Pursuant to the provisions of the Federal Advisory Committee Act, notice is hereby given of a meeting of the Invasive Species Advisory Committee. The purpose of the Advisory Committee (ISAC) is to provide advice to the National Invasive Species Council (NISC), as authorized by Executive Orders 13112 and 13751, on a broad array of issues related to preventing the introduction of invasive species and providing for their control and minimizing the economic, ecological, and human health impacts that invasive species cause. The Council is co-chaired by the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Commerce. The duty of the Council is to provide national leadership regarding invasive species issues. The purpose of a teleconference meeting on Thursday, May 2, 2019, is to convene the full ISAC to consider for approval the final deliverables from ISAC Class 9: (1) A white paper on the impacts of invasive ticks on human health and military readiness; and (2) a retrospective paper on the effectiveness of ISAC recommendations to NISC from 2000 to 2018. Members of the public are welcome to participate by accessing the teleconference. Other than during the public comment period, public participation is in an observer capacity. The toll-free conference phone number and access code can be obtained after registering participation through the NISC Secretariat's website, www.invasivespecies.gov. The meeting agenda will be available on the aforementioned website on or about April 19, 2019. The Department of Defense (DoD) is revising its Privacy regulation to implement the Privacy Act of 1974, as amended. The rule conforms to the requirements of the Office of Management and Budget Circular A-108, December 23, 2016. This part establishes and promotes uniformity in the DoD Privacy Program, creating a single privacy rule for the Department, while incorporating other administrative changes. It takes precedence over all DoD component publications that supplement and implement the DoD Privacy program. Subsequently, DoD plans to remove individual component Privacy Program rulemakings, given that the individual component exemption rules have been incorporated into this rule.

The Defense Finance and Accounting Service is rescinding a system of records, T7901a, The Standard Negotiable Instrument Processing System. This system of records was designed to process checks for the U.S. Army Active and Reserve military members to produce reports for processing reconciliation checks.

This final rule removes DoD's regulation that relates to allotments for child and spousal support because it duplicates DoD's internal policy on statutorily required child or child and spousal support allotments that cover members of the Military Services on extended active duty. This internal policy is located in the DoD Financial Management Regulation, Volume 7A, Chapter 41 ``Garnishments and Other Involuntary Allotments.''

The Department of Defense is issuing this final rule to adjust each of its statutory civil monetary penalties (CMP) to account for inflation. The Federal Civil Penalties Inflation Adjustment Act of 1990, as amended by the Debt Collection Improvement Act of 1996 and the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (the 2015 Act), requires the head of each agency to adjust for inflation its CMP levels in effect as of November 2, 2015, under a revised methodology that was effective for 2016 and for each year thereafter.
