Western Area Power Administration (WAPA) proposes new formula rates and revisions to the existing Energy Imbalance (EI) and Generator Imbalance (GI) rate schedules for the Central Valley Project (CVP). The new rates are associated with two events: Participation in the California Independent System Operator's (CAISO) Energy Imbalance Market (EIM) and aligning CVP's Sale of Surplus Products (SSP) with other WAPA regions.

Western Area Power Administration (WAPA) proposes to extend its existing transmission service rates for the Pacific Northwest- Pacific Southwest Intertie Project (Intertie) through September 30, 2023. The proposed rates are unchanged from the existing transmission service rates under Rate Schedules INT-FT5 and INT-NFT4 that expire on September 30, 2020.

The reduction is primarily the result of an increase in prior year carryover funds and non-power revenue projections for the Hoover Dam visitor center. The proposed base charge and rates would go into effect on October 1, 2020, and remain in effect through September 30, 2021. Publication of this Federal Register notice will initiate the public process.

Western Area Power Administration (WAPA) proposes a new Salt Lake City Area Integrated Projects (SLCA/IP) firm power rate and revised Colorado River Storage Project (CRSP) transmission and ancillary services formula rates. The existing rates for these services expire on September 30, 2020. Currently, there is a 4.25 percent projected decrease to the firm power composite rate. WAPA also proposes modifications to the Cost Recovery Charge (CRC) formula. WAPA proposes changes to the annual transmission revenue requirement. WAPA also proposes to add generator imbalance service to the energy imbalance rate schedule and implement a new rate schedule for the sale of surplus products.

Western Area Power Administration (WAPA) proposes a 5-year Provo River Project (PRP) Firm Power Formula Rate through March 31, 2025, which is unchanged from the existing formula rate in Rate Schedule PR-1 that expires on March 31, 2020. This is considered a minor rate adjustment since the installed capacity for the project is only 5,000 kilowatts and therefore below the 20,000 kilowatt threshold that would make it a major rate adjustment.

This notice includes a summary of the comments received on WAPA's proposed 2025 Resource Pool allocations and WAPA's responses.

NextEra Energy Resources, LLC (NextEra), through its entity Mohave County Wind Farm, LLC, proposes to develop its Mohave County Wind Farm Project (Project) and interconnect it to Western Area Power Administration's (WAPA) Mead-Peacock 345-kilovolt (kV) transmission line. The Project site is located in the White Hills of Mohave County, Arizona, on lands managed by the U.S. Department of Interior, Bureau of Land Management (BLM) and Bureau of Reclamation (Reclamation). Based in part on the analysis in the final environmental impact statement (Final EIS), WAPA has determined to allow NextEra's request for interconnection to WAPA's transmission system on the Mead-Peacock 345- kV transmission line; to construct, own, operate, and maintain a new Project switchyard and associated communications equipment; and to replace or upgrade certain equipment in the Mead Substation to accommodate the Project.

Western Area Power Administration (WAPA) proposes to extend its existing formula rates for on-peak and off-peak transmission service provided under the WestConnect Point-to-Point Regional Transmission Service Participation Agreement (WestConnect PA) through May 31, 2024. The existing rate schedule for this service, Rate Schedule WC-8, expires on May 31, 2019.

Western Area Power Administration announces proposed power allocations from the 2025 Resource Pool for the Central Valley and Washoe projects. Under the final 2025 Power Marketing Plan, 2 percent of the existing marketable resource, otherwise known as Base Resource, of the Central Valley and Washoe Projects will be allocated to new and existing eligible preference customers beginning January 1, 2025 and ending December 31, 2054. This notice provides a list of the allottees and seeks comments from the public on the proposed resource pool allocations.

WAPA proposes extending the Falcon and Amistad Projects' firm power rate formula through June 7, 2024. The Falcon and Amistad Projects' firm power rate formula expires June 7, 2019.

