The operator of a food establishment shall ensure that food-contact surfaces are precleaned by

(1) scraping food debris over a waste disposal unit or garbage receptacle or removing in a warewashing machine with a prewash cycle; and

(2) preflushing, presoaking, or scrubbing with abrasives, if necessary for effective cleaning.
