Renewal of Department of Defense Federal Advisory Committees
Under the provisions of the Federal Advisory Committee Act of 1972, (5 U.S.C. Appendix, as amended), the Sunshine in the Government Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.65, the Department of Defense gives notice that it is renewing the charter for the Board of Visitors Marine Corps University (hereafter referred to as the Board of Visitors). The Board of Visitors, pursuant to 10 U.S.C. 7102(e), is a non- discretionary Federal advisory committee established to provide independent advice and recommendations on matters pertaining to all aspects of the academic and administrative policies of the Marine Corps University. While the statute is silent on the criteria and number of committee members, the Secretary of Defense, in consultation with the Secretary of the Navy, has determined that no more than sixteen members will be appointed to the Board of Visitors. The Department of Defense, to achieve a balanced membership, will include a cross-section of experts and eminent authorities in the field of education and the fields of study at the Marine Corps University. The terms of office for those members appointed by the Secretary of Defense shall be for four years and their appointments are renewed on an annual basis. The President of the Board of Visitors shall be appointed for a two-year term through a vote of the voting membership. Members of the Board of Visitors, who are not full-time or permanent part-time Federal employees, shall serve as Special Government Employees under the authority of 5 U.S.C. 3109. with the exception of travel and per diem for official travel, the members shall serve without compensation. The Board of Visitors shall meet at the call of the Designated Federal officer, in consultation with the Board of Visitors President and the Commanding General, Marine Corps Combat Development Command. The Designated Federal Officer shall be a full-time or permanent part- time DoD employee, and shall be appointed in accordance with established DoD policies and procedures. The Designated Federal Officer or Alternate Designated Federal Officer shall attend all Board of Visitors' meetings and subcommittee meetings. The Board of Visitors is authorized to establish subcommittees and workgroups, as necessary and consistent with its mission. Board of Visitors subcommittees and workgroups shall operate under the provisions of Federal Advisory Committee Act of 1972, the Sunshine in the Government Act of 1976, and other appropriate Federal regulations. Board of Visitors subcommittees and workgroups shall not work independently of the Board of Visitors and shall report all their recommendations and advice to the Board of Visitors for full deliberation and discussion. Board of Visitors subcommittees and workgroups have no authority to make decisions on behalf of the Board of Visitors and may not report directly to the Department of Defense or any Federal officers or employees who are not members of the Board of Visitors. Pursuant to the Federal Advisory Committee Act of 1972 and 41 CFR 102-3.140(c), members of the public or interested groups may submit written statements to the members of the Board of Visitors. Written statements may be submitted at any time to the Board of Visitors' Designated Federal Officer or in response to the stated agenda of a planned meeting. Meeting of the Uniform Formulary Beneficiary Advisory Panel
This notice announces a meeting of the Uniform Formulary Beneficiary Advisory Panel. Meeting of the President's Commission on Care for America's Returning Wounded Warriors
Pursuant to the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Sunshine in the Government Act of 1976 (5 U.S.C. 552b, as amended) and 41 Code of Federal Regulations (CFR) 102-3.140 through 160, the Department of Defense announces the forthcoming public meeting:
Combating Exploitive Child Labor Through Education
The U.S. Department of Labor (USDOL), Bureau of International Labor Affairs (ILAB), intends to obligate approximately U.S. $54 million to support cooperative agreement awards to organizations to address exploitive child labor internationally. ILAB intends to award, through a competitive and merit-based process, cooperative agreements to organizations to develop and implement formal, non-formal, and vocational education projects as a means to combat exploitive child labor in the following ten countries: (1) Democratic Republic of the Congo, (2) Uganda, (3) Togo, (4) Colombia, (5) Bolivia, (6) Dominican Republic, (7) Indonesia, (8) Morocco, (9) the Philippines, and (10) Cambodia. ILAB intends to fund projects that focus on innovative ways to provide educational services to children engaged, or at risk of engaging, in exploitive labor. The projects should address the gaps and challenges to basic education found in the countries mentioned above. ILAB also intends to award a cooperative agreement to an organization(s) to conduct research on exploitive child labor and forced labor in the carpet sectors of Nepal, Pakistan, and India. ILAB intends to solicit cooperative agreement applications from qualified organizations (i.e., any commercial, international, educational, or non-profit organization capable of successfully developing and implementing child labor and/or research projects) to implement these projects. Information on the specific sectors, geographical regions, and funding levels for the potential projects in the countries listed above will be addressed in a solicitation(s) for cooperative agreement applications to be published prior to September 30, 2007. Notice of Proposed Information Collection
A proposal to extend the collection of information listed below (OMB Control Number 1084-0033) has been submitted to the Office of Management and Budget (OMB) for approval under the provisions of the Paperwork Reduction Act (44 U.S.C. Chapter 35). Public comments on this submission are solicited.
