Historical Research in the Files of the Office of the Secretary of Defense (OSD)
This proposed rule would identify and update the policies and procedures for the programs that permit U.S. citizens to perform historical research in records created by or in the custody of the Office of the Secretary of Defense. Defense Science Board
The Defense Science Board Task Force on Nuclear Deterrence Skills met in closed session on February 22-23, 2007; at the Strategic Analysis Inc., 3601 Wilson Boulevard, Arlington, VA. The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on scientific and technical matters as they affect the perceived needs of the Department of Defense. At these meetings, the Defense Science Board Task Force will: Assess all aspects of nuclear deterrent skills as well as the progress Department of Energy (DoE) has made since the publication of the Chiles Commission report. In accordance with Section 10(d) of the Federal Advisory Committee Act, Pub. L. No. 92-463, as amended (5 U.S.C. App. II), it has been determined that these Defense Science Board Task Force meetings concern matters listed in 5 U.S.C. 552b(c)(1) and that, accordingly, the meetings will be closed to the public.

Guidance Concerning the Carriage of Service Animals in Air Transportation Into the United Kingdom
This notice publishes guidance concerning the carriage of service animals in air transportation from the United States (U.S.) to the United Kingdom (U.K.). These guidelines address the differences between U.K. laws regulating the transport of service animals on flights into the U.K. and U.S. law with respect to the carriage of service animals in air transportation. U.K. laws affecting the transport of service animals in air travel differ significantly from the requirements of the Air Carrier Access Act (ACAA), 49 U.S.C. 41705, and its implementing regulation in 14 CFR Part 382, resulting in uncertainty for carriers and persons with disabilities about the requirements that apply on flights into or transiting the U.K. The purpose of this guidance document is to assist U.S. and foreign carriers, as well as passengers with disabilities, in complying with both U.S. and U.K. regulations concerning the transport of service animals on flights from the U.S. to the U.K. by: (1) Explaining the procedures passengers must follow to comply with the U.K.'s Pet Travel Scheme (PETS); (2) explaining the procedures U.S. and foreign carriers must follow to obtain an approved Required Method of Operation (RMOP) from the U.K.'s Department for Environment Food and Rural Affairs (DEFRA); and (3) notifying both U.S. and foreign carriers operating flights between the U.S. and the U.K. that failure to obtain an approved RMOP from DEFRA will be considered a violation of the ACAA and may subject such carriers to enforcement action by the U.S. DOT.

Higher Initial Maximum Uniform Allowance Rate; Uniform Allowance
This is the final notice that the Department of Defense (DoD or ``the Department''), is establishing a higher initial maximum uniform allowance to procure and issue uniform items for uniformed police personnel. This action is pursuant to the authority granted to DoD by Sec. 591.104 of title 5, Code of Federal Regulations (CFR), which states that an agency may establish one or more initial maximum uniform allowance rates greater than the Governmentwide maximum uniform allowance rate established under 5 CFR 591.103.

Notice of Availability of the Ballistic Missile Defense System Final Programmatic Environmental Impact Statement
This notice announces the availability of the Missile Defense Agency's (MDA) Ballistic Missile Defense System (BMDS) Final Programmatic Environmental Impact Statement (PEIS), which analyzes the potential impacts to the environment of MDA's proposal to develop, test, deploy, and plan for decommissioning an integrated BMDS. The PEIS addresses the integrated BMDS and the development and application of new technologies; evaluates the range of complex programs, architecture, and assets that comprise the BMDS; and provides a framework for future environmental analyses as activities evolve and mature.
Strategic Environmental Research and Development Program, Scientific Advisory Board
This Notice is published in accordance with Section 10(a)(2) of the Federal Advisory Committee Act (Pub. L. 92-463). The topic of the meeting on March 13-14, 2007 are to review new start and continuing research and development projects requesting Strategic Environmental Research and Development Program funds in excess of $1M. Department of Defense Task Force on the Future of the Military Health Care
Pursuant to the Federal Advisory Committee Act of 1972, as amended (5 U.S.C., Appendix) and the Sunshine in the Government Act of 1976, as amended (5 U.S.C. 552b(c)), announcement is made of the following meeting: Name of Committee: The Department of Defense Task Force on the Future of the Military Health Care, a duly established subcommittee of the Defense Health Board. Date: March 7, 2007. Times: 8:30 a.m.-4 p.m. Location: The National Transportation Safety Board Conference Center located at 429 L'Enfant Plaza, Washington, DC 20594. Agenda: The purpose of the Task Force meeting is to obtain, review, and evaluate information related to the Task Force's congressionally- directed mission to examine matters relating to the future of military health care. The Task Force members will receive briefings on topics related to the delivery of military health care. Prior to the public meeting the Task Force will conduct an Administrative Meeting from 8:30 a.m. to 9:30 a.m. to discuss administrative matters of the Task Force. In addition, the Task Force, following its public meeting, will conduct a Preparatory Meeting from 3 p.m. to 4 p.m. to work with the Task Force staff to analyze relevant issues and facts in preparation for the next meeting of the Task Force. Both the Administrative and Preparatory Meetings will be held at the National Transportation Safety Board Conference Center. Standard Time Zone Boundary in Pulaski County, IN
DOT is relocating the time zone boundary in Indiana to move Pulaski County, Indiana, from the Central Time Zone to the Eastern Time Zone. This action serves the convenience of commerce, the statutory standard for a time zone change, and is taken in response to a petition filed by the Pulaski County Commissioners and County Council.
Program Fraud Civil Remedies
This final rule adopts, without change, the Program Fraud Civil Penalties interim rule published by the Department of Homeland Security (DHS) on October 12, 2005. This rule finalizes uniform administrative procedures for DHS to implement the Program Fraud Civil Remedies Act of 1986 (the Act).

In accordance with section 10(a)(2) of Public Law 92-463, The Federal Advisory Committee Act, announcement is made of the following meeting: Name of Committee: DoD Task Force on Mental Health, a Subcommittee of the Defense Health Board. The Task Force members will receive briefings on topics related to mental health concerns among military service members and mental health care delivery. The Task Force will hold a ``Town Hall Meeting'' session to hear concerns from the Washington, DC Metro Area Active Duty Military, National Guard and Reserve, and Veterans communities. The Task Force will also meet in administrative session to consider administrative matters.
Revised Non-Foreign Overseas Per Diem Rates
The Per Diem, Travel and Transportation Allowance Committee is re-publishing Civilian Personnel Per Diem Bulletin Number 251 to correct an error in the Per Diem rate published on January 26, 2007 (72 FR 3799). This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 251 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

Declaration pursuant to section 319F-3 of the Public Health Service Act (42 U.S.C. 247d-6d) to provide targeted liability protections for pandemic countermeasures based on a credible risk that an avian influenza virus spreads and evolves into a strain capable of causing a pandemic of human influenza.
