TVA published a record of decision (ROD) for the Final Supplemental Environmental Impact Statement for a Single Nuclear Unit at the Bellefonte Plant Site (final SEIS) on September 9, 2010. The location of the proposed nuclear plant site was stated incorrectly in the heading of the ROD. TVA prepared the final SEIS to update the extensive environmental information and analyses that exist respecting the Bellefonte site and the construction and operation of a nuclear power plant on that site. The ROD documents the August 20, 2010, TVA Board of Directors' (TVA Board) approval to spend $248 million for engineering, design, and licensing activities needed to maintain Unit 1 as a viable alternative to meet the projected need for base load generation on the TVA system in 2018-2020. Bellefonte Unit 1 is a partially completed 1,260-megawatt Babcock and Wilcox-designed pressurized light water reactor. It is anticipated that the TVA Board will be asked to approve completion and operation of Unit 1 next year, depending on the results of a new TVA Integrated Resource Plan, which is scheduled for completion in spring 2011.

This notice is provided in accordance with the Council on Environmental Quality's regulations (40 CFR parts 1500 to 1508) and TVA's procedures for implementing the National Environmental Policy Act (NEPA). A notice of availability (NOA) of the Final Supplemental Environmental Impact Statement for a Single Nuclear Unit at the Bellefonte Plant Site (final SEIS) was published in the Federal Register on May 21, 2010. TVA prepared the final SEIS to update the extensive environmental information and analyses that exist respecting the Bellefonte site and the construction and operation of a nuclear power plant on that site. On August 20, 2010, the TVA Board of Directors (TVA Board) approved the expenditure of $248 million for additional engineering, design, and licensing activities, as well as the procurement of long lead-time components for the partially complete Bellefonte Unit 1. This decision will help maintain Unit 1 as a viable alternative to meet the projected need for base load generation on the TVA system in 2018-2020. Bellefonte Unit 1 is a 1,260-megawatt (MW) Babcock and Wilcox (B&W) -designed pressurized light water reactor. TVA has prepared the Northeastern Tributary Reservoirs Land Management Plan (NTRLMP) for the 4,933 acres of TVA-managed public land on Beaver Creek, Clear Creek, Boone, Fort Patrick Henry, South Holston, Watauga, and Wilbur reservoirs in northeast Tennessee and southwest Virginia. On June 10, 2010, the TVA Board of Directors (TVA Board) approved the NTRLMP, implementing the preferred alternative (Alternative C, Modified Proposed Land Use Alternative) identified in the final environmental impact statement (FEIS). Under the plan adopted by the TVA Board, TVA-managed public land on the seven tributary reservoirs has been allocated into broad use categories or ``zones'', including Project Operations (Zone 2), Sensitive Resource Management (Zone 3), Natural Resource Conservation (Zone 4), Industrial (Zone 5), Developed Recreation (Zone 6), and Shoreline Access (Zone 7). Zone 1 is applied to reservoir lands that TVA does not own in fee, typically flowage easements, which are not included in the land planning process. Allocations to zones 2 through 7 were made in a manner consistent with TVA's 2006 Land Policy.

By a Notice in the Federal Register (73 FR 76736, December 16, 2008), the Tennessee Valley Authority (TVA) initially requested comments on certain standards that TVA is considering adopting for itself and the distributors of TVA power pertaining to certain energy efficiency and Smart Grid standards. The standards being considered are Integrated Resource Planning, Rate Design Modifications to Promote Energy Efficiency Investments, Consideration of Smart Grid Investments, and Smart Grid Information listed in section 111(d) of the Public Utility Regulatory Policies Act of 1978 (Pub. L. 95-617) as amended by the Energy Independence and Security Act of 2007 (Pub. L. 110-140). TVA staff has developed a report that reviews each standard and makes a preliminary recommendation with respect to each standard. TVA has posted the report on the TVA Web site (https://www.tva.com/purpa). The standards will be considered on the basis of their effect on conservation of energy, efficient use of facilities and resources, equity among electric consumers, and the objectives of the Tennessee Valley Authority Act. As part of the process of considering the standards, comments are requested from the public on the TVA staff report. TVA is also extending the comment period on the standards themselves, which are set out below.

TVA is removing a routine use from TVA-2, Personnel Files, TVA-9, Health Records, and TVA-11, Payroll Records. TVA is revising the routine uses for TVA-5, Discrimination Complaint Files, and TVA-26, Retirement System Records. TVA is also correcting minor typographical and stylistic errors in previously existing notices and has updated those notices to reflect current organizational structure. Also, updates are being made to show any changes to system locations; managers and addresses; categories of individuals and records; procedures and practices for storing, retrieving, accessing, retaining, and disposing of records.

The TVA Regional Resource Stewardship Council (RRSC) will hold a meeting on October 9 and October 10, 2008, to obtain views and advice on the topic of TVA's Commercial and Dispersed Recreation Strategy and its Violations & Encroachments Strategy. The RRSC was established to advise TVA on its natural resource stewardship activities. Notice of this meeting is given under the Federal Advisory Committee Act, 5 U.S.C. App. 2, (FACA). This notice is provided in accordance with the Council on Environmental Quality's regulations (40 CFR parts 1500 to 1508) and TVA's procedures implementing the National Environmental Policy Act. TVA has decided to implement the preferred alternative identified in its Final Environmental Impact Statement (EIS), Rutherford-Williamson- Davidson Power Supply Improvement Project. In implementing Alternative 2, TVA has decided to construct and operate the new 500-kV Rutherford Substation, the 27-mile 500-kV transmission line between TVAs 500-kV Maury Substation and the new Rutherford Substation, the new 9-mile 161-kV transmission line between the new Rutherford Substation and Middle Tennessee Electric Membership Corporations (MTEMC) Almaville Substation, and the new 15-mile 161-kV transmission line between the new Rutherford Substation and MTEMCs Christiana Substation.