Base Closure and Realignment
This Notice is provided pursuant to section 2905(b)(7)(B)(ii) of the Defense Base Closure and Realignment Act of 1990. It provides a partial list of military installations closing or realigning pursuant to the 2005 Defense Base Closure and Realignment (BRAC) Report. It also provides a corresponding listing of the Local Redevelopment Authorities (LRAs) recognized by the Secretary of Defense, acting through the Department of Defense Office of Economic Adjustment (OEA), as well as the points of contact, addresses, and telephone numbers for the LRAs for those installations. Representatives of state and local governments, homeless providers, and other parties interested in the redevelopment of an installation should contact the person or organization listed. The following information will also be published simultaneously in a newspaper of general circulation in the area of each installation. There will be additional Notices providing this same information about LRAs for other closing or realigning installations where surplus government property is available as those LRAs are recognized by the OEA.
Minimum Standards for Driver's Licenses and Identification Cards Acceptable by Federal Agencies for Official Purposes
The Department of Homeland Security, Office of the Secretary, will hold a public meeting to receive comments on the Notice of Proposed Rulemaking, ``Minimum Standards for Driver's Licenses and Identification Cards Acceptable by Federal Agencies for Official Purposes,'' published in the Federal Register on March 9, 2007 (72 FR 10820). We encourage interested parties to attend the meeting and submit comments for discussion during the meeting. In addition, we will also seek comments via email for discussion during the meeting from any party who is unable to attend in person. Review of Data Filed by Certificated or Commuter Air Carriers To Support Continuing Fitness Determinations Involving Citizenship Issues
The Department is adopting its proposed editorial changes to its rules on Data to Support Fitness Determinations, 14 CFR part 204, and has determined to maintain its existing procedures for conducting reviews of the continuing fitness of air carriers. These actions complete this rulemaking. The Department had earlier withdrawn a proposal made in this rulemaking to modify the Department's standards for determining whether carriers remain under the actual control of U.S. citizens.
Defense Health Board (DHB) Meeting
Pursuant to the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix as amended), the Sunshine in the Government Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, and in accordance with section 10(a)(2) of Public Law, the following meeting is announced: Name of Committee: Defense Health Board (DHB). Dates: May 3, 2007. Times: 9 a.m.-10 a.m. (Closed Session). 10 a.m.-12 p.m. (Open Session). 2 p.m.-4 p.m. (Open Session). Place of Meeting: National Transportation Safety Board Conference Center, 429 L'Enfant Plaza, Washington, DC 20594. Purpose of the Meeting: The purpose of the meeting is to address and deliberate pending and new Board issues and provide briefings for Board members on topics related to ongoing Board business. Agenda: The Defense Health Board will receive a classified briefing on biowarfare threats during a closed session from 9 to 10 a.m. During the open session that follows the Board will receive updates on the Military Vaccine Program and from the DoD Vaccine Healthcare Centers. The Board will discuss the Department's efforts to prepare for a potential influenza pandemic and will receive a status report on seasonal influenza surveillance. The Board will also deliberate the draft findings and recommendations of the Mental Health Task Force. Established by Congress and operating as a Defense Health Board subcommittee, the Mental Health Task Force is charged to assess and recommend method for improving, the efficacy of mental health services provided to members of the Armed Forces by the Department of Defense. The Board will also conduct an administrative session on the afternoon of May 3, 2007, in the same location following the open session. The administrative session is closed to the public. Pursuant to 5 U.S.C. 552b, as amended, and 41 CFR 102-3.155, in the interest of national security, the Department of Defense has determined that the session of the Defense Health Board meeting from 9 to 10 a.m. on May 3, 2007 will be closed to the public. The Under Secretary of Defense (Personnel and Readiness), in consultation with the Officer of the DoD General Counsel, has determined in writing that the public interest requires that the one-hour session on May 3, 2007 be closed to public because it concerns matters listed in section 552b(c)(1) of title 5, United States Code. Specifically the information presented meets criteria established by an executive order to be kept secret in the interest of national defense and foreign policy. Pursuant to 5 U.S.C. 552b, as amended, and 41 CFR 102-3.140 through 102-3.165 and subject availability of space, the Defense Health Board meeting from 10 a.m. to 4 p.m. on May 3, 2007 is open to the public. Any member of the public wishing to provide input to the Defense Health Board should submit a written statement in accordance with 41 CFR 102- 3.140(C) and section 10(a)(3) of the Federal Advisory Committee Act, and the procedures described in this notice. Written statement should be not longer than two type-written pages and must address the following detail: The issue, discussion, and a recommended course of action. Supporting documentation may also be included as needed to establish the appropriate historical context and to provide any necessary background information. Individuals submitting a written statement may submit their statement to the Designated Federal Officer at the Address detained below at any point. However, if the written statement is not received at least 10 calendar days prior to the meeting, which is subject to this notice, then it may not be provided to or considered by the Defense Health Board until the next open meeting. The Designated Federal Officer will review all timely submissions with the Defense Health Board Chairperson, and ensure they are provided to members of the Defense Health board before the meeting that is subject to this notice. After reviewing the written comments, the Chairperson and the Designated Federal Officer may choose to invite the submitter of the committee to orally present their issue during an open portion of this meeting or at a future meeting. The Designated Federal Officer, in consultation with the Defense Health Board Chairperson, may, if desired, allot a specific amount of time for members of the public to present their issues for review and discussion by the Defense Health Board.
