The plat and field notes, of the dependent resurvey in Section 9, Township 12 South, Range 71 West, Sixth Principal Meridian, Colorado, was requested by the Land Surveyor, Pike and San Isabel National Forests, in order to identify National Forest in conjunction with the Hayman Fire Rehabilitation Project, and was accepted on May 18, 2006. The plat and field notes of the dependent resurvey and survey, in Section 18, Township 33 North, Range 7 West, New Mexico Principal Meridian, Colorado, was requested by the Southern Ute Indian Tribe, in order to identify a portion of the mineral estate of Southern Ute tribal trust lands, and was accepted on June 13, 2006. The plat, of the entire record, of the dependent resurvey and survey, in Township 1 South, Range 72 West, and the plat (in two sheets) and field notes, of the dependent resurvey and survey in Township 1 North, Range 72 West, Sixth Principal Meridian, Colorado, was requested by the Land Surveyor, Arapaho and Roosevelt National Forest, in order to locate certain forest service boundaries that pertain to fuel reduction projects in the James Creek area, and were accepted on June 19, 2006. The plat and field notes, of the dependent resurvey in Sections 11 and 14, Township 11 South, Range 69 West, Sixth Principal Meridian, Colorado, was requested by the Land Surveyor, Pike and San Isabel National Forests, in order to identify National Forest boundaries for proposed fuel reduction areas in the Manitou Experimental Forest, and was accepted on June 26, 2006. The plat and field notes, of the dependent resurveys and surveys, in Township 8 North, Range 95 West, Sixth Principal Meridian, Colorado, was requested, dated April 18, 2005, by the Little Snake Field Office, Craig, Colorado, in order to identify Public Land boundaries, and was accepted on June 26, 2006.

The regulations reflect changes to the law made by the Taxpayer Relief Act of 1997 (1997 Act). The final regulations will affect attorneys who receive payments of gross proceeds on behalf of their clients and will affect certain payors (for example, defendants in lawsuits and their insurance companies and agents) that, in the course of their trades or businesses, make payments to these attorneys.

Three comments were received supporting the concept of a national registry of qualified medical examiners, but none specifically addressed the information collection process.

Persons and vessels are prohibited from entering into, transiting through, or anchoring within this safety zone unless authorized by the Captain of the Port, or his designated representative.