The Final 2018 Olmsted Power Marketing Plan and Call for Applications was published on October 11, 2017, and set forth that an application for an allocation of energy from Olmsted was due by December 11, 2017. WAPA reviewed and considered the applications received and published the Proposed Allocations in the Federal Register on June 13, 2018. There was a 30-day comment period for the proposed allocations. WAPA has considered the comments received, and this Federal Register notice establishes the final allocations.

The Department of Energy (DOE), Western Area Power Administration. (WAPA), a Federal power marketing administration of DOE, published its 2025 Power Marketing Plan (Marketing Plan) for the Sierra Nevada Customer Service Region (SNR) in the Federal Register on August 15, 2017. The Marketing Plan specifies the terms and conditions under which WAPA will market power from the Central Valley Project (CVP) and the Washoe Project beginning January 1, 2025, and continuing through December 31, 2054. As required by the Marketing Plan, WAPA is issuing a call for applications for SNR's 2025 Resource Pool. Preference entities who wish to apply for a new allocation of power from WAPA's SNR must submit a formal application using the Applicant Profile Data (APD) form and must meet the Eligibility and Allocation Criteria described in the Marketing Plan. In addition, if a customer that currently has an allocation of power wishes to apply for an additional power allocation, it also must submit an application using the APD form and meet the Eligibility and Allocation Criteria. The General Criteria, and Contract Principles as defined in the Marketing Plan will apply to new allottees and existing customers.

The Department of Energy (DOE), Western Area Power Administration (WAPA), announces its final 2025 Power Marketing Plan (Marketing Plan) for the Sierra Nevada Region (SNR). On December 31, 2024, all of SNR's long-term power sales contracts will expire. This notice responds to comments received on the Proposed 2025 Power Marketing Plan (Proposed Plan) and sets forth the Marketing Plan. The Marketing Plan specifies the terms and conditions under which WAPA will market power from the Central Valley Project (CVP) and the Washoe Project beginning January 1, 2025. This Marketing Plan supersedes all previous marketing plans for these projects. WAPA will offer new contracts for the sale of power to existing customers as more fully described in the Marketing Plan. Entities who wish to apply for a new allocation of power from WAPA, and who meet the criteria defined in the Marketing Plan, should submit formal applications. Application procedures will be set forth in the Call for 2025 Resource Pool Applications in a separate Federal Register notice to be published after the Marketing Plan is applicable.

The Western Area Power Administration (WAPA) is proposing revised rates for the Loveland Area Projects (LAP) firm electric service and modifications to the existing rate schedule for Sale of Surplus Products. Current firm electric service rates, under Rate Schedule L-F10, are in effect through December 31, 2019, and the formula rate for the sale of surplus products, under Rate Schedule L- M1, is in effect through September 30, 2021. LAP consists of the Fryingpan-Arkansas Project (Fry-Ark) and the Pick-Sloan Missouri Basin Program (P-SMBP)Western Division (WD), which were integrated for marketing and rate-making purposes in 1989. WAPA is proposing to lower the overall LAP firm electric service charges by 14 percent, as a result of rebalancing the charge components in formula-based Rate Schedule L-F10 by reducing the drought adder component and increasing the base component. The proposed rates will provide sufficient revenue to pay all annual costs, including interest expense, and repay investments within the allowable periods. In addition, WAPA is proposing to modify Rate Schedule L-M1, which allows for the sale of generation and generation-related products in excess of LAP's firm electric service obligations, to add ``energy'' as a surplus product. WAPA will prepare a brochure providing detailed information on these proposed rates prior to the public information forums listed below. This brochure will be posted to WAPA's Web site at: https:// www.wapa.gov/regions/RM/rates/Pages/2018-Rate-AdjustmentFirm- Power.aspx. If approved, the proposed rates under Rate Schedules L-F11 and L-M2 would become effective on January 1, 2018, and would remain in effect through December 31, 2022, or until superseded. Publication of this Federal Register notice begins the formal process for the proposed rate adjustment and proposed rate modifications.
