The purpose of this workshop is to provide investigators with training and expertise in designing and conducting clinical trials in pediatric patients that will lead to appropriate labeling. The training course is intended to provide investigators with a clear understanding of some of the challenges of studying products in the pediatric population when the data are intended to be used to support product labeling, an overview of extrapolation as it relates to the pediatric population, a familiarity with FDA processes and timelines that are specific to pediatric product development, and an overview of ethically appropriate methods related to the design of clinical trials in the pediatric population.

The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-514 and 731-TA-1250 (Preliminary) under sections 703(a) and 733(a) of the Tariff Act of 1930 (19 U.S.C.'' 1671b(a) and 1673b(a)) (the Act) to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports from China of 53-foot domestic dry containers, provided for in subheading 8609.00.00 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States alleged to be subsidized by the Government of China and are alleged to be sold in the United States at less than fair value. Unless the Department of Commerce extends the time for initiation pursuant to sections 702(c)(1)(B) or 732(c)(1)(B) of the Act (19 U.S.C. '' 1671a(c)(1)(B) or 1673a(c)(1)(B)), the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by Monday, June 9, 2014. The Commission's views must be transmitted to Commerce within five business days thereafter, or by Monday, June 16, 2014. For further information concerning the conduct of these investigations and rules of general application, consult the Commission's Rules of Practice and Procedure, part 201, subparts A through E (19 CFR part 201), and part 207, subparts A and B (19 CFR part 207).

The Environmental Protection Agency (EPA) proposes to approve the State Implementation Plan (SIP) revisions submitted by the Commonwealth of Virginia. The revision consist of a revised Federally enforceable state operating permit containing terms and conditions for the control of volatile organic compound (VOC) emissions from the Mondel[emacr]z Global LLC, Inc. (Mondel[emacr]z)Richmond Bakery located in Henrico County, Virginia. This SIP revision establishes reasonably available control technology (RACT) for the control of VOC emissions from Mondel[emacr]zRichmond Bakery. In the Final Rules section of this Federal Register, EPA is approving the Commonwealth's SIP submittal as a direct final rule without prior proposal because the Agency views this as a noncontroversial submittal and anticipates no adverse comments. A more detailed description of the state submittal and EPA's evaluation is included in the notice of direct final rulemaking and the Technical Support Document (TSD) prepared in support of this rulemaking action. The TSD is available on www.regulations.gov under Docket ID No. EPA-R03-OAR-2014-0179. If no adverse comments are received in response to this action, no further activity is contemplated. If EPA receives adverse comments, the direct final rule will be withdrawn and all public comments received will be addressed in a subsequent final rule based on this proposed rule. EPA will not institute a second comment period. Any parties interested in commenting on this action should do so at this time.
