In compliance with the Paperwork Reduction Act of 1995, the Defense Health Agency announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

In compliance with the Paperwork Reduction Act of 1995, the OUSD(I&S) Counterintelligence & Law Enforcement Directorate (CILED) announces a proposed public information collection and seeks public comment on the provisions thereof. Findings of research misconduct have been made against Douglas D. Taylor, Ph.D. (Respondent), former Professor and Vice Chair for Research, Department of Obstetrics & Gynecology, University of Louisville School of Medicine (UL). Respondent engaged in research misconduct in research supported by U.S. Public Health Service (PHS) funds, specifically National Cancer Institute (NCI), National Institutes of Health (NIH), grants R41 CA139802 and R21 CA098166. The administrative actions, including debarment for a period of three (3) years, were implemented beginning on October 17, 2022, and are detailed below.

The Department of Transportation (DOT) seeks to maximize the use of American-made products and materials in all federally funded projects as part of the Biden-Harris Administration's implementation of the Build America, Buy America Act (the Act), which was included in the historic Bipartisan Infrastructure Law (BIL). The implementation of this law will transform the Department's approach to domestic procurement requirements. The Department is taking three concurrent actions: (1) DOT is not extending its temporary waiver for construction materials, making that requirement applicable effective November 10, 2022; (2) in a separate notice, DOT is proposing a waiver for narrow categories of contracts and solicitations; and (3) in this notice, DOT is proposing a narrow waiver to allow DOT and its assistance recipients to focus their domestic sourcing efforts on products that provide the greatest manufacturing opportunities for American workers and firms and reduce delays in the delivery of important transportation infrastructure projects that provide jobs and promote economic growth. DOT is seeking comments on whether a waiver of Buy America requirements under the Act and related domestic preference statutes administered by DOT and its Operating Administrations (OAs) should be granted in the public interest for de minimis costs, small grants, and minor components.

In accordance with the Privacy Act of 1974, the DMA is establishing a new system of records titled, ``Defense Visual Information Distribution Service (DVIDS),'' DPA-04. The system collects, ingests, stores, transmits, and organizes public affairs released DoD media in various content types. It improves data quality, automation, and linking of defense visual information across DoD for mission readiness and visual information records management.

This Notice announces a two-day public meeting of the Aviation Consumer Protection Advisory Committee (ACPAC), to be held virtually. On the first day, the ACPAC will consider the Department's notice of proposed rulemaking (NPRM) on Enhancing Transparency of Airline Ancillary Service Fees. On the second day, the ACPAC will deliberate on three topics: information provided to consumers adversely affected by airline delays or cancellations, availability of airline flight information, and the Department's NPRM on Airline Ticket Refunds and Consumer Protections.