Advisory Committee on Impacts of Climate Variability and Change on Transportation Systems and Infrastructure-Gulf Coast Case Study
This document announces the second meeting of the Advisory Committee on Impacts of Climate Variability and Change on Transportation Systems and InfrastructureGulf Coast Case Study to the U.S. Department of Transportation (the ``Advisory Committee''). The purpose of this meeting is to advise the Secretary of Transportation on the design, implementation and final report of Synthesis and Assessment Product 4.7, which examines how a changing climate might affect transportation infrastructure and services in the Gulf Coast. This research is being conducted under the Climate Change Science Program.

Support for Non-Federal Entities Authorized To Operate on DoD Installations
This rule establishes policy and assigns responsibilities under DoD Directive 5124.8 for standardizing support to Non-Federal entities authorized to operate on DoD installations. Designates the Secretary of Army as the DoD executive agent for: Support to Boy Scout and Girl Scout local councils and organizations in areas outside of the United States; support for the national Boy Scout jamboree; the annual DoD audit of the American Red Cross (ARC) accounts and the subsequent report to Congress; and necessary ARC deployment support. It also designates the Secretary of the Air Force as the DoD Executive Agent for conducting the Armed Forces Entertainment program. It will have minimal impact on the public.
Meeting of the President's Commission on Care for America's Returning Wounded Warriors
Pursuant to Section 10(a), Public Law 92-463, as amended, notice is hereby given of a forthcoming Meeting of the President's Commission on America's Returning Wounded Warriors. The purpose of the Committee meeting is to conduct briefings for the Commissioners. The meeting is open to the public, subject to the availability of space. Interested persons may submit a written statement for consideration by the Committee and make an oral presentation of such. Persons desiring to make an oral presentation or submit a written statement to the Committee must notify the point of contact listed below no later than 18 April 2007. Oral presentations by members of the public will be permitted only on 23 April at 1 to 2 before the full Committee. Presentations will be limited to 5 minutes. Executive director and the Designated Federal official will select individuals for oral presentations and notify them in advance of the opportunity to make a 5 minute presentation to the Commission. Number of oral presentations to be made will depend on the number of requests received from members of the public. Each person desiring to make an oral presentation must provide the point of contact listed below with one (1) copy of the presentation by 18 April 2007, 5 p.m. and one copy of any material that is intended for distribution at the meeting. Persons submitting a written statement must submit one copy of the statement to the Commission staff by 5 p.m. POC Denise Dailey or Adrianne Holloway, toll free 877 588 2035 or Fax statements (703) 588-2046. Due to scheduling difficulties the Commission was unable to finalize its agenda in time to publish a Federal Register meeting notice of the 15-calendar days required by 41 CFR 102-3.150(a). Accordingly, the Committee Management Officer for the Department of Defense, pursuant to 41 CFR 102-3.150(b), waives the 15-calendar day notification requirement.
Board of Visitors Meeting
The next meeting of the Defense Acquisition University (DAU) Board of Visitors (BoV) will be held at Defense Acquisition University, Fort Belvoir, VA. The purpose of this meeting is to report back to the BoV on continuing items of interest.

TRICARE; Expansion of Geographic Scope of the TRICARE Retiree Dental Program (TRDP)
This proposed rule expands the geographic scope of the TRICARE Retiree Dental Program (TRDP) to overseas locations not currently covered by the program. At this time, TRDP is only applicable in the 50 United States and the District of Columbia, Canada, Puerto Rico, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands. Expanding the geographic scope of the program will ensure that all TRICARE-eligible retirees are eligible for the same dental benefits, regardless of their location. There are no additional Government costs associated with this proposed expansion of TRDP overseas as TRDP costs are borne entirely by enrollees through premium payments.
Commerce Debt Collection
This rule revises the Department of Commerce (Commerce Department or Commerce) debt collection regulations to conform to the Debt Collection Improvement Act of 1996, the revised Federal Claims Collection Standards, and other laws applicable to the collection of non-tax debts owed to the Commerce Department. This rule also revises Commerce's regulations governing the offset of Commerce-issued payments to collect debts owed to other Federal agencies.
