On November 29, 2013, the Department of Labor (DOL) will submit the Occupational Safety and Health Administration (OSHA) sponsored information collection request (ICR) revision titled, ``Cranes and Derricks in Construction Standard,'' to the Office of Management and Budget (OMB) for review and approval for use in accordance with the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501 et seq.).

The Department of Labor published a document in the Federal Register on November 8, 2013, announcing submission of the Wage and Hour Division sponsored information collection request (ICR) proposal titled, ``Worker Classification Survey,'' to the Office of Management and Budget for review and approval for use in accordance with the Paperwork Reduction Act of 1995, 44 U.S.C. 3501 et seq., and to invite comments on the ICR. The document contained an incorrect URL to access a copy of the ICR free of charge via the Internet.

The Department of Defense has submitted to OMB for clearance, the following proposal for collection of information under the provisions of the Paperwork Reduction Act (44 U.S.C. Chapter 35).

In compliance with section 3507(a)(1)(D) of the Paperwork Reduction Act of 1995, the Office of the Secretary (OS), Department of Health and Human Services, has submitted an Information Collection Request (ICR), described below, to the Office of Management and Budget (OMB) for review and approval. The ICR is for renewal of the approved information collection assigned OMB control number OS-0990-0323, scheduled to expire on 30 April 2014. Comments submitted during the first public review of this ICR will be provided to OMB. OMB will accept further comments from the public on this ICR during the review and approval period.

The Department of Defense has submitted to OMB for clearance, the following proposal for collection of information under the provisions of the Paperwork Reduction Act (44 U.S.C. Chapter 35).

The Department of Transportation (DOT), Office of the Secretary (OST), Office of Small and Disadvantaged Business Utilization (OSDBU) announces the opportunity for; (1) Business centered community- based organizations; (2) transportation-related trade associations; (3) colleges and universities; (4) community colleges or; (5) chambers of commerce, registered with the Internal Revenue Service as 501 C (6) or 501 C (3) tax-exempt organizations, to compete for participation in OSDBU's Small Business Transportation Resource Center (SBTRC) program in the Northwest Region. The Defense Information Systems Agency proposes to add a new system of records, KWHC 08, entitled ``DefenseReady'', to its inventory of record systems subject to the Privacy Act of 1974, as amended. This system will manage personnel and security records for the purpose of validation, analysis, and appraisal throughout the lifecycle. This system is used to track travel, security, sensitive items such as access/accountable badges, ownership and employment data of White House Communications Agency (WHCA) employees for the White House community.

The Department of Defense is publishing this notice to correct a previously announced notice of a Federal advisory committee closed meeting of the National Commission on the Structure of the Air Force (``the Commission'') (78 FR 68826-68828, November 15, 2013).

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue a current Department of Homeland Security system of records titled, ``Department of Homeland Security/United States Citizenship and Immigration Services008 Refugee Access Verification Unit System of Records.'' This system of records allows the Department of Homeland Security/U.S. Citizenship and Immigration Services to collect information to verify claimed relationships between anchor relatives in the United States and their overseas family members seeking access to the U.S. Refugee Admissions Program under the Priority 3 Family Reunification Program. Eligible anchor relatives who were admitted to the United States as refugees or granted asylum in the United states may file an Affidavit of Relationship for qualifying overseas family members (spouses, unmarried children under age 21, and/or parents) to seek access to the U.S. Refugee Admission Program for their family members under Priority 3. USCIS is updating this system of records to include: (1) An updated system location; (2) updated categories of records; (3) updated routine uses; (4) a proposed retention schedule; (5) updated data elements used to retrieve records; and (6) updated sources of records. Additionally, this notice includes non-substantive changes to simplify the formatting and text of the previously published notice. This updated system will continue to be included in the Department of Homeland Security's inventory of record systems.

Pursuant to the provisions of the Federal Advisory Committee Act, notice is hereby given of meetings of the Invasive Species Advisory Committee. The purpose of the Advisory Committee is to provide advice to the National Invasive Species Council, as authorized by Executive Order 13112, on a broad array of issues related to preventing the introduction of invasive species and providing for their control and minimizing the economic, ecological, and human health impacts that invasive species cause. The Council is co-chaired by the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Commerce. The duty of the Council is to provide national leadership regarding invasive species issues. The purpose of a meeting via teleconference, in lieu of physical travel, on Thursday, December 12, 2013 is to convene the full Advisory Committee to discuss consideration, modification and adoption of an ISAC position paper on utilizing harvest incentives to control invasive species. The Per Diem, Travel and Transportation Allowance Committee is publishing Civilian Personnel Per Diem Bulletin Number 290. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States when applicable. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 290 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

The Department of Defense is publishing this notice to announce the following Federal Advisory Committee meeting of the Response Systems to Adult Sexual Assault Crimes Panel. This meeting is open to the public.

