Morongo Transmission LLC; Notice of
Petition For Declaratory Order
Take notice that on April 17, 2014,
Morongo Transmission LLC (Morongo
Transmission), pursuant to section
207(a)(2) of the Federal Energy
Regulatory Commission’s (Commission)
Rules of Practice and Procedure, 18 CFR
385.207(a)(2), filed a petition for
declaratory order requesting that the
Commission approve a rate
methodology for Morongo Transmission
in connection with its participation in
the West of Devers Upgrade Project
being developed by South California
Edison Company (SCE), as more fully
described in the petition.
Any person desiring to intervene or to
protest this filing must file in
accordance with Rules 211 and 214 of
the Commission’s Rules of Practice and
Procedure (18 CFR 385.211, 385.214).
Protests will be considered by the
Commission in determining the
appropriate action to be taken, but will
not serve to make protestants parties to
the proceeding. Any person wishing to
become a party must file a notice of
intervention or motion to intervene, as
appropriate. Such notices, motions, or
protests must be filed on or before the
comment date. On or before the
comment date, it is not necessary to
serve motions to intervene or protests

ACTION: Notice of adequacy.
AGENCY:
In this notice, the
Environmental Protection Agency (EPA)
is notifying the public that EPA has
found that the motor vehicle emissions
budgets (MVEBs) in the District of
Columbia portion of the Metropolitan
Washington, DC, (DC–MD–VA) 1997
Fine Particulate (PM2.5) National
Ambient Air Quality Standard (NAAQS)
Nonattainment Area (hereafter, the
Washington Area) Maintenance Plan,
submitted as a State Implementation
Plan (SIP) revision by District of
Columbia Department of the
Environment (DDOE), are adequate for
transportation conformity purposes.
DATES: This finding is effective on May
14, 2014.

SUPPLEMENTARY INFORMATION: Today’s
notice is simply an announcement of a
finding that EPA has already made. EPA
Region III sent a letter to DDOE on
March 25, 2014, stating that EPA has
found that the MVEBs in the
Washington Area’s Maintenance Plan
for budget years 2017 and 2025,
submitted on June 3, 2013 by DDOE, are
adequate for transportation conformity
purposes. As a result of EPA’s finding,
the District of Columbia must use the
2017 and 2025 Tier 1 MVEBs shown in
Table 1 from the Washington Area’s
Maintenance Plan for future conformity
determinations for the 1997 PM2.5
NAAQS. The Tier 2 MVEBS shown in
Table 2 adds a twenty percent (20%)
transportation buffer to the mobile
