In accordance with Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Pub. L. 111-117), SEC is publishing this notice to advise the public of the availability of the FY2015 Service Contract Inventory (SCI) and the FY2014 SCI Analysis. The SCI provides information on FY2015 actions over $25,000 for service contracts. The inventory organizes the information by function to show how SEC distributes contracted resources throughout the agency. SEC developed the inventory per the guidance issued on November 5, 2011 by the Office of Management and Budget's Office of Federal Procurement Policy (OFPP). The Service Contract Inventory Analysis for FY2014 provides information based on the FY 2014 Inventory. The Corporation for National and Community Service (CNCS) has submitted a public information collection request (ICR) entitled Disability Accommodation Reimbursement Grant Request Form for review and approval in accordance with the Paperwork Reduction Act of 1995, Public Law 104-13, (44 U.S.C. The Commission is noticing a recent Postal Service filing concerning notice to enter into an additional Global Expedited Package Services 3 negotiated service agreement. This notice informs the public of the filing, invites public comment, and takes other administrative steps.

Following receipt of a request on March 30, 2016 from the United States Trade Representative (USTR), the U.S. International Trade Commission (Commission) instituted investigation No. 332-558, Nepal: Advice Concerning Whether Certain Textile and Apparel Articles Are Import Sensitive. The report will provide the advice requested by the USTR.

The United States Copyright Office has changed the location of the May 2 and 3, 2016 public roundtables on the section 512 study. The public roundtables in New York and California were originally announced in the Office's Notice of Inquiry on March 18, 2016. See 81 FR 14896. The May 2 and 3, 2016 public roundtables in New York will now be held in Room 506 of the Thurgood Marshall United States Courthouse, 40 Centre Street, New York, New York, 10007.

The U.S. Nuclear Regulatory Commission (NRC) is giving notice that Friends of the Earth (FOE or petitioner) filed a Petition to Intervene and Request for Hearing concerning Diablo Canyon Power Plant (DCPP) on August 26, 2014, asserting, in part, its concerns about DCPP's operational safety and ability to safely shut down in the event of a nearby earthquake. The Commission referred those concerns to the NRC's Executive Director for Operations (EDO) for consideration. The petitioner's requests are included in the SUPPLEMENTARY INFORMATION section of this document.

As part of its regular review of all its rules and guides, and in response to Congressional amendments to the Hobby Protection Act (``Hobby Act'' or ``Act''), the Federal Trade Commission (``Commission'') proposes to amend its Rules and Regulations Under the Hobby Protection Act (``Rules''), and seeks comment on its proposals.

The Commission hereby gives notice of the scheduling of full reviews pursuant to the Tariff Act of 1930 (``the Act'') to determine whether revocation of the antidumping duty orders on chlorinated isocyanurates from China and Spain would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. The Commission has determined to exercise its authority to extend the review period by up to 90 days.

As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501-3520), the Federal Communications Commission (FCC or Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collections. Comments are requested concerning: Whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid Office of Management and Budget (OMB) control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid OMB control number.

This notice lists the projects approved by rule by the Susquehanna River Basin Commission during the period set forth in ``DATES.''

The Federal Communications Commission initiates a rulemaking seeking public comment on how to apply the privacy requirements of the Communications Act to broadband Internet access service (BIAS). This Notice of Proposed Rulemaking (NPRM) focuses on transparency, choice, and data security, in a manner that is consistent with the Commission's history of protecting privacy, the Federal Trade Commission's leadership, and various sector-specific statutory approaches, tailored to the particular circumstances that consumers face when they use broadband networks and with an understanding of the particular nature and technologies underlying those networks. The NPRM would recognize that consumers cannot give their permission for the use of protected data unless relevant broadband provider practices are transparent. The NPRM proposes a framework to ensure that consumers; understand what data the broadband provider is collecting and what it does with that information; can decide how their information is used; and are protected against the unauthorized disclosure of their information. The NPRM also seeks comment on a number of closely-related questions.

The Small Business Administration (SBA) is publishing this notice to comply with requirements of the Paperwork Reduction Act (PRA) (44 U.S.C. Chapter 35), which requires agencies to submit proposed reporting and recordkeeping requirements to OMB for review and approval, and to publish a notice in the Federal Register notifying the public that the agency has made such a submission. This notice also allows an additional 30 days for public comments.

The U.S. Nuclear Regulatory Commission (NRC) reviewed an application by Pacific Gas and Electric (PG&E or the licensee) for amendment of Materials License No. SNM-2511, which authorizes the storage of spent nuclear fuel at the Diablo Canyon Independent Spent Fuel Storage Installation. The licensee requested the removal of preferential loading references from the Technical Specifications (TS). The licensee also requested that the NRC approve several editorial corrections to the TS to improve the readability and human factors usage of the TS.

In these documents, the Commission announces the release of specifications for data file formats and sample data files for the broadcast incentive auction's reverse auction (Auction 1001) and forward auction (Auction 1002). The Commission also announces the availability of updated file formats, a bid upload feature, and additional information related to impairment data downloads for Auction 1002. Finally, the Commission makes technical corrections to Appendix C and Appendix G of the Auction 1000 Application Procedures Public Notice (Auction 1000 Application Procedures Public Notice).
