This notice is to advise interested parties of an additional three-year extension of a demonstration project entitled Defense Health Agency (DHA) Evaluation of Non-United States Food and Drug Administration (FDA) Approved Laboratory Developed Tests (LDTs) Demonstration Project. The original notice was published on June 18, 2014. The notice extending the demonstration project for three years was published on June 20, 2017.
Coronavirus Food Assistance Program; Correction
The Secretary of Agriculture implemented the Coronavirus Food Assistance Program (CFAP), which provides assistance to agricultural producers impacted by the effects of the COVID-19 outbreak, through a final rule published in the Federal Register on May 21, 2020. We realized that there were errors in some of the payment rates in that final rule. In addition, we were able to reevaluate the payment rates for certain specialty crops based on data that was available from industry in response to the CFAP notice of funding availability, which was published in the Federal Register on May 22, 2020. This document corrects payment rates and categories for those specialty crops that were published in the final rule.
Notice of Funding Availability; Coronavirus Food Assistance Program (CFAP) Additional Eligible Commodities
The Coronavirus Food Assistance Program (CFAP) helps agricultural producers impacted by the effects of the COVID-19 outbreak. As provided in the CFAP regulation, this document announces additional commodities that have been determined to be eligible for CFAP assistance. USDA carefully reviewed the additional information provided in the comments to develop the list of additional commodities. Additional review is ongoing, which will result in a subsequent announcement.
Determination of Total Amounts of Fiscal Year 2021 WTO Tariff-Rate Quotas for Raw Cane Sugar and Certain Sugars, Syrups and Molasses
The Office of the Secretary of the Department of Agriculture (the Secretary) announces the establishment of the Fiscal Year (FY) 2021 (October 1, 2020-September 30, 2021) in-quota aggregate quantity of raw cane sugar at 1,117,195 metric tons raw value (MTRV), and the establishment of the FY 2021 in-quota aggregate quantity of certain sugars, syrups, and molasses (also referred to as refined sugar) at 162,000 MTRV.

Privacy Act of 1974; System of Records
The NRO is rescinding a System of Records, Health and Fitness Evaluation Records, QNRO-01. The purpose of this System of Records was to provide fitness assessments and design individual wellness programs. The NRO Health and Fitness Evaluation Program was discontinued and the supporting information system was decommissioned. The system records were destroyed in accordance with the record retention and disposal policy as specified in the SORN.

This final rule removes DoD's regulation concerning the National Geospatial-Intelligence Agency (NGA) Privacy Program. On April 11, 2019, the Department of Defense published a revised DoD-level Privacy Program rule, which contains the necessary information for an agency-wide privacy program regulation under the Privacy Act and now serves as the single Privacy Program rule for the Department. That revised Privacy Program rule also includes all DoD component exemption rules. Therefore, this part is now unnecessary and may be removed from the CFR.
National Security Agency/Central Security Services Privacy Act Program

Promoting the Rule of Law Through Improved Agency Guidance Documents
On October 9, 2019, the President issued Executive Order (E.O.) 13891: Promoting the Rule of Law Through Improved Agency Guidance Documents. This E.O. requires all Federal agencies to establish an on-line guidance portal and to rescind any guidance documents that are no longer active or valid.
DHS Data Privacy and Integrity Advisory Committee
A notice of committee charter renewal for the Data Privacy and Integrity Advisory Committee, which was published in the Federal Register on June 18, 2020, is hereby withdrawn. In this document, the Acting Secretary of Homeland Security also announces the determination that the reestablishment of the Data Privacy and Integrity Advisory Committee is necessary and in the public interest in connection with the Department of Homeland Security's performance of its duties.

DoD Freedom of Information Act (FOIA) Program; Amendment
The Department of Defense (DoD) is proposing to amend its Freedom of Information Act (FOIA) regulation, which last published in the Federal Register as a final rule on February 6, 2018, to update certain administrative aspects of the Department's implementation of the FOIA, including adding an additional FOIA Requester Service Center. DoD is also proposing to clarify, by adopting the standards set forth in the Department of Justice's (DOJ) Template for Agency FOIA Regulations, that the decision to participate in FOIA alternative dispute resolution services is voluntary on the part of the requestor and DoD.
Privacy Act of 1974; System of Records
The DoD Office of Inspector General (OIG) is modifying a System of Records Notice (SORN), Case Control SystemInvestigative, CIG-26. This System of Records is used by the Office of Professional Responsibility (OPR), an office assigned within the DoD OIG. Pursuant to the Inspector General Act of 1978, as amended, OPR is tasked with investigating administrative or criminal misconduct alleged against DoD OIG employees and military personnel assigned to the DoD OIG. This modification revises blanket routine uses, exemptions, and record source categories. Additional updates include modifications to: System location, security classification, authorities, categories of individuals covered, categories of records, purpose, routine uses, storage, retrieval, safeguards, retention and disposal, system manager(s), notification procedures, record access procedures, and contesting record procedures.

