As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act of 1995 (PRA), the Federal Communications Commission (FCC or Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collections. Comments are requested concerning: Whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid Office of Management and Budget (OMB) control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid OMB control number.

The U.S. Nuclear Regulatory Commission (NRC) has issued Subsequent Renewed Facility Operating Licenses Nos. DPR-44 and DPR-56 to Exelon Generation Company, LLC and PSEG Nuclear, LLC (Exelon, PSEG, or the licensees), for Peach Bottom Atomic Power Station, Units 2 and 3, respectively. In addition, the NRC has prepared a record of decision (ROD) that supports the NRC's decision to issue Subsequent Renewed Facility Operating License Nos. DPR-44 and DPR-56.

Notice is hereby given that the U.S. International Trade Commission (``the Commission'') has determined to find a violation of section 337. Specifically, the Commission has determined to affirm in part, reverse in part, and modify in part both an initial determination (``ID'') and a remand initial determination (``RID'') of the presiding administrative law judge (``ALJ''). The Commission has issued a limited exclusion order (``LEO'') directed against infringing gas spring nailer products and components thereof of respondent Hitachi Koki U.S.A., Ltd. (``Hitachi'') of Braselton, Georgia and a cease and desist order (``CDO'') directed against Hitachi. The investigation is terminated.

The Advisory Committee on Criminal Rules will hold a meeting on May 5, 2020. The meeting will be open to public observation but not participation. Pursuant to the provisions of the Privacy Act of 1974, as amended, notice is hereby given that the Farm Credit Administration (FCA or Agency) is amending an existing system of records, FCA-1 Employee Attendance, Leave, and Payroll RecordsFCA. The Employee Attendance, Leave, and Payroll RecordsFCA system is used to prepare payroll, meet Government payroll recordkeeping and reporting requirements, prepare reports, and retrieve and supply payroll and leave information as required for Agency needs. The Agency is updating the notice to reflect changes to the system purpose, categories of individuals, include more details, and make administrative updates, as well as non-substantive changes, to conform to the SORN template requirements prescribed in the Office of Management and Budget (OMB) Circular No. A-108.

Pursuant to Executive Order 13891 and OMB Memorandum M-20-02, the Merit Systems Protection Board (MSPB) is noticing the March 3, 2020 launch of a single, searchable, indexed database containing all MSPB guidance documents currently in effect.

The Legal Services Corporation (LSC) is the national organization charged with administering Federal funds provided for civil legal services to low-income people. LSC is announcing the submission dates for applications to make subgrants of Basic Field Grant funds starting after March 1, 2020 but before January 1, 2021. LSC is also providing information about where applicants may locate subgrant application forms and directions for providing the information required in the application.

The Pension Benefit Guaranty Corporation (PBGC) intends to request that the Office of Management and Budget (OMB) extend approval, under the Paperwork Reduction Act, of a collection of information contained in its regulation on Liability for Termination of Single- Employer Plans (OMB control number 1212-0017; expires August 31, 2020). This notice informs the public of PBGC's intent and solicits public comment on the collection of information.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an Order approving the application filed by El Paso Electric Company (EPE) on August 13, 2019. The application seeks an NRC order consenting to the indirect transfer of EPE's possession-only non-operating interests in Renewed Facility Operating License Nos. NPF-41, NPF-51, and NPF-74 for the Palo Verde Nuclear Generating Station (Palo Verde), Units 1, 2, and 3, respectively, and the general license for the Palo Verde Independent Spent Fuel Storage Installation (ISFSI) (together, the Facility). No physical changes to the Facility or operational changes were proposed in the application.

The Board of Governors of the Federal Reserve System (``Board'') is amending Regulation D (Reserve Requirements of Depository Institutions) to revise the rate of interest paid on balances maintained to satisfy reserve balance requirements (``IORR'') and the rate of interest paid on excess balances (``IOER'') maintained at Federal Reserve Banks by or on behalf of eligible institutions. The final amendments specify that IORR is 1.10 percent and IOER is 1.10 percent, a 0.50 percentage point decrease from their prior levels. The amendments are intended to enhance the role of such rates of interest in maintaining the Federal funds rate in the target range established by the Federal Open Market Committee (``FOMC'' or ``Committee'').