This system of records allows the Department of Homeland Security/Federal Emergency Management Agency to collect and maintain records on adults displaced from their homes or pre-disaster locations after a Presidentially-declared emergency or disaster. As a result of a biennial review of this system, this system of records notice has been updated as follows: (1) The security classification has changed to reflect that the system is sensitive but unclassified; and (2) the language in routine uses ``A,'' ``C,'' and ``E'' has been revised for clarity. Additionally, this notice includes non-substantive changes to simplify the formatting and text of the previously published notice. This updated system will be included in the Department of Homeland Security's inventory of record systems.

As a result of the biennial review of this system, this system of records notice has been updated within the (1) categories of records to include the collection of employer and/or supervisor name and title; and (2) routine uses ``A,'' ``C,'' and ``E'', which have been revised for clarity. Additionally, this notice includes other non-substantive changes to simplify the formatting and text of the previously published notice. This updated system will be included in the Department of Homeland Security's inventory of record systems.

Defense Intelligence Agency (DIA) is proposing to update the DIA Privacy Act Program by adding the (k)(2) and (k)(5) exemptions to accurately describe the basis for exempting the records in the system of records notice LDIA 10-0004 Occupational, Safety, Health, and Environmental Management Records. This direct final rule makes non-substantive changes to the Defense Intelligence Agency Program rules. These changes will allow the Department to add exemption rules to the DIA Privacy Program rules that will exempt applicable Department records and/or material from certain portions of the Privacy Act. This will improve the efficiency and effectiveness of DoD's program by ensuring the integrity of the security and counterintelligence records by the Defense Intelligence Agency and the Department of Defense. This rule is being published as a direct final rule as the Department of Defense does not expect to receive any adverse comments, and so a proposed rule is unnecessary.

The purpose of the meeting is to review planned changes and progress in developing computerized tests for military enlistment screening.

The Defense Finance and Accounting Service is deleting a system of records notices in its existing inventory of record systems subject to the Privacy Act of 1974, as amended. The system of records being deleted is T7108, Base Accounts Receivable System (BARS).

The National Geospatial-Intelligence Agency is altering an existing system of records in its inventory of record systems subject to the Privacy Act of 1974, as amended. The blanket (k)(1) and (k)(2) exemptions apply to this systems of records to accurately describe the basis for exempting disclosure of classified information that is or may be contained in the records.

The National Geospatial-Intelligence Agency is establishing a new system of records in its inventory of record systems subject to the Privacy Act of 1974, as amended. The National Geospatial-Intelligence Agency proposes to add a new system of records notice, NGA-008, National Geospatial-Intelligence Agency Polygraph Records System, to its existing inventory of records systems subject to the Privacy Act of 1974, as amended. This system ensures the integrity in the polygraph examination process, documents polygraph results, assists with security eligibility determinations and employment or assignment suitability decisions in accordance with applicable laws, regulations and guidance.

The TRICARE Management Activity (TMA) transitioned to the Defense Health Agency (DHA) effective October 1, 2013. The Defense Health Agency is now realigning the System of Records Notices (SORNS) to the Defense Health Agency's compilation of Privacy Act SORNS. The realignment of the nineteen system identifiers reflect the new numbering system that will be used by the Defense Health Agency.

In compliance with section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Office of the Secretary (OS), Department of Health and Human Services, announces plans to submit an Information Collection Request (ICR), described below, to the Office of Management and Budget (OMB). The ICR is for reinstating the use of the approved information collection assigned OMB control number 0990-0317, which expired on October 31, 2013. Prior to submitting the ICR to OMB, OS seeks comments from the public regarding the burden estimate, below, or any other aspect of the ICR.

The Department of Defense is publishing this notice to announce an open meeting of the Strategic Environmental Research and Development Program, Scientific Advisory Board (SAB). The purpose of the meeting is to review new start research and development projects requesting Strategic Environmental Research and Development Program funds in excess of $1 million over the proposed length of the project.