Establishing a TRICARE Low Back Pain and Physical Therapy Demonstration
The Director, Defense Health Agency (DHA), has approved the creation of a demonstration to waive cost-sharing for up to three physical therapy (PT) visits for TRICARE beneficiaries with low back pain (LBP). The purpose of the demonstration is to encourage the uptake of PT services for the treatment and management of LBP and to incentivize beneficiaries towards higher-value care and away from lower-value care. This demonstration will operate in 10 states, test whether waiving cost-sharing increases the uptake of PT services among patients with LBP, and measure the impact of LBP on lower-value services such as imaging, opioids, and surgery.

Nondiscrimination in Health and Health Education Programs or Activities, Delegation of Authority
The Department of Health and Human Services (``the Department'' or ``HHS'') is committed to ensuring the civil rights of all individuals who access or seek to access health programs or activities of covered entities under Section 1557 of the Patient Protection and Affordable Care Act (``ACA''). After considering public comments, in this final rule, the Department revises its Section 1557 regulations, Title IX regulations, and specific regulations of the Centers for Medicare & Medicaid Services (``CMS'') as proposed, with minor and primarily technical corrections. This will better comply with the mandates of Congress, address legal concerns, relieve billions of dollars in undue regulatory burdens, further substantive compliance, reduce confusion, and clarify the scope of Section 1557 in keeping with pre-existing civil rights statutes and regulations prohibiting discrimination on the basis of race, color, national origin, sex, age, and disability.

On June 9, 2020, the Department of Commerce, published a 30- day public comment period notice in the Federal Register with FR Document Number 2020-12413 (Pages 35257-35258), and on March 24, 2020, published a 60-day public comment period notice with FR Document Number 2020-06174 (Page 16612) seeking public comments for an information collection entitled, ``Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery.'' This document referenced incorrect information in the DATA section, and Commerce hereby issues a correction notice as required by the Paperwork Reduction Act of 1995.
Debt Management
The general debt management regulations of the Department of Agriculture (USDA) provide that individual USDA agencies may issue regulations for their own specific debt collection activities principally in recognition that the agencies conducted debt collection activities prior to the enactment of the Debt Collection Improvement Act of 1996 (DCIA). Many of the provisions of individual agencies are redundant to part 3. This rule will eliminate the debt collection regulations of the following USDA agencies, and part 3 will be revised to include specific provisions used by these agencies: the Commodity Credit Corporation (CCC); the Federal Crop Insurance Corporation (FCIC), and the Farm Service Agency (FSA). In addition, as required by the Federal Civil Penalties Inflation Adjustment Improvements Act of 2015 (the 2015 Civil Penalties Act), this rule updates the size of civil monetary penalties to reflect inflationary adjustments for 2020.

Privacy Act of 1974; System of Records
DHA is modifying the System of Records titled, ``Military Health Information System (MHIS),'' EDHA 07 to facilitate public health activities and research efforts in response to the COVID-19 pandemic. In addition, this System of Records will become the DoD-wide SORN with enterprise application across the department. The proposed modifications include clarifying the purposes for the handling and use of data to improve quality assurance within healthcare operations (such as data analytics and clinical research) to address COVID-19. Modifications also include broadening the categories of individuals to cover all associated information systems and updating routine uses to enable better collaboration with federal agencies and academic institutions to accommodate the COVID-19 Insights Project. The Military Health Information System (MHIS) collects and maintains data that supports benefits determination for Military Health System (MHS) beneficiaries between the DoD, Department of Veterans Affairs (VA), and Department of Health and Human Services (HHS) healthcare programs. This data also provides Federal Agencies the ability to support continuity of care for patrons, ensures more efficient adjudication of claims, enables quality assurance and healthcare operations, and supports a myriad of healthcare policy, public health, military mission, data analysis, and clinical research activities.

This document corrects the supplementary information section to the notice of funding availability and additional commodities request for information published in the Federal Register on May 22, 2020, concerning CFAP. This document adds questions to request specific information related to certain specialty crops. This is intended to add clarity. USDA is still requesting comments on additional commodities that are not already identified and on the paperwork reduction act for CFAP activities. The questions added in this correction cover additional commodities and the development of their payment rates as envisioned in the cost analysis for the CFAP rule and are not expected to impact the costs of CFAP.

The Secretary of Agriculture is correcting a final rule that appeared in the Federal Register on May 21, 2020. The document was issued to implement the Coronavirus Food Assistance Program (CFAP) that provides assistance to agricultural producers impacted by the effects of the COVID-19 outbreak. There is one typo in the table of payment rates for the commodity of carrots that needs to be corrected. Additional corrections are being made to add clarity to the rule.
