Rules of Practice for Certain Adjudicatory Proceedings Under the Animal Welfare Act Regulations

We are amending the administrative regulations of the Office of the Secretary of Agriculture to provide that the rules of practice contained in those regulations shall be applicable to all adjudicatory proceedings under the license denial and termination provisions of the Animal Welfare Act (AWA) regulations. The AWA regulations provide that a person whose license application has been denied or whose license has been terminated may request a hearing in accordance with the applicable rules of practice for the purpose of showing why the application for license should not be denied or the license should not be terminated. This final rule is necessary to clarify the rules of practice that will apply to such hearings.

Pursuant to Section 10(a), Public Law 92-463, as amended, notice is hereby given of a forthcoming meeting of the Defense Department Advisory Committee on Women in the Services (DACOWITS). The purpose of the Committee meeting is to discuss the 2004 DACOWITS Report. The meeting is open to the public, subject to the availability of space. Interested persons may submit a written statement for consideration by the Committee and make an oral presentation of such. The Department of Defense Explosives Safety Board (DDESB) is announcing several changes to Department of Defense 6055.9-Standard, dated July 1999. The DDESB is republishing the Standard dated 5 October 2004 with all changes adopted by the Board since the 1999 edition. The DDESB is taking this action pursuant to its statutory authority as set forth in Title 10, United States Code, Section 172 (10 U.S.C. 172) and DoD Directive 6055.9, ``DoD Explosives Safety Board (DDESB) and DoD Component Explosives Safety Responsibilities,'' 29 Jul 1996. The Standard to the Office of the Secretary of Defense, the Military Departments (including the Army and Air Force National Guards), the Defense Threat Reduction Agency, the Defense Logistics Agency, the Defense Contract Management Agency, the Coast Guard (when under DoD control), and other parties who produce or manage ammunition and explosives under contract to the DoD. Through DoD 6055.9-STD the DDESB establishes minimum explosives safety requirements for storing and handling ammunition and explosives.
Combating Exploitive Child Labor Through Education in Guyana

The U.S. Department of Labor, Bureau of International Labor Affairs, will award up to U.S. $2 million through one or more cooperative agreements to an organization or organizations to improve access to and quality of education programs as a means to combat exploitive child labor in Guyana. Projects funded under this solicitation will provide educational and training opportunities to children as a means of removing and/or preventing them from engaging in exploitive work or the worst forms of child labor. The activities funded will complement and expand upon existing projects and programs to improve basic education in the country. Applications must respond to the entire Statement of Work outlined in this solicitation. In Guyana, activities under these cooperative agreements will provide the direct delivery of quality basic education to working children and those at risk of entering work, and will result in their enrollment, persistence, and completion of an education or training program.

Pursuant to the Federal Advisory Committee Act (FACA), as amended, notice is hereby given that the Defense Base Closure and Realignment Commission will hold Commission Meetings on Tuesday, May 3, 2005 and Wednesday, May 4, 2005. In accordance with the Federal Advisory Committee Act of 1972, as amended, it has been determined that the part of the Commission's Meeting on May 4, 2005 concerns matters sensitive to the interest of national security and will be closed to the public as authorized by 5 U.S.C. 552B(c)(1)(1982). With the exception of a partial closed meeting on May 4, 2005 both Commission Meetings will be open to the public. On May 4, 2005, the first hour of the Commission Meeting will be open to the public, and following the first hour of the Meeting the Commission will close the Meeting to the public to receive classified briefings from the Department of Defense. The Department of Defense (DoD), Washington Headquarters Services (WHS) announces that an Environmental Assessment (EA) for the Updated Pentagon Reservation Master Plan is available for public review and comment on or before 14 April 2005. The Master Plan involves the entire Pentagon Reservation to include all the main buildings and sub- buildings within the Pentagon site in Arlington, Virginia, exclusive of the Navy Annex. A separate EA will be distributed for the Navy Annex, also known as the Naval Annex, Arlington Annex and Federal Office Building No. 2 (FOB2). The EA documents an evaluation of the environmental effects of the proposed updated Master Plan in accordance with the National Environmental Policy Act of 1969, as amended (NEPA, 42 U.S. Code 4321 to 4370b); Council of Environmental Quality (CEQ) implementing regulations (Title 40, Code of Federal Regulations, Parts 1500-1508); and DoD Instruction 4715.9, Environmental Planning and Analysis. The EA addresses the potential impacts and mitigation measures associated with the proposed action. Environmental consequences examined include potential impacts on socio-economic conditions, cultural and visual resources, transportation systems, physical and biological resources, utilities and infrastructure, and cumulative impacts. The Pentagon Reservation Master Plan constitutes a policy framework for the long-term development of the Master Plan areaan area of approximately 220 acres within the larger Pentagon Reservation. The Master Plan primarily focuses on the following improvements within the Master Plan area: Implementing new security measures; improving vehicular circulation; consolidating existing surface parking into parking structures; and increasing landscaped areas.
