Quarterly Rail Cost Adjustment Factor
The Board has approved the first quarter 2014 rail cost adjustment factor (RCAF) and cost index filed by the Association of American Railroads. The first quarter 2014 RCAF (Unadjusted) is 0.980. The first quarter 2014 RCAF (Adjusted) is 0.424. The first quarter 2014 RCAF-5 is 0.400.
Royal City Charter Coach Lines Ltd.-Acquisition of Control-Quick Coach Lines Ltd. d/b/a Quick Shuttle Service
On November 18, 2013, Royal City Charter Coach Lines Ltd. (Royal, or Applicant) filed an application under 49 U.S.C. 14303 for approval of its acquisition of control of Quick Coach Lines Ltd. d/b/a Quick Shuttle Service (Quick). The Board is tentatively approving and authorizing the transaction, and, if no opposing comments are timely filed, this notice will be the final Board action. Pursuant to the Paperwork Reduction Act, 44 U.S.C. 3501-3519 (PRA) and Office of Management and Budget (OMB) regulations at 5 CFR 1320.10, the Surface Transportation Board has obtained OMB approval for its information collection, Rail Depreciation Studies. See 78 FR 18676 (Mar. 27, 2013). This collection, codified at 49 CFR part 1201, Section 4-2(b), has been assigned OMB Control No. 2140-0028. Unless renewed, OMB approval expires on August 31, 2016. The display of a currently valid OMB control number for this collection is required by law. John D. Nielsen-Control Exemption-Nebkota Railway, Inc.
The Board is granting an exemption under 49 U.S.C. 10502 from the prior approval requirements of 49 U.S.C. 11323-25 for John D. Nielsen (Nielsen), a noncarrier individual who controls Class III rail carrier Nebraska Northwestern Railroad, Inc. (NNW), to acquire control of Nebkota Railway, Inc. (NRI), another Class III rail carrier, which connects with NNW at Chadron, Neb.
Tedesco Family ESB Trust, et al.-Purchase of Certain Assets and Membership Interests-Evergreen Interests-Evergreen Trails, Inc. d/b/a Horizon Coach Lines, et al.
On October 22, 2013, the Tedesco Family ESB Trust (Family Trust), on behalf of Franmar Leasing, Inc. (Franmar), together with the Francis Tedesco Revocable Trust and the Mark Tedesco Revocable Trust (collectively, Applicants), all noncarriers, filed an application under 49 U.S.C. 14303 for approval of two companion transactions. The first transaction involves Franmar's purchase of certain motor coach and non- motor coach assets of Evergreen Trails, Inc. d/b/a Horizon Coach Lines (Evergreen) from three garage and terminal facility locations in Florida. The second transaction involves the purchase by the Francis Tedesco Revocable Trust and the Mark Tedesco Revocable Trust of FSCS Corporation's (FSCS) membership interest in Cabana Coaches, LLC (Cabana). The Board is tentatively approving and authorizing the transactions, and, if no opposing comments are timely filed, this notice will be the final Board action. Notice of Rail Energy Transportation Advisory Committee Vacancy
The Surface Transportation Board (Board) hereby gives notice of one vacancy on its Rail Energy Transportation Advisory Committee (RETAC) for a representative of an electric utility. The Board is soliciting suggestions from the public for a candidate to fill this vacancy.
New Filing Deadlines for Material Due To Be Submitted During the Federal Government Shutdown
The Board provides notice that any material due to be submitted to the Board during the Federal government shutdown will now be due no later than October 24, 2013. Further, submissions that arrived by mail during the shutdown will be considered received on October 17, 2013.
Railroad Revenue Adequacy-2012 Determination
On October 17, 2013, the Board served a decision announcing the 2012 revenue adequacy determinations for the Nation's Class I railroads. Two carriers, Norfolk Southern Combined Railroad Subsidiaries and Union Pacific Railroad Company, were found to be revenue adequate.

Staff members of the Surface Transportation Board will hold a public meeting concerning the rail line embargo at issue in the above- titled docket. The purpose of the meeting is to allow interested persons to comment on the effects of the embargo.
