The Secretary of Agriculture intends to establish the Tongass Advisory Committee (Committee) pursuant to the Federal Advisory Committee Act (FACA) (5 U.S.C. App. 2). The Committee is being established to provide advice and recommendations for developing an ecologically, socially, and economically sustainable forest management strategy on the Tongass National Forest with an emphasis on young growth management. Recommendations and advice may directly inform the development of a proposed action for modification of the 2008 Tongass Land Management Plan. The Secretary has determined that the work of the Committee is in the public interest and relevant to the duties of the Department of Agriculture. The Committee will be solely advisory in nature. All activities of the Committee will be conducted in an open, transparent, and accessible manner. Therefore, the Secretary is seeking nominations to fill 15 vacancies, with a term up to two years. The public is invited to submit nominations for membership either as a self-nomination or a nomination of any qualified and interested person.

It provides the point of contact, address, and telephone number for the Local Redevelopment Authority (LRA) for the Pueblo Chemical Depot, Colorado. The Pueblo Depot Activity Development Authority was recognized as the LRA by the Secretary of Defense, acting through the Department of Defense, Office of Economic Adjustment (OEA) on June 29, 1995. The Army Surplus Property Notice for the Pueblo Chemical Depot was published in the Federal Register on December 20, 2013 (78 FR 77108). Representatives of state and local governments, homeless providers, and other parties interested in the redevelopment of the installation should contact this LRA.

The NATO STANAG 4671 Custodial Support Team is inviting industries from NATO countries to review Edition 3 and provide comments and/or concerns prior to finalization and publication for topics of discussion during Industry Day. Interested Industry Day participants may request copy of the draft update to STANAG 4671 (with comment sheet for feedback) by email and copies will be provided within 3 business days of receipt by email only. Upon request from an industry participant to attend Industry Day a formal invitation will be sent via email prior to February 4, 2014 with details for date, location and access requirements. The objective of the March meetings will be to conduct a technical dialogue on the STANAG 4671. Industry Day discussion topics will be generated based on Industry's feedback as well as specific topics identified by the Custodial Support Team. Comments will be prioritized and addressed in an open forum.

The Department of Defense (DoD) proposes to establish policy, assign responsibilities, and provide procedures for the issuing of distinct DoD ID cards. The ID cards shall be issued to uniformed service members, their dependents, and other eligible individuals and will be used as proof of identity and DoD affiliation. Following the June 26, 2013, U.S. Supreme Court decision that found Section 3 of the Defense of Marriage Act unconstitutional, this rule also extends benefits to same sex spouses of Uniformed Service members and DOD civilians. The Department will now construe the words ``spouse'' and ``marriage'' to include same-sex spouses and marriages.

The Servicemembers Civil Relief Act, as codified at 50 U.S.C. App. Sec. 531, prohibits a landlord from evicting a Service member (or the Service member's family) from a residence during a period of military service except by court order. The law as originally passed by Congress applied to dwellings with monthly rents of $2400 or less. The law requires the Department of Defense to adjust this amount annually to reflect inflation, and to publish the new amount in the Federal Register. We have applied the inflation index required by the statute. The maximum monthly rental amount for 50 U.S.C. App. Sec. 531(a)(1)(A)(ii) as of January 1, 2014, will be $3,217.81.

This proposed rule would require a controlling health plan (CHP) to submit information and documentation demonstrating that it is compliant with certain standards and operating rules adopted by the Secretary of Health and Human Services (the Secretary) under the Health Insurance Portability and Accountability Act of 1996 (HIPAA). This proposed rule would also establish penalty fees for a CHP that fails to comply with the certification of compliance requirements.
